DRAFT PAMPISFORD PARISH COUNCIL MINUTES

Meeting 13th Oct 2011

Present: Aureole Wragg (Chair), Anne Judd, Peter Draper, Nigel Upton (7:40 pm), Graham Berridge, Heather Fordham, Tim Stone (CC), Tony Orgee (8:50pm) (DC), Nina Zealey Clerk.

Open Forum : Stuart Morris form ACRE and Linda Browne fromSCDC presented ideas about Community Lead Parish Plans and where to find help. Another parishioner attended to tell us about 3 incidents where inconsiderate parking outside the Chequers Pub caused her to drive illegally on the wrong side of the central bollards and village pump. Various ideas were discussed including the use of signs and expensive yellow lines. Any ideas are welcome.

MINUTES OF THE PARISH COUNCIL MEETING.

2. Apologies and reason for absence. KH for health reasons.

3. Declarations of interests with regard to items on the agenda. HF declared an interest in the outcome of increased safety measures for Beech Lane Junction with A505.

4. To sign and approve minutes of meetings dated, 8th Sept 2011. Done.

5. Matters Arising from the Previous Minutes: None.

6. Reports by County and District Councillors. Tim Stone (CC) reported that Street Lighting insurance does not have to be considered by Pampisford PC, as this will be covered by arrangements made by SCDC. He is encouraging everyone with an interest in buses to complete the County’s questionnaire. Responses from the public have to be sent in by 9th December. The County wants to get a new minibus pilot scheme up and running in the Duxford area by Christmas using it to ferry people to the station in the morning and evening, then during the day to go to Trumpington P & R and other destinations of choice. A minibus will be provided and branded by the CC and operated by a contractor. This will not meet the needs of all Citi7 riders. The arrangements will be complex.

Wind Farms: At the moment the County had proposed that no wind farms should be allowed on its own County Farms estates. The County owns one wind farm. You can be sure that TS shall continue to oppose any wind farms in our area which could have a negative effect on the operations of the Imperial War Museum.

Tony Orgee (DC) reported: Cheques: SCDC Alex Collier will accept cheques for payments of bills. Housing: You can see the map of the sites which developers have proposed on:

Hanley Grange is back on the list, however, the huge offer of development sites, more than is needed have to be reviewed, the number of houses required establishedand the criteria for the review settled, and this is planned for early summer next year. At the moment the prevailing view is that it is much better to use existing infrastructure rather than build whole new settlements.

7. Planning Applications: C/11/40/077 Felling of three sycamore trees at Manor Cottage (18/20 Church Lane, visible from the Recreation ground. Agreed with regret, however planting trees in the recreation ground may be possible in the future to replace the loss. S/1838/11 – Retention of existing storage building, port-a-cabin and external storage of empty drum for a period of 5 years from 1/1/2012. Unit 1, Sawston Park, London Rd. Magma Safety Productions Ltd. Approved. The PC noted that there appeared to be port-a-cabin/caravan behind the former pallet business on London Road that is being used as a residence. AW will investigate the planning application and other port-a-cabins in the area. Two planning decision notifications – one for Dixon International and the other for Sawston Hall were discussed and noted.

8. Finance: Community Account as of 29 Sept Aug 2011: £8,624.98, Money out £925.00, Money in: £5510.00. Bills: CGM Grass cutting Inv. 2245 £180.00 + Inv 2344 £180 (£360), Moore Stephens £172.80, Panser News £100.00, Mica Hardware Inv. 010109581 £7.18, Farm Signs £15.30, Grounds man: £97.60, Clerk: £164.01. Res. as of 29 Sept 11: £8,472.10. Letter for proposed transfer of funds to Reserve of £2000.00 signed to bring reserves up to levels recommended by auditor. Proposed by PD. Seconded by AJ. All agreed.

9. Play Equipment Inspections – awaiting the ROSPA Annual Inspection Report. KH was not present to report further.

10. Parish council web site – GB will take over from KH.

11. Land Registry – Kiran Kapurand NZ to investigate further by searching other paperwork.

12. SCDC Cabinet Meeting report from AW.

13. NeighbourhoodPanel Report from NU. He reported that domestic violence is the main crime in Cambridgeshire. However, burglaries are on the rise, as well as theft of copper cables and lead roofs. We are asked to report suspicious behaviourto e-cops and 101 a new number for Police for non-emergencies.

15. Transport Meeting 13th September 11 - Report from NU was emailed and see Tim Stone’s report above.

16. Housing Survey for Pampisford to provide facts on housing needs to be considered with Community led Parish Plan ideas and now we have help from ACRE and SCDC. AW

17. The Parish training on Planning from 11th October was not attended and minutes of the meeting are awaited.

18. Environment:

a. Repairs to the bus shelter. AW & HF will review quotes in a separate meeting . Proposed by GB and seconded by NU. All agreed.

b. Buses – Finally the out of date bus timetables have been updated by Stagecoach.

c. Parish Pumps signs. PD reported that the sign isnow up to warn that the water from working pump in Brewery Road is not for drinking.

d. The recreation grounds are now cleared but a bench is still broken on BR Rec. - AW

e. Glebe Close Tree Roots – Tony Ogree is progressing this.

f. Parish Noticeboards need replacement or repair. AW and HF will review options.

g. No Right Turn designation at Beech Lane A505 junction. PD & HF reported a lively meeting with Mike Cooper of Highways Maintenance. Mike Copper wants to protect the verges and the PC wants road safety improvements. Money is the problem.

h. Village Signs – ongoing consideration. All alternatives currently considered are very expensive. The White Horse end sign will benefit by being taken down and stored over the winter. Who is willing to help with this?

i. Balfour Beatty Street Lighting Contract is now with the SCDC.

j. We need to obtain quotes for grass cutting contractor and HF has volunteered to do this. We need a detailed specification to put to tender. GO has provided information as to what he is cutting on a regular basis.

k. Queen’s Jubilee Celebrations for 6th June 2012 – ongoing and Mrs. Killander is happy to provide a tree to commemorate the Queens Jubilee.

19. Budget for next year. Initial thoughts are invited for discussion next month.

20. Correspondence and email listed on a separate sheet. Reviewed.

21. Councillor Training with CPALC to be organized. Suggest Thriplow Monday 17th October 2011 7pm. No one is able to attend this training as Mondays and Thursdays do not work. However, Tuesdays and Wednesdays will work better.

22. Designation of lead roles. GB to lead on the Website. HF to obtain grass cutting quotes. AW & HF on Bus Shelter repairs, Parish Noticeboards replacement and Village Signs. TO on Glebe Crescent Tree Roots. KH on Playground inspections. GU on Neighbourhood Panels and Transport Meetings. PD on Highways and Duxford Neighbourhood Mtg. for now. AW community led parish plans and overseeing GO.

23.Date of the next meeting: Thursday10th November 2011.

Trustee Meeting for the Village Hall.

A report from the Chair of the Village Hall Management Committee was read out and the Parish Council would like to thank Beryl Penny for the report and to thank the entire committee for all their good work with the Village Hall, which is a thriving community centre for Pampisford.
