In the course of one- day visits to the municipalities of Ranillug/Ranilug, Partesh/Parteš, Kllokot/ Klokot, Novobërdë/Novo Brdo, Graçanicë/Gračanica and Shtrpce/Štrpce the team interviewed municipal officials and civil society representatives. It also interviewed citizens in Rahovec/Orahovac and Gorazhdec/Goraždevac where Serbs are not in the majority. The research was also conducted in North Mitrovica in late June 2012 – at the time the municipal administration formed under the Ahtisaari plan became operational despite the strong pressure from Serb parallel structures. Conclusions and recommendations that make part of this research de- rive from actual findings and other independent sources of information. Ex- cerpts from interviews or summarized interviews with municipal officials and civil society activists in the municipalities formed under the Ahtisaari plan and in solidly Serb populated communities are presented in a separate chapter. This research was realized with the assistance from the Kosovo Foun- dation for Open Society. 7 8 Conclusions and recommendations – mu- nicipalities formed under the Ahtisaari plan Socioeconomic development The newly formed and solidly Serb populated municipalities south of the Ibër/Ibar River have made considerable progress – in infrastructure and overall quality of citizens’ everyday life. These are the municipalities that have accepted the Ahtisaari plan and integrated into Kosovo society. On the other hand, the absence of a clear-cut strategy for socioeconomic development is a major challenge they have to cope with. Such strategy preconditions fresh investment that secures jobs and opens prospects not only to citizens of these municipalities but also to everyone in Kosovo as a whole. Major infrastructural projects have been realized in newly formed mu- nicipalities – in Kllokot/Klokot, Partesh/Parteš and Ranillug/Ranilug in the first place. First infrastructural investment in the villages making up these mu- nicipalities in the past 40-50 years has been made in construction of roads, sewage and water supply systems. Modern medical centers have been either re- constructed or build in almost all municipalities. Buildings to house municipal administrations have been erected or are about to be in most of them. 9 SERB COMMUNITY KO SERB IN Sales of agricultural products at local markets, as well as their export, are the biggest problems for citizens of rural areas. Cooperation between municipalities should be guided by economic rather than ethnic criteria. Densely populated Serb municipalities should seek economic partners throughout Kosovo municipalities regardless of their ethnic structure. S OVO Ethnically mixed municipalities call for special attention. Development of their infrastructure lags behind the infrastructure of the newly formed mu- nicipalities. He was one of the most senior KLA leaders in Kosovo. 3. The Dukagjin Operational Zone encompassed the municipalities of Pec/Pejë, Decani/Deçan, Dakovica/Gjakovë, and part of the municipalities of Istok/Istog and Klina/Klinë. As such, the villages of Glodjane/Gllogjan, Dasinovac/Dashinoc, Dolac/Dollc, Ratis/Ratishë, Dubrava/Dubravë, Grabanica/Grabanicë, Locane/Lloçan, Babaloc/Baballoq, Rznic/Irzniq, Pozar/Pozhare, Zabelj/Zhabel, Zahac/Zahaq, Zdrelo/Zhdrellë, Gramocelj/Gramaqel, Dujak/ Dujakë, Piskote/Piskotë, Pljancor/ Plançar, Nepolje/Nepolë, Kosuric/Kosuriq, Lodja/Loxhë, Barane/Baran, the Lake Radonjic/Radoniq area and Jablanica/Jabllanicë were under his command and control.

May 2013 Affiliation: Universiteit Gent Abstract: The year 1989 marked the six hundredth anniversary of the defeat of the Christian Prince of Serbia, Lazard I, at the hands of the Ottoman Empire in the “Valley of the Blackbirds,” Kosovo. On June 28, 1989, the very day of the battle's anniversary, thousands of Serbs gathered on the presumed historic battle field bearing nationalistic symbols and honoring the Serbian martyrs buried in Orthodox churches across the territory. They were there to hear a speech delivered by Slobodan Milosevic in which the then- president of the Socialist Republic of Serbia revived Lazard’s mythic battle and martyrdom. It was a symbolic act aimed at establishing a version of history that saw Kosovo as part of the Serbian nation. It marked the commencement of a violent process of subjugation that culminated in genocide. Fully integrated into the complex web of tragic violence that was to ensue was the targeting and destruction of the region’s architectural and cultural heritage. As with the peoples of the region, this heritage crossed geopolitical “boundaries.” Through the fluctuations of history, Kosovo's heritage had already become subject to divergent temporal, geographical, physical and even symbolical forces. During the war it was to become a focal point of clashes between these forces and, as Anthony D. Smith argues with regard to cultural heritage more generally, it would be seen as “a legacy belonging to the past of ‘the other,’” which, in times of conflict, opponents try “to damage or even deny.” Today, the scars of this conflict, its damage and its denial are still evident.

    Illyrian-Albanian Continuity on the Areal of Kosova 29 Illyrian-Albanian Continuity on the Areal of Kosova Jahja Drançolli* Abstract In the present study it is examined the issue of Illyrian- Albanian continuity in the areal of Kosova, a scientific problem, which, due to the reasons of daily policy, has extremely become exploited (harnessed) until the present days. The politicisation of the ancient history of Kosova begins with the Eastern Crisis, a time when the programmes of Great-Serb aggression for the Balkans started being drafted. These programmes, inspired by the extra-scientific history dressed in myths, legends and folk songs, expressed the Serb aspirations to look for their cradle in Kosova, Vojvodina. Croatia, Dalmatia, Bosnia and Hercegovina and Montenegro. Such programmes, based on the instrumentalized history, have always been strongly supported by the political circles on the occasion of great historical changes, that have overwhelmed the Balkans. Key Words: Dardania and Dardans in antiquity, Arbers and Kosova during the Middle Ages, geopolitical, ethnic, religious and cultural concepts, which are known in the sources of that time followed by a chronological development. The region of Kosova preserves archeological monuments from the beginnings of Neolith (6000-2600 B.C.). Since that time the first settlements were constructed, including Tjerrtorja (Prishtinë), Glladnica (Graçanicë), Rakoshi (Istog), Fafos and Lushta (Mitrovicë), Reshtan and Hisar (Suharekë), Runik (Skenderaj) etc. The region of Kosova has since the Bronze Age been inhabited by Dardan Illyrians; the territory of extension of this region was much larger than the present-day territory of Kosova. * Prof. Jahja Drançolli Ph. Kontopoulos, External Reader, Department of Sociology © by Angela Valeria Ilić 2012 All Rights Reserved ii ABSTRACT This dissertation examines a series of interchurch consultations that took place between 1999 and 2009 with the participation of the Evangelical Church in Germany, the Roman Catholic German Bishops’ Conference and the Serbian Orthodox Church. The Protestant-Catholic-Orthodox ecumenical encounters began in the immediate aftermath of the Kosovo crisis, and aimed to support Serbia’s democratization and European integration. At a total of nine meetings, delegates from the participating churches, together with politicians, representatives of non-governmental organizations, and scholars from various fields, discussed the role of churches and religion in the two countries. The meetings provided a forum for exchanging knowledge and addressing the challenges confronting the churches and their social organizations. Through lectures, discussions, and meetings in working groups, the consultations focused on theological, legal, political, and social topics, such as church and state relations in Serbia, the role of churches in secularized society, Serbia’s relationship to the rest of Europe, reconciliation, and the healing of memories. Focusing on the content and the outcomes of the consultations, the author places them into the broader ecumenical, social and political context in which they took place.
