Greater Brighton Economic Board 2015-16 Annual Report 13 Greater Brighton Economic Board Annual Report 2015/16 1 Greater Brighton Economic Board | Annual Report 2015/16 This year marked the Greater Brighton 5 Local Authorities Economic Board’s second year of operation Adur District Council Brighton & Hove City Council and, under the excellent chairmanship Lewes District Council of Councillor Neil Parkin, the partnership Mid Sussex District Council Worthing Borough Council continued to develop and mature. 3 Business Partnerships The purpose of the Greater Brighton Economic Board (‘the Board’) Adur & Worthing Business Partnership is to protect and grow the Greater Brighton Economy. By bringing Brighton & Hove Economic Partnership together all of the City Region’s key ‘players’ as a formally constituted Coastal West Sussex Partnership partnership, the Board is able to formulate economic policy and coordinate economic activities and investment at City Region level. 2 Universities The aspiration of the Board is for Greater Brighton to become the University of Brighton 14 South East’s most successful economy, connected to London. The University of Sussex Board’s strategy for growth is to raise the City Region’s productivity – whilst comparable to the UK average; this is not where it should be 4 Further Education Colleges when considering the area’s proximity to London, its rich asset base and its highly skilled workforce. City College Brighton and Hove Northbrook College The focus of the Board is to create the right balance in the City Region Plumpton College economy, between traditional and coastal industries such as tourism, Sussex Downs College retail and the public sector (which currently provide over 50% of all jobs in Greater Brighton) and modern, high-tech and high-value industries in Local Enterprise Partnership key growth sectors. For Greater Brighton, these sectors are: Creative Digital and IT; Low Carbon and Environmental Goods and Services; Coast to Capital Local Enterprise Partnership Advanced Engineering in marine, aviation, automotive, defence and electronics, and; Health and Life Sciences.     Annex SCHEMES TO BE PROGRESSED IF DEVELOPER FUNDING IS SECURED March 2009 Background This document is called “Schemes to be progressed if developer funding is secured” and is also known as the “Blue Book”. In line with latest national guidance (see below), County and District Councils have developed a structured approach to the identification of transport needs related to development proposals. This aims, in particular, to improve the link between meeting the needs of development and the aims of the Local Transport Plan. The County Council’s Works Programme and Forward Programme are produced annually to list the highways and transport schemes to be progressed with the funds available. This year, the Forward Programme has been extended to include schemes that have been identified, in liaison with the Local Planning Authorities, as meeting LTP objectives but that cannot be progressed within available funding. Developer contributions will be sought towards these schemes, where they are seen to meet the needs of development proposals. This extended Forward Programme has been subject to consultation and will be supported by District Councils and used to assist the development control process. The programme will be updated each year and it is intended to engage wider community interests in developing and updating the programme in future years. Planning Context Planning Policy Guidance Note 13 : Transport requires authorities to demonstrate a linkage between land use planning and transport policies and objectives. SITES - INTRODUCTION & DEVELOPMENT PRINCIPLES Development Sites 3.1 As established in Part 1 And Part 2, a key part of the overarching strategy is to maximise development on brownfield land and create sustainable urban extensions adjacent to the existing urban area. This will be achieved through a combination of sites that are allocated for development and other sites that are identified as Areas of Change. 3.2 All sites included in this section have been assessed in detail through the Council’s Strategic Housing Land Availability Assessment and the Local Plan Sustainability Appraisal. Supported by these documents and other evidence, a conclusion has been reached that they should be allocated or identified for development within the Plan. Allocations 3.3 The site allocations that follow are considered to be ‘deliverable’. This means that they are viable, available and offer a suitable location for development. Importantly, the Council is of the view that they are achievable with a realistic prospect that housing (and other uses) will be delivered on each site within five years. As a consequence, the forecast capacity for these sites forms a key component of the Council’s 5 year housing land supply. The first are previously developed sites within the urban area (‘brownfield sites’).
