Ewerby & Evedon Parish Council Meeting

The Minutes of the Parish Council Annual General Meeting held on Wednesday 21st November 2012 at 7:30pm at The Reading Room, Main Street, Ewerby.

1. Apologies for Absence

2. Minutes of the last meeting held on 29th August 2012

The minutes of the meeting held on Wednesday 29th August 2012 were approved and signed as being a true record.

3. Matters arising i) Highways: the 30mph sign entering the village from Haverholme has now been moved back beyond the first house as requested. ii) Pinfold: the book is being published regarding the history of pinfolds in Lincolnshire in which Ewerby is likely to be mentioned. iii) Cemetery: the headstones have been monitored and do not pose a danger at present. iv) Broadband: Mr Lister-Tomlinson updated the Parish Council on progress with superfast broadband. Between 2015 and 2017 90% of the UK will receive superfast broadband. The remaining 10% will be rural communities such as ours which are distant from the exchanges. Tender is going out for the project towards the end of this year and the winning bidder will offer to roll out the plan. On Lincs will represent this area and are relying on broadband registration. The number registered in Ewerby and Evedon has increased from 7 to 19. In Lincolnshire as a whole a total of 7,500 have registered comparing with 15,000 in Cambridgeshire. It is hoped that broadband speed will reach 8 megabits per second in Lincolnshire with some areas achieving the full 25. This will be a significant increase on the current 2 megabits per second. v) Letter from HM Queen Elizabeth II: has now been framed and will be displayed in Ewerby Reading Room. vi) Declaration of Acceptance and Interest forms: there are two sets outstanding still. These need to be completed and returned to the Clerk as soon as possible so that they can be sent to North Kesteven to complete their records. The forms will also be displayed on North Kesteven’s website. 4. Parish Land Rent

Negotiations for an increase in rent of Parish land have been completed and the rent has risen from £749.00 to £884.00 per annum. This will be backdated to 6th April 2012. Paperwork amending the lease has been completed.

6. Planning Matters

7. Playing Field including ROSPA Inspection

The report following the annual inspection of the Playing Field has now been received and is similar to the previous year. The area is generally classed as medium risk. The main issues were reported as bird fowling along with deterioration to the condition of the stepping logs. The Parish Council wishes to extend its thanks to Mr C Sardeson for arranging for the hedge to be cut back along Asgarby Road.

8. To receive Correspondence i) Auditor: Grant Thornton have been appointed as external auditors to the annual accounts. ii) Heckington Area Voluntary Car Service: have sent an invite to their AGM along with a usage report. iii) Lincoln County Council: concessionary bus passes will expire shortly. A sign is to be displayed detailing how to apply for new ones. iv) Oil Theft: there has been an increase in thefts and a letter has been received encouraging vigilance. v) Codes of Conduct: concerns have been noted with regards to declaring spouses’ interest on these forms. vi) CAB: have requested a donation. The Parish Council decided against using the Precept for this. vii) Register of Electors: the updated version has now been received. viii) Linnells: a request to erect a headstone in memory of Gordon Priestley has been received and the Parish Council are in agreement with this request. ix) Playing Field Lease: has now expired. Councillor Scott has spoken to the North Kesteven’s legal department who have agreed to produce a new agreement in the name of the Parish Council; the Chairman has requested that a peppercorn rent be incorporated in the agreement.

9. Any Other Business

i) St Andrew’s Nursing Home: concern has been raised about the issue of parking outside the grounds of the nursing home as vehicles are being parked along Church Lane preventing the refuse collection vehicle from passing. It was agreed that, given the number of complaints, the Parish Council will write to North Kesteven District Council requesting action be taken to enforce the planning permission as it related to increased parking provision on site given the expansion of the nursing home. ii) Ewerby Cemetery: all headstones are sound. iii) Mirrors for Evedon: mirrors to help improve visibility on the road from Haverholme would be helpful for better safety. iv) Standing Water: following heavy rainfall there is standing water across the road next to the playing field. Cars are being driven onto the wrong side of the road to avoid this into the path of oncoming traffic on a blind bend – Highways to be informed. v) Dustbins: are being left in the middle of the footpath. A letter will be sent to Environmental Health at North Kesteven regarding this matter. vi) Church Lane: a tree has grown over the street light and needs to be cut back. vii) Hedges: have overgrown the path outside the Dower House and neighbouring properties and are blocking easy access to the footpath. Councillor Scott will send a note to these houses asking for their assistance in resolving the problem. viii) Tornado: it is to be noted that a tornado struck the village in July causing damage to properties on Church Lane. ix) Church spot light: is not working again. Councillor Scott has approached Edward Drayton to help with repairs. The Chairman agreed to arrange repair if E.Drayton was too busy. x) Clock winding: Councillor Priestley has asked whether Oscar White would be prepared to assist with the winding. The Parish Council wishes to extend its thanks to Councillor Priestley for all he has done to help with this over the years.
