Terms of Reference Building Survey, Designing and Engineering the Retrofitting of Safe Buildings

Background

The Maldivian Red Crescent (MRC) is an independent, voluntary, humanitarian organization, established on the basis of the Maldivian Red Crescent Law [Law 7/2009]. The organization was officially formed on 16 August 2009 during its first General Assembly. The vision of MRC is to be a model National Society contributing to overcome humanitarian challenges and the mission is to volunteer, participate and partner in delivering humanitarian services to the most vulnerable. It is a part of the world’s largest humanitarian movement –– the International Red Cross and Red Crescent Movement – which every year helps millions of people whose lives have been devastated by crises or conflict. MRC aims to be the nation’s leading humanitarian organization, with branches and units spanned all over . MRC has currently 10 branches and 20 units established throughout Maldives with over 500 members and 800 volunteers. It is currently implementing programmes and delivering services in adherence to the Fundamental Principles of the International Red Cross and Red Crescent Movement – Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality – making no discrimination as to nationality, race, sex, religious beliefs, language, class or political opinions. In 2010 MRC implemented a Community-based Disaster Risk Reduction (CBDRR) programme with the aid of the Canadian Red Cross and it integrates preparedness, mitigation and response components to increase resiliency to disasters and climate change risks by Maldivian communities. The project uses a strategy of developing the capacity of MRC in order to strengthen its community service delivery and contribute to building resilience. As part of the project, to build the resilience of the communities, MRC wants to develop “Safe building” to support the Community Level Disaster Management plans. MRC wishes to do this by retrofitting existing structures in the community which will be used as an evacuation centre during a disaster or emergency. As such, existing buildings will be assessed in terms of geography (location), structural (physical strength), risk of hazard, alleviation, safety, capacity/size, surrounding population, access (disability access), facilities and services (electricity, information etc), etc. Possible structures will be identified in consultation with national and local level stakeholders.

Objective

The consultancy is to conduct an assessment of possible “safe building” structures in 4 target communities HA.Hoarafushi, GDh., K.Kaashidhoo and Lh. . The buildings to assess should be agreed to by the local stakeholder and if necessary from respective national stakeholders. The buildings should be assessed in terms of  geography (location),  Building history (age, usage, etc)structure (physical strength),  Building materials  risk of hazard,

 alleviation,  safety,  capacity/size,  surrounding population,  access (disability access),  facilities and services (electricity, information etc), etc.

Furthermore, retrofitting should adhere to applicable international and national standards set for Safe Building construction.

Expected Outcomes/Outputs

Expected outputs include:  Identify possible safe structures within the community in consultation with the local/national stakeholders  A detailed assessment of the current condition of the building with respect to possible risks/hazards, population, access, facilities etc  An outline plan and strategy of the proposed retrofitting based on identified vulnerabilities  A detailed Technical Report that identifies the retrofitting Solutions  Preparation of Bidding Documentations for the retrofitting project, including all the drawings, BoQ and Technical Specifications.

Deliverables

To achieve the objectives, the consultant shall be able to:

1. Carry out a detailed survey of the current condition of the building. This will include: a. Location of the shelter and its vulnerabilities due to its immediate environment b. Floor plans, layouts and elevations (to scale, with dimensions and material specifications), to include permanent and temporary structures. c. Survey and identify all water supply, waste water disposal pipelines, fixtures/fittings, rainwater management systems, electrical systems/fixtures in addition to all other current building materials and their conditions. Risk to various natural hazards and their impact on it. This may include some or all of the hazards identified by the UNDP report on disaster profile of the Maldives (tsunami, tropical storm, earthquake, sea-level rise and physical/social vulnerabilities) d. Early warning and information system e. Provide a detailed report based on findings from a – e. 2. Develop an outline plan and strategy of the proposed retrofitting based on the perceived vulnerabilities due to the identified hazards 3. Draft a detailed Technical Report that proposes solutions to overcome the perceived vulnerabilities and discuss it with MRC 4. Produce all the architectural, structural and services drawings (both as-built and proposed) in CAD format, Bills of Quantities (in Excel) and Technical specifications (in Word). And submit a printed copy of the said documents.

Duration

The duration for the consultancy shall be 8weeks from the date of contract.

Reporting line

The consultant shall report to CBDRR Project Coordinator.

Evaluation of Quotations and Selection of Consultant

Individual consultants shall be evaluated based on financial, technical and experience competency.

A. Qualifications of the Service Provider [experience]

The consultant must describe and explain how and why they are the best entity that can deliver the requirements by indicating the following:

a) Profile – describing the nature of business, field of expertise, licenses, certifications, accreditations; b) Business Licenses – Registration Papers, Tax Payment Certification, etc. c) Latest Audited Financial Statement – income statement and balance sheet to indicate Its financial stability, liquidity, credit standing, and market reputation, etc. ; d) Track Record – list of clients for similar services (at least 3 projects), indicating description of contract scope, contract duration, contract value, contact references; e) Certificates and Accreditation – including Quality Certificates, Patent Registrations, Environmental Sustainability Certificates, etc.

B. Proposed Methodology for the Completion of Services and Work Plan

The consultant must describe how it will address/deliver the demands of the TOR; providing a detailed description of the essential performance characteristics, reporting conditions and quality assurance mechanisms that will be put in place, while demonstrating that the proposed methodology will be appropriate to the local conditions and context of the work. The consultant shall submit a Work Plan for the assignment.

C. Qualifications of Key Personnel [technical]

If required, the Consultant must provide:

a) Names and qualifications of the key personnel that will perform the services indicating who is Team Leader, who are supporting, etc.; b) CVs demonstrating qualifications, experiences and involved projects (the extent and responsibility of involvement) must be submitted; and c) Written confirmation from each personnel that they are available for the entire duration of the contract. d) an organization chart of the proposed team for the task. e) the proposed team which should contain, but not limited to, an architect, a civil/structural engineer

and a quantity surveyor.

D. Cost Breakdown per Deliverable* [financial]

E. Technical evaluation will be done based on the following criteria: a) Experience with respect to specific aspects of the assignment 20% b) Technical Approach, Methodology and Work plan 30% i. Technical Approach and Methodology [40] ii. Work plan [60] c) Key professional staff qualifications and competence 50% i. General qualifications [40] ii. Adequacy for the assignment [60]

The minimum technical score (St) required to pass is: 75 Points.

S(f) = 100 x (Fm/F), in which S(f) is the financial score, Fm is the lowest price and F the price of the proposal under consideration.

The weights given to the Technical [T] and Financial [F] Proposals are: T= [0.4] and F = [0.6].

Proposals will be ranked according to their combined technical (St) and financial (Sf) scores using the weights stated above. (T = the weight given to the Technical Proposal; F = the weight given to the Financial Proposal; T+F = 1). Final Score, S = (St) x [T] + (Sf) x [F]. The party achieving the highest combined technical and financial score will be invited for negotiations.

Fees and Payments

Prices quoted separately for the Deliverables in section D above. Estimated travel cost shall be quoted separately as well.

The Consultancy is being funded by the MRC. These funds will be released in accordance with the following schedule: a) 15% On signing the Contract b) 30% On presenting the detailed survey of the current condition of the building with as built drawings

c) 55% On presenting draft of all the architectural, structural and services drawings (both as-built and proposed) in CAD format, Bills of Quantities (in Excel) and Technical specifications (in Word). Submit a printed copy of the

said documents and upon approval of MRC.

Code of Conduct

During the term of consultancy, MRC’s Code of Conduct has to be signed and thoroughly followed by the consultant.

Bid Validity

The proposals must remain valid up to 90 days after the submission date. The client may request to extend the bid validity if required.

Bid Security

If the quoted price is above MVR 200,000.00, MRC will require a 0.5% of the proposed contract with the submission as an Earnest Money Deposit.
