Mr. Ed Kaup New Jersey Department of Environmental Protection Division of Waste Management Hazardous Site Mitigation Administration 428 East State Street Trenton, New Jersey 08625 SUBJECT: COMBE SOUTH LANDFILL RI/FS PROGRESS REPORT Dear Mr. Kaup: This letter summarizes work conducted by Lawler, Matusky & Skelly Engineers (LMS) and its subcontractors on the above referenced pro- ject from 16 to 28 . A. TASK WORK AND DELIVERABLES 1. Task 1 - Preinvestiqation Activities LMS had submitted all Taks 1 deliverables at the end of August 1984. a. QAPMP Based on review of the first 6 soil samples analyzed by S-R Analytical, Inc. (S-R), the NJDEP granted approval for S-R to restart the project and complete the remain- ing sample analyses. LMS received this written approval on 15 February 1985. However, as discussed later in this progress report, subsequent discussions among LMS, S-R and NJDEP revealed that a serious question of the capacity (i.e., number of samples which could be analyzed by S-R within a defined time period) had yet to be resolved.

2. Task 2 - Site Investigations Task 2.1 - Background Investigations have been completed. Task 2.2 - Field Investigations . Geophysical surveys were completed in October 1984. Stream flow measurements were begun on 7 December 1984 and were conducted weekly through the end of January 1985. All soil borings/rock corings were completed by 4 December 1984. The 6 soil split-spoon samples from these corings were then analyzed by S-R. The analytical results and supporting QA/QC documentation for these samples were received by LMS on 25 January 1985. After an internal QA/QC review by LMS, the entire original data reports were forwarded to the NJDEP on 29 January 1985. By 31 January 1985 all shallow (6) and deep (9) monitoring wells had been drilled and developed.Wel1 head com- pletion, pulling of remaining casings, etc. was completed by mid-February 1985. Static water level readings were made weekly on all completed borings and wells including accessible existing shallow wells (SW-2 and SW-4). On 5 February 1985, the NJDEP requested that the FSP be modified so that only stainless steel or teflon equipment would be used in the groundwater sampling program. In correspondence dated 15 February 1995, LMS described the proposed modifications to materials and procedures as requested. The NJDEP authorized LMS to proceed with these changes on 28 February 1985 as modified in discussions between NJDEP and LMS. Draft versions of the 1"-50' scale topographic maps were completed by VEP Associates, Inc. LMS reviewed these draft maps and has requested VEP to make some changes and additions for the final versions. Existing deep and shallow monitoring wells, not previously surveyed in November 1985, were surveyed in February 1985. Based on the approval by the NJDEP for S-R to continue with laboratory analyses, and at the NJDEP's urging to recommence the sampling program, LMS proceeded with the arrangements for the potable well sampling program. final potable well priority sampling list was discussed with the NJOEP and representatives of both Washington and Chester Townships. Based on these discussions two resi- dences were added to the list as having first priority. IMS then began the telephone interviews and began schedul- ing the potable well sampling for the week of 25 February 1984. On 21 and 22 February 1985, IMS, learned that S-R had not yet determined its ability to handle a defined number of samples and therefore could not proceed with the analyses. After subsequent discussion of this issue with NJDEP, IMS was asked by the NJDEP to postpone the potable well sampling until the question of laboratory capacity could be addressed. LMS therefore cancelled all appointments made with local residents, telling them that the sampling effort was merely being postponed not permanently cancelled. 3. Task 3, 5 and 6 No additional work has been conducted on Tasks 3, 5 and 6 since the last progress report. 4. Task 4-Laboratory Analysis As described above, the 6 soil samples from the soil coring program were analyzed and results transmitted to NJDEP. Written approval for S-R to continue the analytical work, based on resubmission of the report packages with necessary corrections, was received by LMS on 15 February 1985. 5. Task 7 - Coordination and Community Relatins Three meetings were held among LMS, its subcontractors, and representatives of the NJDEP on 8 and 26 February 1985 (a.m. and p.m. meetings). At these meetings the major issues discussed included QA/QC requirements, project scheduling and costs. LMS attended a public information meeting organized by the NJDEP on 7 February 1985. At this meeting LMS summarized work completed to data and the work efforts remaining to be completed for the Combe Fill South Landfill RI/FS. LMS, in conjunction with the NJDEP representatives, answered questions raised by the public at this meeting. 302354

B. PROJECT SCHEDULE, PROJECTED ACTIVITIES AND ANTICIPATED PROBLEMS On 25 February 1985 LMS received correspondence from S-R stating that their capacity for sample analysis would be 30/month including all QA/QC blanks. Furthermore, the costs for sample analyses would increase. At the meeting of 26 February 1985, the NJDEP determined that this additional delay would not be acceptable because in order to be considered for 1985 Superfund money a draft Task 5 report had to be ready by 30 September 1985. Therefore, the NJDEP requested that LMS determine the feasibility, both in terms of laboratory capacity and cost, of using another acceptable laboratory(s), in place of, or addition to S-R. At the same time, the NJDEP would persue the possibility of using the EPA sponsored contract laboratory program (CLP). Results of these investigations are to be discussed during the week of 4 March 1985 when a decision on laboratory capacity/project schedule issues will be made by the NJDEP and LMS. On 8 and 26 February meetings were held among NJDEP, LMS and R.E. Wright Associates, Inc. (REWAI) to dicuss project cost overruns. A decision on these cost overruns is expected from the NJDEP shortly. The NJDEP and the Purchase Bureau of the Department of the Treasury agreed to process an invoice for the completed well drilling program of Task, at original project costs. In addition, both the NJDEP and the Purchase Bureau agreed that LMS may submit, and be paid for, additional partial invoices for work in Task 2. This partial Task 2 completion/ payment schedule will be submitted by LMS for approval early in March 1985, after decisons on the general project schedule revisions are made. C.
