TITLE: MEAL Technical Lead, PPM PRIME Initiative

CHILD SAFEGUARDING:
Level 3 - a Disclosure and Barring Service (DBS) previously CRB check (enhanced level) or equivalent overseas vetting will be required as the responsibilities of the post require that you may have contact with children and young people during Country Programme visits.
ROLE PURPOSE:
SCI is undergoing significant transformation across a number of core business processes, systems, and structures, through the implementation of a number of High Performing Organization Change Projects.
The MEAL Technical LEAD, PPM PRIME Initiative will spend significant time advancing one of the key initiatives of Save the Children: a global standardised project management methodology and an IT system to record and analyse programmatic information and provide functionality to better manage projects (PPM PRIME). The project will support proactive and timely management of programs and significantly increase the accessibility of information about Save the Children’s program achievements, resulting in increased efficiency and effectiveness and a culture of evidence-based knowledge, learning and action on what works best for children.
The MEAL Technical Lead is a key member of the International Programmes team at Save the Children International’s headquarters in London and will work in PPM PRIME as the Technical Lead for Monitoring, Evaluation, Accountability and Learning (MEAL) components. MEAL must be embedded within the Program/Project Management methodology, and PRIME will act at the system to capture and use this information. As the MEAL Technical Lead, the post holder will ensure the engagement of a broad set of stakeholders across Save the Children in the PPM PRIME project, and ensure the PPM PRIME project delivers against the MEAL requirements & deliverables.

KEY AREAS OF ACCOUNTABILITY:
International Programmes Representation & Stakeholder Management
·  Represent the International Program Operations & Impact MEAL functions in the PPM PRIME project team
·  Manage MEAL interdependencies with the other priority projects such as Coding and the Results Framework core teams
·  Engage with Member, Regional and Country offices to gather feedback and input to ensure collaboration and buy-in regarding MEAL requirement for PPM PRIME throughout the PPM PRIME project
·  Establish and lead any MEAL-related reference groups to aid stakeholder engagement
·  Ensure the MEAL requirements within PPM PRIME are captured and built in to the design for PPM PRIME
Delivery of Results
·  Deliver MEAL related objectives within PPM PRIME, including, but not limited to:
o  Develop and gain agreement on a single consistent approach for MEAL within the new Project Management methodology across Save the Children
o  Drive agreement on the functional matrices in the project management lifecycle
o  Support in all stages of the development and rollout of a project management budgeting tool
o  Create the components of the PPM PRIME solution documentation which relate to the MEAL elements, in collaboration with the PPM Technical Lead
o  Identify and ensure changes to the wider MEAL system are coordinated and delivered in a cohesive manner
o  Ensure the PRIME system realizes the MEAL-related business requirements of the project, is user-friendly and fit for purpose for all users, and enables knowledge sharing
o  Ensure MEAL considerations are incorporated in the project management lifecycle business processes, best practice guidance, manual and quality assurance and control mechanisms
Change Management & Capacity Building
·  Own the Change Impact Assessment for the MEAL function, liaising with the MEAL Advisor in the International Programmes team to manage the change process through the function
·  Support regional (and country) MEAL staff to ensure a successful roll-out of the project management methodology
·  Liaise with the Program Impact Team to ensure teams receive relevant PPM PRIME training.
·  Work with the Program Impact Team to capture the changes and ensure they are communicated to end users and managed in a timely manner in coordination with the change and deployment roll-out of PPM PRIME
In all aspects of the role:
·  Develop and gain agreement on a shared global standard for the respective processes across SCA
·  Be an advocate and change agent for the PPM PRIME Initiative
·  Identify and escalate risks to the PPM PRIME Project Manager
·  Attend weekly PPM PRIME Team Meetings,relevant IPOMI, MEAL or other related meetings as appropriate
·  As necessary, support wider team as required

QUALIFICATIONS
·  Higher Education (Master’s Degree preferred) in relevant social science, international development, monitoring and evaluation, or a related topic, or qualified by equivalent relevant experience
EXPERIENCE AND SKILLS
·  Extensive Monitoring and Evaluation experience, including working within a complex matrixed organisation ideally in both development and emergency contexts.
o  Strong practical experience in project/program monitoring and evaluation (preferably field-based)
o  Experience working with multiple countries and/or organization headquarter units on MEAL issues
o  Knowledge of and experience with a range of MEAL tools and techniques
·  Experience in strengthening the demand for data and facilitating the use of information in the decision-making process at different levels – from the field project and programmatic level up to the national level
·  Demonstrable success in public speaking, and delivering trainings and workshops
·  Training and capacity building experience
·  Proven track record of implementing simple, effective monitoring systems, including experience in data collection and management
·  Cultural awareness, with highly developed interpersonal and communication skills including influencing, negotiation and coaching
·  Able to build personal networks at field and senior levels.
·  Flexible working style
·  Willingness to travel in developing countries (varying, but expected to be 20% of time)
