1.0 Introduction

World Vision Inc. (WVUS) seeking a consultant to complete a portion of a strategic plan for the Humanitarian and Emergency Affairs (HEA) Department of World Vision’s International Programs Group (IPG).

The HEA Department focuses on coordinating funding and programmatic responses for disasters and emergency situations around the globe, on behalf of World Vision US. The Department is currently developing a strategic plan that will span the next three fiscal years, and will include key factors shaping the future of how World Vision US responds to emergency situations.

As part of the strategic planning process, World Vision is seeking a vendor to develop an “environmental scan” to provide a baseline against which to base the plan's future actions. The environmental scan will include, but not be limited to:

  1. Evaluation of the current and future type of grants that may be issued by the USG for disaster assistance, trends in humanitarian emergency assistance, relative positions and competencies of WV's competitors in this market space.
  2. SWOT analysis of the market niche held by World Vision in humanitarian emergency assistance.
  3. Evaluation of private vs. public funding of HEA functions.
  4. Analysis of current HEA emergency response strategy.

The project is expected to be completed 30 days from project start. We anticipate that the successful vendor performing this project would have much of this information readily available through past engagements and ongoing interaction in the humanitarian emergency assistance sector.

The deliverable for the project will be a written analysis of the aforementioned topics, with recommendations on how World Vision can best expand its humanitarian emergency assistance programs and associated funding sources over the planning time period.

In addition to the analysis project, we would consider discussion of other consulting work in facilitating planning discussions as we progress through our processes.

4.0Conditions for RFP Responses

  1. All responses and supporting documentation shall become the property of WVUS and will not be returned.
  2. WVUS ultimately reserves the right throughout this process to select any servicing option that best meets its business requirements regardless of this process.
  3. Respondent agrees to the following conditions in participating in this process:

5.0 RFP Response

Please provide a written proposal, addressing each of the areas below. Proposals should be no more than 10 pages, including all attachments and appendices.

Evaluation

  1. WVUS will evaluate proposals and select a vendor/independent contractor at its discretion. We will base a respondents qualifications on the following criteria:

  • In-depth knowledge of humanitarian industry
  • NGO industry knowledge
  • Understanding of Federal budgetary trends, particularly as they relate to humanitarian emergency assistance grant funding
  • Knowledge of NGOs who engage in humanitarian emergency assistance and their operating characteristics
  • In-depth understanding of disaster response protocols and processes
  • Experience analyzing trends in Federal and private funding for humanitarian emergency response
  • Knowledge of private fundraising for disaster responses

Issuance of this RFP, the preparation and submission of proposals by respondents, and the subsequent receipt and evaluation of proposals by WVUS shall not commit WVUS to award a contract to anyone. In no event should this request and choosing a consultant for presentation, and negotiations be construed to create any legal obligation on the part of WVUS.
