Purpose of this Form

To clarify the procedure and conditions for staff or students to request access to prohibited websites.

Background

The ICT Acceptable Use Policy outlines acceptable and prohibited use of University ICT facilities. Where there is a justified University business need for an individual to access prohibited websites / material, this can be supported. Accessing prohibited websites, without appropriate governance arrangements, could be misinterpreted by University colleagues or law enforcement agencies. In the event of a query, this form and supporting process will help the University (and law enforcement agencies) to distinguish as quickly as possible between the accumulation of material for legitimate purposes or for malicious / illegal purposes.

Compliance with the conditions listed below (and any additional arrangements communicated to the individual) assists staff and students to operate in a way that protects both them and the University.

Where access to prohibited websites is provided, it will be for a specified time period. Where access is required on a long term basis, this will be subject to a review process.

The University reserves the right to not grant access to prohibited material where it is felt there are insufficient safeguards or data management measures in place.

Conditions: The access must:

·  fulfil a justified and proportionate University business need;

·  be supported and authorised by the individual’s Superviser / Line Manager and by the Dean of School / Director of Professional Service;

·  use University issued IT equipment on the University ICT network. This ensures law enforcement enquiries would come to the University in the first instance. The University cannot accept liability for or offer support for staff or students who access prohibited material off campus or using non University equipment;

·  store prohibited material within secure and approved University provided storage. This should be subject to discussion with the University ITSERT. Email: );

·  comply with any specific conditions communicated as part of the prohibited internet access approval or (where relevant) ethics approval;

·  be used appropriately:

o  in accordance with University Regulations on Taught Programmes and Research Programmes as well as the Research Governance framework;

o  Consider who else may view the material within a workspace (and the impact);

o  Not share password with others and lock workstation when not in use;

o  Not shared, copied or re-distributed without appropriate safeguards;

o  Not left unattended on printers / desks.
