March 31, 1952

Minutes of a regular meeting of the Orem City Council held March 31, 1952 in the Orem City Hall at 7:40 P.M. Present were Mayor Gillman, Councilmen Howard Hall, V. Emil Hansen, David Rowley, Thomas Jacob, Ray Loveless and Clerk Orland Pyne. Mayor Gillman was in charge of the meeting.

Minutes of meetings of March 10th, 17th, & 24thwere read and approved on motion of Councilman V. E. Hansen, seconded by Howard Hall and passed.

A request was received from a party who wished to purchase a corner of the property now being used as the garbage dump north of the Steel Plant. The County Commission was contacted by those making the request and they were told that Orem City was responsible for the property. Mayor Gillman stated that he would look into the matter and if the Council did not object would arrange to turn the matter back to the County Commission.

It was moved by Councilman David Rowley, seconded by Councilman Howard Hall and passed that the "Shut-in's Day Association" be referred to the Ladies Council, to contact Shut-ins in Orem City. Literature was received for benefit of those making the visits.

It was moved by Councilman V. E. Hansen, seconded by Councilman David L. Rowley and passed that the City Recorder & City Treasurer attend the Municipal Clerical & Fiscal officers School at the University of Utah in Salt Lake City on April 30ththrough May 2ndand that the City pay their expenses.

A hearing is to be held April 9thby the Public Service Commission in Provo concerning operation of Bus Line in Orem. It was suggested that perhaps some of the council should attend the hearing.

The widening of 8thSouth between State & Main Street near the new school on 1100 S. was discussed. Plans have been made to gravel Main from 800 S. to 20thS.

Mr. Harold Keetch and Mrs. Swenson of Lindon presented a request for Orem City to give them Fire Protection. The Council felt that they should talk the matter over with the Volunteer Fire Dept. before establishing a rate to charge.

It was moved by Councilman Ray E. Loveless, seconded by V.E. Hansen and passed, that Mayor Gillman & Councilman Thomas Jacob be authorized to contact the American Fork Department and other departments to determine the amount charged for calls to those outside City Limits notclassified as County calls.

The Council discussed the planting of trees on the Park. Money has been received from Fred S. Davies for the purchase of trees and a Flag. A Nylon Flag can be purchased for $71.30 from Western Decorating Service Co. Councilmen V. E. Hansen and David Rowley, were appointed to investigate it.

A group of property owners West of State Street between 11thand 12thsouth, namely, Wesley Soulier, Judge A. H. Christensen, Kent Watts, and Boyd Davis were present to request the Council to eliminate proposed Commercial Street which would run parallel to the Railroad track and the Highway. Mr. Soulier has been unable to sell his property facing 12thS. because of the proposed street going through his property. It was proposed that the street in question be eliminated between 11th& 12thSouth.

The Planning Commission met on the request on March 3rdand discussed the request.Recommendation was made to the City Council to eliminate the "street", with certain revisions attached. The Planning Commission later met and reversed their decision. Since the Planning Commission has not power to make a decision it is up to the Council to do so. The matter was discussed somewhat with the above people, expressing their views.

It was moved by Councilman Ray E. Loveless, seconded by Councilman Howard Hall and passed that Stair Treads be purchased for the City Hall.

It was moved by Councilman V. E. Hansen that the Commercial Street as proposed be eliminated with the following provisions. 1stthat the Petition requesting the elimination be signed by 1000 of the property owners affected, and should be filed with the City. 2ndthat said elimination of the street will not affect rights, privileges of adjacent property owners. Motion was seconded by Councilman David L. Rowley and passed.

It was moved by Councilman Ray E. Loveless, seconded by Thomas A. Jacob and passed that the City trade Provo Reservoir Water for one (1) share of Provo Bench Water with Roy H. Gappmayer.

Howard Ferguson requested the City to rent him some more Alta Water for 1952. It was moved by Councilman Ray E. Loveless, seconded by Councilman David L. Rowley and passed, that the City rent 8 shares of Alta Water to Howard Ferguson for 1952 for $25.00 per share.

A lease between Orem City and Orem Riding Club for 1952-1953 was read to the Council. It was moved by Councilman V. E. Hansen, seconded by Councilman David L. Rowley, and passed that the Lease be accepted and signed by both parties for the sum of $1.00 per year to be paid by Riding Club.

The Council discussed an amendment to the Dog Ordinance.

It was moved by Councilman Ray E. Loveless, seconded by Councilman David L. Rowley and passed that Ordinance No. to be approved and published to take effect immediately on passage. The Ordinance to read as follows:

The Council heard the 1951 Audit read by the Mayor. The Audit has been completed by Squires and Dodge.

Councilmen Rowley and Hansen were authorized to purchase trees for park. Arrangements were made by them to meet with Supt. of Parks Christensen over the park.

Councilman Ray Loveless reported on possibilities of obtaining additional water in the Spring Area. He also reported that he had obtained prices on 4" galvanized pipe and that it would be cheaper to install Cast Iron Pipe on 12thSouth, also that he Cast Iron Pipe is on hand at present. The Galvanized Pipe is not available. He reported that Mr. Nuttall on 12thSouth had obtained water pipe and is waiting for the City to lay the pipe as they promised.

It was moved by Councilman David L. Rowley, seconded by Councilman V. E. Hansen and passed that Glen Case be allowed to canvass the balance of the City for dog licenses on his own time and expense, and that he be allowed to retain all money received by him for said licenses.

Speed limit signs on each end of the City along State Street were discussed. A Scotch Lite sign was proposed with lettering "Speed laws in this city strictly enforced." It was suggested the aluminous paint was cheaper and just as effective.

It was moved by Councilman V. E. Hansen, seconded by Councilman Ray E. Loveless and passed, that the City purchase a Road Roller for $2,900.00, the cost to be divided between the Water and the Road Dept., the Road Dept. paying $2,000.00 and the Water Dept. the balance, to be purchased from Lund Machinery Co. in Salt Lake City.

It was moved by Councilman Thomas A. Jacob, seconded be Councilman Ray E. Loveless and passed that Librarian Lenora Johnson be given an increase of 15¢ per hour effective April 1, 1952. It was moved by Councilman V.E. Hansen, seconded by Councilman Howard Hall and passed, that the following bills be paid.
