OF VALID VOTES AND PERCENTAGE OF VOTES OBTAINED BY DIFFERENT 24 PS - B POLITICAL PARTIES IN THE PANCHAYAT SAMITIES GENERAL ELECTIONS HELD 394 - 422 DURING FEBRUARY 2009 TO DECEMBER 2013 SEATS WON BY DIFFERENT POLITICAL PARTIES IN THE PANCHAYAT SAMITIES 25 PS - C 423 - 435 GENERAL ELECTIONS HELD DURING FEBRUARY 2009 TO DECEMBER 2013 SEATS WON BY DIFFERENT POLITICAL PARTIES IN THE PANCHAYAT SAMITI 26 PIE CHART (PS) 437 GENERAL ELECTIONS HELD DURING FEBRUARY 2009 - DECEMBER 2013 27 ABBREVIATIONS ABBREVIATIONS USED FOR THE NAMES OF DIFFERENT POLITICAL PARTIES 439 - 440 पर्स्तावना पर्दीघर् पर्शासकीय सेवेनंतर मला राज्य िनवडणूक आयुक्त या नात्याने एका घटनात्मक संस्थेची म्हणून काम करण्याची संधी िमळाली. संधीबरोबरच ही एक मोठी आव्हानात्मक जबाबदारीदखीले होती. 6 जुलै 2009 रोजी राज्य िनवडणूक आयुक्तपदाचा कायर्भार स्वीकारल्यानंतर या पदाचा मान राखत आपल्याकडून जे काही सवम दताे येईल, ते दण्याचाे मी पर्ये ला क आह.े पर्त्येक िनवडणुकीच्या ेळीव मी याचे भान राखले. आता राज्य िनवडणूक आयोगाचा अहवाल पर्िस करताना माझ्या मनात समाधानाची भावना िनमार्ण झाली आह.े िनवडणुकाचीं घटनात्मक जबाबदारी गर्ामपंचायत, पंचायत सिमती, िजल्हा पिरषद, नगरपािलका आिण महानगरपािलका या स्थािनक स्वराज्य संस्थांच्या पंचवािषक िनवडणुकांचा डोलारा सांभाळण्याची सांिवधािनक जबाबदारी राज्य िनवडणूक आयोगावर आह.े राज्य िनवडणूक आयुक्त म्हणून माझ्या कारिकदत आतापयर्ंत झालेल्या सवर् स्थािनक स्वराज्य संस्थांच्या िनवडणुकांची एकितर्त मािहती दण्याचाे पर्य या अहवालाते कला आह.े हा अहवाल म्हणजे गेल्या पाच वषार्ंतील स्थािनक स्वराज्य संस्थांच्या िनवडणुकांचे संिचत आह.े राज्यात एकू ण 27,873 गर्ामपंचायती, 351 पंचायत सिमत्या, 33 िजल्हा पिरषदा, 220 नगरपिरषदा, 12 नगरपंचायती आिण 26 महानगरपािलका आहत.े स्थािनक स्वराज्य संस्थांच्या िनवडणुका पक्षीय पातळीवर म्हणजे राजकीय पक्षांच्या िचन्हांवर लढिवल्या जातात. गर्ामपंचायतीच्या िनवडणुका िक्तगत पातळीवर लढिवल्या जातात. त्यामुळे गर्ामपंचायती वगळता अन्य सवर् स्थािनक स्वराज्य संस्थांच्या े फबर्ुवारी, २००९ ते िडसबर, २०१३ पयर्त झालेल्या िनवडणुकांची िनवडणूकिवषयक आकडवारीे यात उपलब्ध करून दण्याते येत आह.े मिहलाच्यां अडचणची दखल I आयुक्तपदाचा कायर्भार स्वीकारल्यानंतर िनवडणुकांच्या िनिमाने दौऱ्यांवर असताना उमेदवार, मतदार आिण िविवध स्थािनक स्वराज्य संस्थांच्या सदस्यांशी संवाद साधायला मी सुरुवात े कली. त्यातून िनवडणूक पर्िकर्येतील अडचणी आिण मिहला सदस्यांचे पर् पर्कषार्ने जाणवले. के ळं, गाजर, खाट आिण कु करसारख्या िचन्हांमुळे त्यांना अपमािनत व्हावे लागत होते. या िचन्हांचा भलताच अथर् काढला जातो, अशी बहुतांश मिहला उमेदवारांची तकर्ार होती. एक ी म्हणून संवेदनशीलपणे या पर्ाची दखलेऊन घ मी तातडीने नऊ िचन्ह े वगळून टाकली. त्याऐवजी संगणक, दरिचतर्वाणीू संचासारख्या आधुिनक पर्तीकांचा िनवडणूक िचन्हांमध्ये समावेश के ला. एकितर्त िनवडणुकांच े आव्हान वेगवेगळ्या वेळी मुदत संपत असल्यामुळे राज्यभरात सातत्याने कोणत्या ना कोणत्या स्थािनक स्वराज्य संस्थांच्या िनवडणुका सुरूच असतात. े बर्फ ुवारी 2012 हा सवार्त मोठा कसोटीचा काळ होता. त्यावेळी 10 पर्मुख महानगरपािलका, 27 िजल्हा पिरषदा आिण 309 पंचायत सिमत्यांच्या िनवडणुका एकितर्त झाल्या. पर्सारमाध्यमे, िविवध राजकीय पक्ष, त्यांचे नेते, कायर्कत आिण मतदारांचे राज्य िनवडणूक आयोगाच्या, पयार्याने राज्य िनवडणूक आयुक्तांच्या िनणर्यांकडे आिण वक्तांकड े बारकाईने लक्ष असायचे. त्यात िजल्हा पिरषदा, पंचायत सिमत्या आिण महानगपािलकांच्या िनवडणुकांची मतमोजणी एकितर्तपणे घेण्याची बहुतांश राजकीय पक्षांनी मागणी के ल्याने आव्हान आणखीच खडतर झाले होते. या मागणीचीही पूतर्ता करण्यात यश आले आिण िविवध अडचणी आिण आव्हानांना तड दते िनवडणुका अखेर िनिवघ्नपणे पार पडल्या. मािहती तंतर्ज्ञानाचा वापर घटनात्मक जबाबदारी म्हणून के वळ िनवडणुका पार पाडण्याची औपचािरकता मी पूणर् के ली नाही. िनवडणूक पर्िकर्येत आमुलागर् सुधारणाही घडवून आणल्या. काळाच्या बरोबर राहण्यासाठी राज्य िनवडणूक आयोगाचे www.mahasec.com ह े संके तस्थळ िवकिसत े लक े. या संके तस्थळावर महानगरपािलका आिण नगरपिरषदांच्या िनवडणूक पर्भागांच्या इलेक्टर्ॉिनक नकाशांची सुिवधा उपलब्ध करून िदली आह.े महानगरपािलके च्या एकितर्त नकाशावरून आपल्या पर्भागाचा नकाशा शोधता येतो. त्यात पर्भागातील िनवडणूक अिधकाऱ्यांचे नाव, पा II आिण दरध्वनीू कर्मांक उपलब्ध होतो. सवार्त महत्वाचे म्हणजे मतदारांची संख्या, पर्भागातील मतदार यादी आिण त्यातील आपले मतदान क दर्ही घरबसल्या शोधता येते. िविवध िनवडणुकांचे िनकालही या संके तस्थळावर पाहता ेतात.य आयोगाचे आदश,े सूचना आिण पिरपतर्के ही त्यावर उपलब्ध असतात. या संके तस्थळास राज्य मराठी िवकास संस्था आिण सीडकच्याॅ वतीने पुरस्कार दऊने गौरिवण्यात आले आह.े तसेच मािहती तंतर्ज्ञानाच्या (आयटी) अिधकािधक वापरासाठीचा ‘एज 2012’ (एन्टरपर्ायजेस डर्ायिव्हग गर्ोथँड अ एक्सलन्स थर्ू आयटी) हा पुरस्कारही िमळाला आह.े मतदार क दर्ीतधारणा सु मतदारांची गैरसोय टाळणे आिण मतदानाचे पर्माण वाढिवण्यावरही माझा भर रािहला आह.े त्यासाठी अपंग, ज्ये नागिरक, गरोदर माता यांना मतदानाच्या रांगेत ितत उभे रहावे लागू नये म्हणून त्यांना पर्ाधान्य दण्यासे सुरुवात े कली आह.े मतदारांच्या लांब रांगा टाळण्यासाठी मतदान दर्ाक ंची संख्या वाढिवण्यात आली आह.े मतदान क दर् शक्यतोवर तळमजल्यावरच असावे व ते शक्य नसल्यास ंगअप आिण ज्ये नागिरकांसाठी पालखीचीही वस्था े कली जावी, याकड े कटाक्षाने लक्षण्याते द आले.

The article confines Titself to the study of a select few zilla parishads in institutions of governance in Maharashtra. The policy of reservation automatically reserves a certain portion of these seats for women throughout the State Government. As the author explains below, the results of this reservation policy have been mixed. On the one hand, women have indeed received some political and social gains that brought about some increase in their participation in the government. On the other hand, the rampant corruption and abuse of the system have limited the genuine women activists from participation in local electoral politics.
