What are the aims, objectives, outcomes, purpose of the policy, service change, function that you From Thursday 28th – Sunday 31st August 2014, Falmouth will be the first host port for are assessing? the Falmouth to Royal Greenwich Tall Ships Regatta. The Regatta is organised by Sail Training International. Cornwall Development Company (Visit Cornwall) is the lead organiser of the Regatta activities in Falmouth.

47 ships will gather in Falmouth for three days of festivities. Approx. 19 Ships will be berthed at the County & Duchy Wharfs in Falmouth Docks and are open to the public from Thursday 28th August to Saturday 30th August. Smaller vessels will be berthed at Pendennis Marina and Falmouth Haven (visitor pontoons) where there is no public access to view the ships

The main event site will be Falmouth Docks, with additional entertainment sites at Events Square & Church St Car Park (where entertainment will be managed by Falmouth Festivals Limited), the Moor (where entertainment will be managed by Falmouth Town Council) and Custom House Quay (managed by Falmouth Harbour Commissioners). The main streets closed to traffic for all four days. The Parade of Sail and Race Start will take place on Sunday 31st August.

The Falmouth Tall Ships Regatta aims are:

 To deliver a world-class Tall Ships Regatta that will create a memorable experience for visitors, residents, ships crews and volunteers, in a safe and accessible environment with appropriate stewarding, procedures and infrastructure in place as necessary.  To maximise the economic and promotional impact of the event for Cornwall in line

2. Who implements or delivers the policy, service or function? State if this is undertaken by more The 2014 Tall Ships Regatta is organised by Sail Training International (STI).  Cornwall Development Company / Visit Cornwall – Lead Partner  Cornwall Council  Falmouth Town Council and Falmouth Town Management  Falmouth Tall Ships Association  A&P Falmouth  Falmouth Harbour Commissioners  Port Pendennis Marina  Cornwall Marine Network  National Maritime Museum Cornwall  Volunteer Cornwall  Falmouth Business Improvement District A Steering Committee supports the organisation of the event in Falmouth, with a series of working groups established to develop the detail of the Regatta including Marketing, Sponsorship, Ships Liaison, Trainee Recruitment, Entertainment and Crew Activities, Volunteer Management, Falmouth Commercial Opportunities, Ship Berthing and Traffic Management.

Who will be affected by this proposal? For Ships crews, Trainees, Volunteers, Partners & Sponsors, Residents & Visitors, example who are the external/internal 3. Businesses & Local Community organisations, Accommodation Providers and the customers, communities, partners, media. stakeholders etc. 4. What are the likely positive or negative impacts for the group/s identified in (3) above? What Positive particular groups are affected more than others and why? Ships - Falmouth has been appointed as a Tall Ships Friendly Port – this is based on criteria for Attitude, Facilities & Services. A welcoming port recognises that sail training vessels are special, do valuable work, and deserve help and support.

Trainees – The contract with the STI requires the recruitment of at least 50 trainees aged 16-25 (ships who take under 18s and Vulnerable adults have their own safeguarding policies and undertake staff checking procedures as required). Trainees onboard Sail Training vessels take an active role in every aspect of running the vessel. Regardless of age, ability or experience trainees will find themselves responsible, able and a valuable member of the team. Falmouth has currently recruited 116 trainees

Volunteers – In 2008 one volunteer commentated that it was “the best experience of their life”. There is the opportunity for over 250 people to get involved through volunteering. For Tall Ships volunteering roles include stewarding, ships liaison, visitor information and programme selling. There are lots of benefits for volunteering these include: Doing something different; Making new friends and contacts; Building confidence; Helping your community; Expanding career options; Getting fit and improving your health; Exploring an unfamiliar area, going to new places & seeing new things; Learning new skills and developing old ones; Knowing that you are needed and valued and Having fun! 141 stewarding volunteers have been recruited and completed all the required Volunteer Cornwall checks including reference checks and 125 volunteer liaison officers have been recruited to look after the ships and their crews.

EIA – Tall Ships 2014 FINAL (August 2014) 3 Partners & Sponsors – The benefits for partners and sponsors include: A partnership and association with an iconic international event; A method of increasing brand awareness and raising company profile; A way of enhancing brand/company image and reputation; An opportunity for corporate hospitality and client entertainment; A way of demonstrating commitment to the community.

Residents & Visitors – This is a FREE event which appeals to all ages. Most of the events are open to everyone and there is no charge for any element (other than fairground rides). There are a number of invitation only events that are requirements of sponsorship or the contract with Sail Training International.

Businesses and local community organisations – The regatta is expected to attract 100,000 visitors and business and community organisations will be able to use the opportunity to promote themselves and get involved through the Falmouth Town Entertainment working group. In 2008, over £12million of direct expenditure was generated for the local economy with around £6million identified as additional expenditure

Schools & Young People – U16s have the opportunity to enter the Big Art & Storytelling Competition. Using the official painting children are asked to produce their own piece of art or written work. The competition is free to enter and prizes include official Tall Ships Prints. All work will be displayed on the project website www.johdyergallery.co.uk/tallships

Accommodation Providers – the regatta will bring in an influx of visitors wishing to stay in Falmouth and the surrounding area. In 2008 some accommodation providers reported that they could have sold their rooms 10 times over.

Media – The press will be provided with positive news content for short, medium and long term use and deliver specific traffic and news content during the event.

Negative

There will be a large number of visitors which will result in long queues for some activities.

There will be disruption to services and deliveries for businesses within and EIA – Tall Ships 2014 FINAL (August 2014) 4 surrounding the road closure areas.

Access for emergency services has been be considered as part of the detailed planning.

The large square-rigged vessels will be berthed on the County and Duchy Wharfs in Falmouth Docks which is accessible and free to everyone. Access on board the ships for a wheelchair user is possible on board the tall ship Tenacious. Prams and buggies can be brought into The Docks, but they will not be allowed on ships.

Whilst this is an event for the whole of Cornwall, there may be a perception from residents from outside of the town that it is a Falmouth only event.

Due to the amount of staff time required to organise the event there is reduced assistance from the Festivals & Events team to help with other events within the County.

A detailed Event Safety Management Plan (ESMP) has be developed in partnership with the relevant agencies to identify risks and procedures to be followed to ensure the safety of all residents, participants and attendees including crowd management and site evacuation.

A Traffic Management Plan has been produced in partnership with relevant agencies to minimise traffic congestion and disruption, to agree public transport arrangements, to identify red routes and to ensure the required access for emergency services in the event of an incident (related or unrelated to the event).

A Multi-Agency Incident Response Plan has also been produced in partnership with emergency services.

Discussions were held with Sail Training International to attract Ships that may be able to provide wheelchair access during the public viewing sessions TS Tenacious has joined the race EIA – Tall Ships 2014 FINAL (August 2014) 5 A detailed marketing plan has been developed to attempt to ensure that the whole of Cornwall is engaged in the event and visitors and residents are aware of potential impacts including Road Closures and traffic management controls. The Marketing Plan is supported by a Communication Plan to be utilised during the event. Representatives from the NHS and Adult Care have contributed to both the Event Safety Management Plan and Multi-Agency Incident Response Plan to ensure that where services for vulnerable people are affected e.g. meals on wheels, district nurses, carers etc that adequate provision is made to minimise the disruption. Extended hours will be operated by local pharmacies. GPs will be on standby to be available. St John Ambulance has been appointed to provide medical facilities throughout the event.

A lost child and vulnerable adults policy has been prepared to identify the arrangements for the safe care of lost children or vulnerable adult until reunited with parent or guardian including advertising collection points. Dedicated Lost Child Points will be located in Falmouth Docks, Events Square and Church St Car Park Are any of these identified groups considered managed by an appropriately trained volunteer that has DBS certification. Fire Risk and Prevention Plans have been produced and will be validated by Cornwall Fire and Rescue Service. Personal Emergency Evacuation Plans (PEEPs) which can be provided on request to a disabled person or others with special needs are to be developed. We will also consider needs of children and the elderly.

Risk Assessments will be undertaken for all aspects of volunteering including those which handle cash. Responsibility with regards to H&S and Site Briefings will be undertaken with all volunteers and a Volunteer Handbook produced which details the required procedures to be followed. Cash will be collected by supervisors at regular intervals who will be accompanied by the police to cash drop off locations.

EIA – Tall Ships 2014 FINAL (August 2014) 6 As part of the Event Management Plan there detailed plans for Event Safety & Risk Management, Major Incident Planning, Emergency Management, Access, Crowd Control, Security, Emergency Evacuation, Traffic Management, Waste Management and Communication have been produced and H&S plans assess by the Local Safety Advisory Group

The steering group including representatives from all emergency services has considered the impact on the events on their relevant areas of expertise and table top exercise has been undertaken with all the relevant services and emergency planning to validate the plans.

A marketing and communications plan has been developed which includes how different groups will be engaged with the event. Whilst Falmouth Docks is a working site we will ensure the area adjacent to the ships is free from significant obstruction.

Disabled WC will be provided on each site and all existing toilets are DDA compliant. Toilets with baby changing facilities have been identified and will be included in public messages and volunteer briefings.

A PA system will be installed in the Docks to communicate with visitors.

Event signage will be positioned appropriately considering wheelchair users

EIA – Tall Ships 2014 FINAL (August 2014) 7 All event documentation was presented to a specific Local Safety Advisory Group for consideration on June 26th

The Event Control Team will be located in Falmouth Docks. Daily briefings will be held with event organisers, site managers and emergency services. Incident reporting procedures have been agreed and will be logged. All staff and volunteers will be briefed by organisers and emergency services on responsibilities. An Event Radio system will be in operation during the event.

A thorough evaluation of the event will be undertaken with the following aims:

 To estimate, through visitor counts and the use of secondary data sources, the number of visitors to the Regatta on the four days of the event. Do you have plans in place to monitor the impact of the proposals once they have been  To calculate, through visitor interviews, the expenditure per visitor and the 8. implemented? A question will be added to the 2014 annual visitor survey about whether visiting this event was a main motive for holidaying in Cornwall. A debrief meeting will be held on 1st September with all stakeholders to assess the sufficiency of the Event Management Plan and any learnings that can be made.

The EQIA has not identified any potential for discrimination or  adverse impact and all opportunities to promote equality have been taken Outcome 2: Adjust the policy to remove barriers identified by the EQIA or better promote equality. Are you satisfied that the proposed adjustments will remove the barriers identified? Outcome 3: Continue the policy despite potential for adverse impact or missed opportunities to promote equality identified. You will need to ensure that the EQIA clearly sets out the justifications for continuing with it. The Equality Act 2010: There are 9 characteristics protected from discrimination under the Equality Act which came into force 1st October 2010. These are:
