At the regular meeting of the Council of the Municipality of Otter Lake, held on the above date at 7:00PM, at 15 Palmer Avenue (Municipal Office), and which were present the Mayor Mrs. KIM CARTIER VILLENEUVE, Councilors NANCY DAGENAIS, JENNIFER VADNEAU, VICKY DUBEAU, MAURICE LAFLEUR, IVAN LEBLANC, JACQUE GAUTHIER (Pro-mayor) all forming quorum under the chairmanship of the Mayor.

The Director General ANDREA LAFLEUR is also present.

MUNICIPAL PARTICIPATION IN THE FEASIBILITY STUDY ON THE INTEGRATION OF FIRE SAFETY SERVICES ON THE TERRITORY OF THE MRC PONTIAC.

WHEREAS over the last few years, fire safety services have faced increasing challenges;

WHEREAS the risks involved in interventions are increasingly more complex;

WHEREAS the growing needs regarding the training of firefighters;

WHEREAS it is very difficult to recruit and retain volunteer firefighters;

WHEREAS it was necessary to look at the possibility of integrating municipal facilities, infrastructures, services or activities to better respond to the new fire safety cover plan and also to the challenges of rural areas such as aging population, the decline in the number of residents, and so on;

WHEREAS the MRC of Pontiac is ready to carry out a study on the feasibility of integration of fire safety services;

WHEREAS MAMOT has created a financial assistance program to allow the MRCs and municipalities to perform this study at the rate of 50% of the eligible costs for a maximum amount of $ 35 000;

WHEREAS this study will not incur any additional costs to the municipality;

It it moved by VICKY DUBEAU and resolved to confirm the participation of the Municipality of Otter Lake in the MRC Pontiac feasibility study on the integration of fire safety service resources.

It is also resolved to mandate the MRC Pontiac to proceed with the process of applying for financial assistance with the MAMOT. Carried

ADOPTION OF THE ANNUAL REPORT FOR YEAR 5 – FIRE SAFETY COVER PLAN

WHEREAS the annual report for year 5 of the fire safety cover plan has been prepared by the municipality under section 35 of the Fire safety act; WHEREAS this report must be sent to the Pontiac MRC; WHEREAS the fire safety cover plan for the Pontiac MRC terminated on October 9th , 2016 and as such has been in its sixth anniversary since then and that it will have to be revised according to section 29 of the above mentioned Act, WHEREAS during the transition period beginning on October 10th, 2016 and until the publication of a notice indicating the date of the coming into force of the revised plan, the municipalities must continue the procedures to retain the exemption of responsibility provided for in section 47 of the Act.

It is moved by NANCY DAGENAIS and resolved to adopt the annual report for year 5 of the fire safety cover plan and to transmit this report to the Pontiac MRC.

It is proposed by JENNIFER VADNEAU and resolved unanimously to adopt the By-Law 01-01-2017 repealing and amending all previous By-Laws that provide for taxation for the year 2017 for the Municipality of Otter Lake.

Article 4 Rate for the upgrading of drinking water infrastructure borrowing bylaw # 005- 11-2009

Article 4.1 To provide 25% of expenditures incurred for interest and capital repayment of annual payments on the loan, is hereby imposed and levied annually, during the term of the loan, all taxable immovables in the territory of the municipality, a special tax at a rate sufficient to its value as it appears on the assessment roll in force each year.

Rate of $ 8.00

Article 4.2 To provide for 75% of expenses incurred for interest and capital repayment of annual payments on the loan, it is required by this Regulation and shall be appropriated annually during the term of the loan, each owner a taxable property located within the basin of taxation described in schedule ''A'' attached to this by law to form an integral part of compensation in respect of each taxable property owned.

The amount of this compensation will be determined annually by multiplying the number of units assigned the following table an below each property taxable by the value assigned to each unit. This value is determined by dividing the expenses incurred for interest and capital repayment of annual payments on the loan by the number of units of all taxable property located within the basin.

LAURENTIAN BANK – CLOSURE OF BANK ACCOUNTS

WHEREAS in its letter dated November 18th 2016 and addressed to the management of Laurentian Bank of Canada, the Regional Council of the MRC of Pontiac informed the latter of the impact of a closure of its branches on the communities of the territory of the MRC Pontiac which counts nearly a quarter of the population over 65 years of age and the majority of whom are not using online banking;

CONSIDERING that maintaining quality local services and ensuring a diversified and complete local offer of financial and banking services is essential to guarantee the economic and social development and to maintain the quality of life of the communities of the territory of the MRC of Pontiac;

WHEREAS the MRC of Pontiac, itself a client of the Laurentian Bank of Canada, will not agree to move its bank accounts to a branch that far away, for practical reasons as well as for damages to its mission to develop its territory; WHEREAS the Laurentian Bank of Canada maintains its decision to close its two branches located on the territory of the MRC of Pontiac;

CONSEQUENTLY it is moved by VICKY DUBEAU and unanimously resolved the Municipality of Otter Lake terminate its business relationship with Laurentian Bank, close all bank accounts in that institution and transfer its effects to a local financial institution.

- MTQ to require the logging companies to post signage on Route 301 and Beaudoin road warning motorists of their activities - MTQ to require the companies using Beaudoin road to either have flag men at the intersection of Beaudoin road and Route 301 for the log trucks entering or exiting the intersection or have them install timed traffic lights at this intersection - A study done by the MTQ in regards to logging trucks on our municipal residential road, taking into consideration the size of these trucks, the number of loads being hauled on our road, should this be permitted on a municipal road?
