On behalf of Anjalamal Special School for Mentally Challenged Children, (a specialized unit of ‘Society for Education and Action’ – SEA), I take this as my great pleasure to thank all our Well Wishers, Donors, Funding Organizations, Corporate & Government and never the least the individual philanthropists for their continuous support and funding to implement the successful running of the school from its inception. And also our sincere and special thanks to our dedicated staff, teams and volunteers for carrying out the job done in line with SEA’s Vision, Mission and Objectives. Not the least our beneficiaries – the special students, including their parents for their co-operation and involvement and by giving us an opportunity to serve them and work for them. Last year 2018 – 2019, gave us more knowledge and experience and also made us stronger as an organization to fulfill our objectives and running the school successfully. Every concluding year makes us more responsible and the development of the school is phenomenal and able to accommodate more special children. I am so happy to present this year’s annual report for the concluded period June 1 ,2018 to May 31,2019. On the whole as ‘Society for Education and Action – SEA, is successfully implementing the running of the special school we hope all the coming years it will march successfully. With warm regards, S.Desingu Founder - Anjalamal Special School for Mentally Challenged Children, Founder & Director – SEA 1 About Anjalamal Special School for Mentally Challenged Children: Anjalamal Special School for Mentally Challenged Children is a specialized unit of ‘Society for Education and Action’ – SEA. Society for Education and Action – SEA Society for Education and Action – SEA is a registered charitable Society registered under the Tamilnadu Societies Act of 1976. It has also registered under the foreign contribution Regulation Act (FCRA) of 1975 with the Government of India. SEA also exempted from Income Tax under section 80-G of Income Tax Act. SEA is located at Mamallapuram in Kancheepuram District. SEA works at 32 villages in an around of the East coast Road (ECR) among fishermen and Dalit salt pan workers and their children. SEA was founded by community development workers and a promising village youth Mr.Desingu, who is the founder and Executive Director of the Organization, who is from the 11th generation of the fishermen community in the need of mobilizing community for sustainable development. SEA was founded during the year 2000 and initiated intervention there among the fishermen and dalit salt pan workers. It was founded by this dedicated local youth in order to view a society without discrimination of caste, creed, religion and economic Status. For the past 19 years we are working in the East Coast Road (ECR) from Kovalam to Kadapakkam among the fishermen and dalit communities. Our major activities are on Education, Rights, Health and Economic development of this community especially for women and Children. Main objectives: To Improve access to, and quality education and health care To Promote Children and Women Rights To Improve the economic development of these communities. 2 Vision: Our vision is to create a fair society. Where all women and children have their rights respected and guaranteed and have free access to education and health care. Mission: Our Mission is to ensure healthy, Secure Life and total development for every child and woman through entire community participation. Project (Special School ) location / area : KALPAKKAM, Mamallapuram: About Kalpakkam: The Major “Madras Atomic Power Station”- MAPS has been located at Kalpakkam, Mamallapuram, Kancheepuram District, Tamilnadu. This is producing massive nuclear power supply to the state of Karnataka. This region almost covers the fishermen communities and dalit populations surrounding in and around the coastal villages of Kalpakkam. These coastal villages comprising these communities worship various religions such as Hindu, Muslim, Christians and others. Hence the proposed project (Special School) has been projected to be implemented in the place of Kalpakkam and covering the surrounding areas. The surrounding villages has been focused up to fifteen kilometers from our special school (Kalpakkam)such as: Nallathur, Ayyapakkam,Kadalur,Vayalur,Vepenchery,Suradhimangalam,Parameswarimangalam,Nerumb ur,Nallathur,Perambakkam,Pudhupattinam,Thannirpandhal,Vengampakkam,Adayalachery,Pe riya colony & etc. These communities comprises of the most back ward, fishermen and dalit groups of the society. Target Beneficiaries: Mentally Challenged Children , Who fall on the following criteria are our target beneficiaries of this project (Special School) 3 Between the age group of 3 -15 years in and around our project area are our Target beneficiaries (children) and they are getting benefitted from this program - Objectives: This proposed project – ‘Anjalamal Special School for Mentally Challenged Children’ was framed in a planned manner with the following as its objectives: To work towards enabling the disabled children to develop the potential and face the world on equal terms. (Education, Rights and Health aspects) To Ensure Four core values of Human Rights Law in the context of Disability : 1. Non Discrimination 2. Self Determination and Participation 3. Equality of Opportunity and 4. Inclusion Reaching out to children with disabilities in Tsunami affected areas from Kovalam to Kadapakkam with CBR ( community Based Rehabilitation ) Raising Awareness and Advocacy for the inclusion of persons with Disabilities in all activities in the community. We have 40 Special Children with Intellectual Disability and Multiple Disabilities in our Special School. Our Children are happy and peaceful. The length of its Coastline is about 1050 km with its significant portion on the east coast bordering Bay of Bengal. The coast line starts from Pulicat along the east coast and extends up to Erayamanthurai in Kanniyakumari District and consists of Estuaries of ecological importance, Major and Minor ports, Fishing harbours, Monuments of international heritage, Tourist locations, Pilgrimage centers, etc. The Tamilnadu state map is shown in Fig.1.1. 1.2 Geology of the coastline The entire coast of Tamil Nadu consists of alluvium and beach sands overlying sedimentary formation such as laterite, limestones, clay, and stones etc. The nature of the coastal belt is as detailed in Table.1.1, 1.3 Wave climate The visually observed wave data for the period April 1974 to March 1984 has been analysed to arrive at the short term statistics, the details of which are reported by Sundar(1986). The wave characteristics (wave height, its period and its direction) along the Tamilnadu coast are influenced by the prevailing seasons, viz., South West monsoon, SW (June to sept), North East monsoon, NE (Oct to Dec) and Non monsoon, NM (Jan- May).

In spite of the district’s top-notch status in terms of high educational, human development index and humungous industrial productivity, given its geography, climate and certain other socio-political attributes, the district administration and its people have to co-exist with the probabilities of hazards like floods, cyclone, Tsunami, drought, heat wave, lightning and chemical, biological, radiological and nuclear emergencies. The Disastrous events in the recent past like the Tsunami of 2004, the catastrophic floods of year 2015, the cyclone of year 2016 and most recently the COVID-19 pandemic, will serve as a testament to the district’s vulnerability to such hazards. How the society responds to such vagaries of nature decides the magnitude and intensity of the destruction that may entail hazardous events. It is against this back drop, the roll of the District Disaster Management Authority can be ideally understood. The change in perspective from a relief- based approach to a more holistic disaster management approach has already begun to gain currency among the policy makers due to its substantial success in efficient handling of recent disasters across the globe. The need of the hour, therefore, is a comprehensive disaster management plan which is participative and people-friendly with the component of inter- departmental co-ordination at its crux.

The incidence of cancer in relation to background radiation and parameters such as occupation, habits (tobacco chewing, smoking, drinking) and gender was preliminarily assessed. Although residing in a HBNRA has been reported to lead to an increase in the frequency of chromosomal aberrations in lymphocytes, the carcinogenic effect has not yet been established. The present study aims to evaluate the impact of background radiation in residents of HBNRA. Materials and Methods: A cross-sectional study was conducted considering 938 and 778 residents from HBNRA and low background natural radiation area (LBNRA), respectively using as health assessment survey questionnaire. Result: The incidence of cancer was 1.49% in HBNRA and 1.43% in LBNRA. Regression analysis of the total population of both areas revealed that radiation dose is not significantly related to incidence of cancer (R2 = 0.010, p=0.411). Pearson chi-square analysis of data showed that a higher proportion (age >18 years) has relationship between cancer and tobacco usage [HBNRA: χ2 (1, N=364) = 7.098, p = 0.009, LBNRA: χ2 (1, N=322) = 5.544, p = 0.024].

The GoTN has proposed to take up this project with financial assistance from the World Bank. In line with the prioritization exercise, total fourteen corridors have been selected, aggregating to 591.30 km length under Phase I of TNRSP- II.
