This public hearing in Sydney is the first of four sets of hearings. The others are scheduled for the next two weeks in Perth, Adelaide and Melbourne. The hearings are designed for people to raise issues in relation to our draft report entitled Progress in Rail Reform issued in March. They give people the opportunity to provide an input into the final report which is due to be released in early August. While people who provide information are protected in the inquiry as if they were giving evidence to a court, this is not a court of law. We shall try to make the hearings as relaxed as possible, despite the microphones. However, there are some formalities which we try to follow each time we conduct public hearings. First, for the benefit of the transcript, we will ask participants to introduce themselves and to indicate in which capacity they appear - and I will come back to that in a minute. Secondly, information provided at these hearings is often used in our reports. -

This has been what I call a Melbourne winter – frequent rainfalls which have left the ground sodden and difficult to work. I’ve been trying to get a bobcat in to do some cleaning up for months and have to keep cancelling the bookings. The paddocks are saturated and dams are overflowing. This all bodes well for an excellent spring. As soon as the weather warms up our plants will jump out of the ground with vigour. The Solstice luncheon in June was very pleasurable. John and Barbara have consolidated their gardens and built up new beds ready for a spring planting. A soft carpet of sawdust creates a pathway between the beds allowing visitors to catch a glimpse of an amazing number of species of plants including many unusual ones being trialled. The garden has grown very large over the years and we spent quite a bit of time meandering through the collection. Lunch was delicious as usual and we all had some fun with a game of ‘Pass the Parcel’ which introduced us to a few personal secrets. The Presentation Dinner in Glen Innes for Jean Mott was a wonderful affair. About 32 people attended and the Crofters Cottage proved to be a perfect venue. Graeme Ingall presented Jean with her badge and some native flowers brought up from the Central Coast and he and Penelope Sinclair gave some excellent speeches about Jean’s great contribution to promoting native plants in the Glen Innes district over the years. -

Royal Assent proclaimed 28th November 1881.] HEREAS it is desirable to make provision for the effectual Preamble, W representation of the people in the Legislative Council : Be it therefore enacted by the Queen's Most Excellent Majesty by and with the advice and consent of the Legislative Council and the Legislative Assembly of Victoria in this present Parliament assembled and by the authority of the same as follows (that is to say) :— 1. This Act shall be called and may be cited as The Legislative short title and Council Act 1881, and shall commence and come into force on the day commencement on which the Governor shall signify that Her Majesty has been pleased to assent thereto and it is divided into parts as follows— PART L—Number of provinces and number and distribution of members, ss. 4-7. PART II.—Periodical elections and tenure of seats, ss. 8-10. PART III.—Qualifications &c. of members, ss. 11-17. PART IV.—Qualification of electors, ss. 18-26. PART V.—Rolls of ratepaying electors, ss. 27-31. PART VI.—Miscellaneous provisions, ss. 32-48. 2. Eyre Peninsula Local Government Association THE PRESIDENT’S REPORT This annual report details the last 12 months activity undertaken by the EPLGA, its financial accounts, and operative regional collaborative partnerships. The vision and goal of the EPLGA, to “enable Eyre Peninsula councils to excel, innovate, and thrive”, has never been more relevant for the region than now. We have been facing many challenges and opportunities, with the need for the councils of the EP to be working closely together. The EPLGA has seen a change in the position of Executive Officer, with Tony Irvine retiring at the end of 2019. The contribution which Tony has made over many years of involvement with local government on the Eyre Peninsula deserves recognition, especially his time as the EPLGA Executive Officer. The EPLGA is in a much stronger position due to the work which has been done by Tony over his tenure. Peter Scott was appointed in February 2020, bringing with him already established knowledge and relationships from his prior employment. With this appointment, there was also developed a shared service agreement with RDAEP to deliver economic development projects agreed with a joint workplan arrangement. These new and unique arrangements will help local government have a strong interest in economic development and also make economic savings for both organisations. -
