The EU-Asia Connectivity Strategy and Its Impact on Asia-Europe Relations Bart Gaens INTRODUCTION The EU is gradually adapting to a more uncertain world marked by increasing geo- political as well as geo-economic competition. Global power relations are in a state of flux, and in Asia an increasingly assertive and self-confident China poses a chal- lenge to US hegemony. The transatlantic relationship is weakening, and question marks are being placed on the future of multilateralism, the liberal world order and the rules-based global system. At least as importantly, China is launching vast con- nectivity and infrastructure development projects throughout Eurasia, sometimes interpreted as a geostrategic attempt to re-establish a Sinocentric regional order. The Belt and Road Initiative (BRI) in particular, focussing on infrastructure devel- opment and investments in over 80 countries, including some within Europe, has been causing concern at regional as well as global levels. At the most recent BRI summit in April 2019 Chinese President Xi Jinping announced that China had signed new deals amounting to 64 billion USD, underscoring Beijing’s continuing cheque book diplomacy.1 It is clear that these ongoing dynamics potentially have important ramifica- tions for Europe’s own prosperity, in terms of trade and economy but also security. Overall however, the EU has been slow to react, in particular in formulating a re- sponse to connectivity challenges. In September 2018 the EU published its first coordinated attempt to formulate the European vision on connectivity and infra- structure development, in the form of a European connectivity strategy for Asia, officially entitled a Joint Communication on “Connecting Europe and Asia – building blocks for an EU strategy”. -

1 Australia and the origins of ASEAN (1967–1975) The origins of the Association of Southeast Asian Nations (ASEAN) and of Australia’s relations with it are bound up in the period of the Cold War in East Asia from the late 1940s, and the serious internal and inter-state conflicts that developed in Southeast Asia in the 1950s and early 1960s. Vietnam and Laos were engulfed in internal wars with external involvement, and conflict ultimately spread to Cambodia. Further conflicts revolved around Indonesia’s unstable internal political order and its opposition to Britain’s efforts to secure the positions of its colonial territories in the region by fostering a federation that could include Malaya, Singapore and the states of North Borneo. The Federation of Malaysia was inaugurated in September 1963, but Singapore was forced to depart in August 1965 and became a separate state. ASEAN was established in August 1967 in an effort to ameliorate the serious tensions among the states that formed it, and to make a contribution towards a more stable regional environment. Australia was intensely interested in all these developments. To discuss these issues, this chapter covers in turn the background to the emergence of interest in regional cooperation in Southeast Asia after the Second World War, the period of Indonesia’s Konfrontasi of Malaysia, the formation of ASEAN and the inauguration of multilateral relations with ASEAN in 1974 by Gough Whitlam’s government, and Australia’s early interactions with ASEAN in the period 1974‒75. 7 ENGAGING THE NEIGHBOURS The Cold War era and early approaches towards regional cooperation The conception of ‘Southeast Asia’ as a distinct region in which states might wish to engage in regional cooperation emerged in an environment of international conflict and the end of the era of Western colonialism.1 Extensive communication and interactions developed in the pre-colonial era, but these were disrupted thoroughly by the arrival of Western powers. -

It examines how Beijing’s growing presence is affecting political, economic, and security trends in South Asia and the Indian Ocean region. The bipartisan group was comprised of senior experts, former policymakers, and retired diplomats. They met six times by videoconference over the course of 2020 to examine how an array of issues—from military affairs to border disputes, trade and development, and cultural issues—come together to shape and be shaped by Chinese involvement. The group members drew from their deep individual experiences working in and advising the US government to generate a set of top-level findings and actionable policy recommen- dations. ASEAN Intervention in Cambodia: From Cold War to Conditionality Lee Jones Abstract Despite their other theoretical differences, virtually all scholars of the Association of Southeast Asian Nations (ASEAN) agree that the organisation’s members share an almost religious commitment to the norm of non-intervention. This article disrupts this consensus, arguing that ASEAN repeatedly intervened in Cambodia’s internal political conflicts from 1979-1999, often with powerful and destructive effects. ASEAN’s role in maintaining Khmer Rouge occupancy of Cambodia’s UN seat, constructing a new coalition government-in-exile, manipulating Khmer refugee camps and informing the content of the Cambodian peace process will be explored, before turning to the ‘creeping conditionality’ for ASEAN membership imposed after the 1997 ‘coup’ in Phnom Penh. The article argues for an analysis recognising the political nature of intervention, and seeks to explain both the creation of non- intervention norms, and specific violations of them, as attempts by ASEAN elites to maintain their own illiberal, capitalist regimes against domestic and international political threats. Tribute Aileen S.P. Baviera: Thinker, Teacher, (Track-Two) Soldier, “Spy”1 Herman Joseph S. Kraft Aileen San Pablo Baviera passed away on March 21, 2020 after having contracted COVID-19. She had just come back from Paris, having attended a conference that discussed the security situation in the Asia-Pacific region. Her attendance to the conference, in the midst of an emerging pandemic, is illustrative of her dedication in advocating the importance of cooperative security in maintaining international security, and the role played by experts, scholars, and academics in the processes involved in sustaining it. Her loss goes beyond her family, friends, and colleagues as it affects an entire cross- boundary undertaking directed at avoiding interstate conflict and seeking resolution to international disputes without resorting to the use of force. Aileen’s academic development included being a visiting scholar to China as she took advantage of one of the first exchange programs opened to Filipinos. Aside from learning Chinese culture and history, she was provided access to training in the Chinese language. Indeed, this background led to strongly-held suspicions within some circles in the Philippines that she was well-disposed toward China. Yet, even as China fascinated her, she learned not to be enthralled by it. The Tiananmen Square protests in 1989 cured her of any romanticism she might have harbored about China, if indeed there were any (Baviera 2019). Looking back a few decades later, her writings revealed her 165 PhilippinePhilippine JournalJournal ofof PublicPublic Policy: Interdisciplinary DevelopmentDevelopment PerspectivesPerspectives (2020) (2020) skepticism about China’s self-projection. She noted that China, under Xi Jinping, has shown “little inclination to make the compromises and sacrifices that lasting regional leadership entails” (Baviera 2016a). -
