I would like to thank the Board of Directors, NDHSAA office staff and all representatives of the member schools for your dedication and commitment to the Association. Farmers Union Insurance has completed its 12th year as the Premiere Partner of NDHSAA and continues to be actively involved in all activities. Their entire company has demonstrated a commitment to the enhancement of activities for North Dakota students and once again provided $5,000 in scholarship funds for the NDHSAA Distinguished Student Program. The Association is very appreciative for what they do for the athletes and fine arts students in North Dakota. Vision Zero has been a supporting sponsor of NDHSAA sponsored activities for the past seven years. We appreciate the demonstrated support of Vision Zero, who has a great safety message and we are able to help promote that message. After a “normal” and successful fall and winter, the NDHSAA and its member schools changed forever on March 13, 2020. Due to the rapidly evolving COVID-19 pandemic, the State Class A Basketball Tournament was suspended mid-tournament and the State Class B Boys Basketball Tournaments, spring sports, and fine arts seasons were suspended indefinitely. The following timeline unfolded throughout the remainder of the 2020-21 academic year: March 13, 2020 – NDHSAA State Tournaments and spring sports/activities suspended indefinitely March 15, 2020 – Governor Doug Burgum suspends in-person learning for all K-12 schools indefinitely May 1, 2020 – Governor Doug Burgum cancels in-person learning for the remainder of the school year May 1, 2020 – NDHSAA Board of Directors cancels all 2020 spring sports and fine arts seasons All 50 state associations canceled spring seasons in 2020, while K-12 students nationwide spent the last quarter of their school year learning from home. Thanks to a donation from the Marcil Foundation, $75,000 was distributed to member schools through the team payment program at the conclusion of the 2019-20 school year. Due to canceled tournaments and seasons, as well as a cloud of uncertainty as to what the 2020-21 school year will look like, the Association anticipates having to exhaust most of the reserve fund over the next year. The Board of Directors approved a deficit budget for 2020- 21, as the ability to have fans in attendance, if sports resume, appears unlikely until a COVID-19 vaccine is readily available. The NDHSAA continues to be a very successful organization that serves North Dakota students who wish to be involved in educationally based activities and will continue to do so in 2020-21, whatever it may look like. President Privratsky called the meeting to order at 10:30 am. Members present: Rerick, Brandt, Privratsky, Carlson, Jordan, Strand, Baxley, Sorlie, Schoch, Jundt Members absent: Baesler Others present: Harold Rotunda, NDHSAA auditor 3 President Privratsky welcomed new members to the Board and thanked all for their service. Second by Brandt. Motion carried unanimously. Scott Privratsky Executive Board Committee Chair, provided a committee report 1. School violations 1. Fargo Davies self-reported an out of season coaching violation in girls basketball. Letter of reprimand to be issued. 4 2. Shiloh Christian self-reported an out of season coaching violation in football. Letter of reprimand to be issued. 3. New Rockford-Sheyenne self-reported the use of an ineligible transfer student in a varsity volleyball contest. Prescribed penalty administered with letter of reprimand and forfeiture of contest in which the ineligible student participated. 4. South Prairie self-reported an individual exceeded the daily volleyball match limit. Prescribed penalty administered with letter of reprimand and forfeiture of contest in which the ineligible student participated, and head varsity coach suspended for next match. 2. The committee recommends allowing a coop request for Wahpeton, Breckenridge (MN), and St. Mary’s (MN) girls swimming to go forward to the NDHSAA Board with a $500 fee. Any students from St. Mary’s (MN) are not eligible immediately and will remain ineligible until the $500 fee is received by NDHSAA. 3. An individual will not be allowed to obtain a media pass at NDHSAA post season activities due to unpaid media fees from 2018/19. The committee also directed Fetsch to notify NDHSAA schools of the unpaid fees. Motion by Carlson to approve. Second by Jordan. Motion carried unanimously. The Board reviewed the following request for coop: Wahpeton, Breckenridge (MN), and St. Mary’s (MN) girls swimming, 2019/20, $500 late fee Motion by Brandt to approve coop. Second by Rerick. Motion carried unanimously. Jeremy Brandt, Finance/Personnel & Policy Committee chair, provided a committee report. 1. Building and grounds update. 1. Staff discussed office security of NDHSAA buildings and grounds. Fetsch will investigate digital security system for the two NDHSAA entry ways. Privratsky requested as part of the report to allow Fetsch authority to complete this upon receiving additional information and bids. 2. There are issues with water seepage and damage to the NDHSAA office roof due to the flat roof design. Fetsch will investigate the addition of a second story to the NDHSAA building with the inclusion a gable roof. He will report back to the NDHSAA Board at a later date.
