FIRST PLACE Francine Orr {LOS ANGELES TIMES} “Country Inn” In 2013, an estimated 2.5 million children lived in run-down motels, cars and shelters, on friends’ and relatives’ couches and on the streets, according to the National Center on Family Homelessness, a nonprofit research institute. That was up 8% from 2012 and 67% from 2006. In California, a higher percentage of children are homeless — 5.7% — than all other states but Alabama and Mississippi, according to the National Center. They number more than half a million. Budget motels have become the last resort for those with nowhere else to go. The situation is particularly stark in San Bernardino County, where 9% of public school students are identified as homeless, compared with 4.3% in Los Angeles County. Life at the Country Inn is little different than at similar run-down, midcentury lodgings across the street and in other parts of town.

ill Mochon’s relationship with photography began when his aunt gave him a Kodak Starlight Brownie in 1954. The process of Bmaking pictures fascinated him right from the start. His hobby turned into a passion during his years at Quantico, where he began his service in the United States Marine Corp. Having purchased a Canon Rangefinder, he would take pictures around Washington, D.C. and develop his skills. Later he was assigned to work for the base newspaper. In the early 1960s, Bill relocated to California and started to work with Charlie Clumb, using a Rolleiflex, in commercial work, weddings and print work for advertising. Since 1970, he predominantly used Nikon and Hasselblad and until his death, Bill continued to use a Nikon-F with a motordrive and a few lenses. Bill worked for Vic Stein and Associates from 1974-1981 where he photographed races at Santa Anita, Del Mar and Hollywood Park, as well as the Los Angeles Rams and the Dodgers.
