APEC TEL MRA TF ECONOMETRIC STUDY PROJECT

DRAFT 2 – DEVELOPMENT OF THE STATEMENT OF WORK

APEC TEL 38 – Lima, Peru (October 12, 2008)

PURPOSE OF THE PROJECT: Survey users of MRA for Conformity Assessment to determine the benefits of the MRA and what improvements could be made.

STAKEHOLDERS: Consumers, Manufacturers/Suppliers, Conformity Assessment Bodies (CABs), Accreditation Bodies for Phase I and Phase II, Designating Authority, and Regulatory Authority.

Primary questions:

1.  Is the MRA perceived as beneficial by parties other than the regulator?

2.  What is the value of the MRA? Can a number or cost savings be estimated?

3.  What improvements could be made?

4.  Are there other issues the MRA task force could focus on to improve the benefits of the MRA?

Possible survey questions discussed at TEL 37:

1.  Value to telecom products exported BEFORE implementation of Phase I and/or Phase II of the APEC TEL MRA?

2.  Value of telecom products exported AFTER the implementation of Phase I and/or Phase II of the APEC TEL MRA?

3.  Any time savings to market for telecom products AFTER implementation of the MRA?

4.  Any cost savings (direct and indirect) in marketing telecom products in APEC economies and the rest of the world?

5.  Impact of the MRA on transparency of the regulatory requirements of the participating APEC economies?

6.  Did the MRA help facilitate trade among APEC economies for telecom products?

7.  Any impact of the MRA on promoting innovation for telecom products?

8.  Impact of the MRA on accreditation costs for both Phase I and Phase II CABs?

9.  Impact of the MRA on the accreditation bodies?

10.  Impact of the MRA on development of in-house expertise for foreign requirements?

11.  Impact of the MRA on access to outside expertise to meet foreign requirements?

12.  Changes in the regulatory process for economies based on the MRA?

The project is not to be limited to these questions only. Other relevant issues related to the APEC TEL MRA should be identified and should be included in the econometric study. Wherever possible, actual costs/cost savings should be calculated.

OTHER ISSUES TO BE ADDRESSED

-  Identify the means for collecting data (e-mail, fax, mail, phone)

-  Confidentiality of the data collected – Do not provide specific information about any specific entity surveyed

-  The method for determining costs/cost values shall be made clear.

-  Report tabulated in a format for public dissemination

-  Record of relevant suggestions or specific issues raised by industry

-  All information to be developed to become the property of the APEC.
