This year marked Crawley Borough Council Lewes District Council the Board’s third year of operation and, under Mid Sussex District Council the Leadership of Councillor Daniel Humphreys Worthing Borough Council and Councillor Andy Smith, the partnership has 3 Business Partnerships continued to develop and mature.     Annex SCHEMES TO BE PROGRESSED IF DEVELOPER FUNDING IS SECURED March 2009 Background This document is called “Schemes to be progressed if developer funding is secured” and is also known as the “Blue Book”. In line with latest national guidance (see below), County and District Councils have developed a structured approach to the identification of transport needs related to development proposals. This aims, in particular, to improve the link between meeting the needs of development and the aims of the Local Transport Plan. The County Council’s Works Programme and Forward Programme are produced annually to list the highways and transport schemes to be progressed with the funds available. This year, the Forward Programme has been extended to include schemes that have been identified, in liaison with the Local Planning Authorities, as meeting LTP objectives but that cannot be progressed within available funding. Developer contributions will be sought towards these schemes, where they are seen to meet the needs of development proposals. This extended Forward Programme has been subject to consultation and will be supported by District Councils and used to assist the development control process. The programme will be updated each year and it is intended to engage wider community interests in developing and updating the programme in future years. This will be achieved through a combination of sites that are allocated for development and other sites that are identified as Areas of Change. 3.2 All sites included in this section have been assessed in detail through the Council’s Strategic Housing Land Availability Assessment and the Local Plan Sustainability Appraisal. Supported by these documents and other evidence, a conclusion has been reached that they should be allocated or identified for development within the Plan. Allocations 3.3 The site allocations that follow are considered to be ‘deliverable’. This means that they are viable, available and offer a suitable location for development. Importantly, the Council is of the view that they are achievable with a realistic prospect that housing (and other uses) will be delivered on each site within five years. As a consequence, the forecast capacity for these sites forms a key component of the Council’s 5 year housing land supply.
