Project Aim

The project aim was to carry out refurbishment works to St Paul’s Peel Community Hall to ensure sustainable and continued use of the venue as a base for community groups and agencies.

The refurbishment works have added significant value in ensuring a safe environment for current and future community groups and agencies who use the venue. A range of activities taking place from the centre, these include, out of school clubs, playgroup, youth project, health groups such as The Big Dance, Cardiac Rehabilitation Group, yoga, and activities to engage younger people such as Thai Kick Boxing. Several other Parish led activities take place at the hall, all of which are open to all residents of the area. These include Brownies, Rainbows, table tennis, social club, Mothers Union and a community café. The hall is frequently used for community events to promote topical issues, for example door step safety for elderly residents.

The refurbishment work at the centre is now completed. Works have included:-

  • full refurbishment of toilet and changing facilities;
  • installation of DDA compliant facilities;
  • removal of asbestos in part of the building;
  • installation of DDA compliant ramp to rear and associated handrails;
  • improvements to kitchen floor;
  • improvements to downstairs toilet facilities;
  • new gating to rear.

The new DDA adaptations will ensure that the building is fully accessible to all community members. As a result of the improvements, the Salford Disability Forum have chosen the hall as a venue for a large awareness raising event during Summer 2008.

Outputs

Key Performance Indicators

  • 30% Increase in the number of residents and community groups utilising the facilities;
  • 50% increase accessibility to community and voluntary groups.

Finance

  • SSCF funding allocated/ spent 2007/08 – £48,000 capital.

Future Proposals

The Management Committee at St Paul’s Peel Community Hall will aim to secure further funding for additional refurbishment work to be carried out on a gradual and ongoing basis. Additional works are required to undertaken refurbishment of other areas of the building.

Lessons Learnt

The project was managed by Urban Vision, in consultation with the centre Management Committee and the Neighbourhood Team. Initially commencement of the project was delayed due to adverse weather and late appointment of the contractor. Regular progress meetings were valuable in reviewing progress and liaising with the contractor to ensure different areas of the building were accessible and minimised health and safety risks to users. Upon reflection, delays in starting the refurbishment resulted in the work being undertaken in a short time frame between January and March 2008. It would have been advantageous for the project to commence earlier during 2007 to avoid adverse weather.
