Notes relating to the Housing Sites Schedule and Housing Phasing Schedule 2016

These schedules list committed housing sites with 10 or more dwellings available at 1st April 2016 for the eleven districts of Hampshire, Southampton and Portsmouth.

Housing Sites Schedule 2016

The 2016 schedule includes the phasing information for each individual site. The Housing Sites Schedule lists sites with planning permission, those which are committed as a result of appeal or committee decision and allocations, which are identified in an approved local plan/ development plan document or policy statement. Site information includes details of any relevant planning permission, major factors which might delay or otherwise constrain development and whether private or affordable housing is intended. It should be noted that the constraint information is not comprehensive and the normal consultations with the various authorities should be made to establish the current position.

Sites that were identified in the 2015 schedule but have been fully completed in 2015/2016 or have fallen out of the supply at 2016 for whatever reason are included. Sites under construction with less than 10 dwellings remaining are also included.

The estimate of the number of dwellings likely to be built on each site is, where applicable, based on the current planning permissions. Where no detailed planning permission exists, an estimate of the number of dwellings which could be built has been made. This estimate is based on the best information available and current planning practice in the area. These estimates should not be taken to commit the local planning authority in any way in the detailed considerations of a planning application.

Housing Phasing Schedule 2016

The Housing Phasing Schedule sets out the estimated optimum dwelling completion rates for each site shown in the housing sites schedule over the next six years and are usually rounded to the nearest 5 dwellings if no specific information is available. These estimates are based on a survey carried out by County and District Council officers on the progress of development on large housing sites and information provided by developers and land owners.

The statistics in these schedules include dwellings built or planned to be built in defense establishments and self-contained extra/close care units. This is in line with advice given by the Department of Communities and Local Government (DCLG) in its Housing Reconciliation Form. The 2016 figures do not include self-contained or clustered student flats.
