Legislative Council Panel on Transport “Universal Accessibility” Programme

PURPOSE

This paper reports the latest progress of the “Universal Accessibility” (UA) Programme and briefs Members on the Government’s work in 2018-19 under the Programme.

BACKGROUND

2. The Government has been installing barrier-free access facilities at public walkways1 for years. In response to public requests, the Government launched in August 2012 a new policy to expand the programme to retrofit barrier- free access facilities at public walkways, striving to create a “universally accessible” environment in the community to facilitate the access to public walkways by the public. Under this policy –

(a) from now on, when considering retrofitting of barrier-free access facilities to existing or newly constructed public walkways, the Government will treat lifts and ramps equally (unless the site conditions dictate one form over the other). This is a change from the past practice which gave priority to ramps; and

(b) as long as site conditions permit, we will consider retrofitting lifts at walkways where there is already a standard ramp installed. After a lift has been retrofitted, we will evaluate whether to keep the ramp or demolish it for more spacious pavement or making way for roadside greening.

3. In response to the aspirations of the public and Members for inclusion of other walkways in the UA Programme, and in consideration of the principle of prudent use of public funds, the Government announced in the 2016 Policy Address that starting from the fourth quarter of that year, we would invite the

The walkways eligible for selection by the DCs will no longer be confined to public walkways maintained by the Highways Department (HyD), provided that the following criteria are met and no land resumption would be involved to ensure the proper use of public funds:

(a) the walkways span across public roads maintained by the HyD;

(b) they are open for public access from public roads at all times;

(c) the walkways are not privately owned; and

(d) the parties responsible for the management and maintenance of these walkways agree to such lift retrofitting proposals and are willing to cooperate with the Government during the implementation of the said lift retrofitting works as well as the subsequent management and maintenance works of the lifts.

CURRENT PROGRESS

Original Programme

4. Prior to the announcement of the new policy in August 2012, the Transport and Housing Bureau had been taking forward the Original Programme of retrofitting barrier-free access facilities to public walkways in response to the recommendation of the Equal Opportunities Commission. The HyD obtained approval for Item No. 6167TB from the Finance Committee in July 20112 for commencing the retrofitting works of barrier-free access facilities for 10 items and the design for other items of barrier-free access facilities under the Original Programme. The related construction and associated costs of these other items are funded by block allocation Subhead 6101TX – “Universal Accessibility Programme”. The Original Programme is currently being implemented as scheduled with progress as follows –

(a) the retrofitting works for all 10 items under Item No. 6167TB have been completed; and

5. In summary, the retrofitting works for 145 items under the Original Programme (the relevant information is listed at Annex I) are in general being implemented smoothly, with about 93% of the items either completed or in the construction stage. For the remaining 10 items, due to various factors such as a longer time required for handling different public opinions, the need to co- ordinate with other works or development projects, and other design and construction problems, their design schemes and implementation programmes are still being formulated. The HyD will commence the retrofitting works for these items as soon as possible upon resolving the concerned matters properly.

Expanded Programme

6. When the new policy was announced in August 2012, we invited members of the public to propose other locations at public walkways where they considered lift retrofitting necessary. Response from the public was overwhelming. Between August and October 2012, there were suggestions for lift retrofitting at about 250 public walkways. In the first half of 2013, we invited the 18 DCs to prioritise the new items proposed by the public in their districts. Each of the DCs had selected three public walkways for priority implementation (referred to as the “Expanded Programme”).

7. The 57 priority items 4 under the Expanded Programme are being implemented smoothly, of which three have been completed, 52 are under construction, and the remaining two5 have issues related to planning, design and

3 Amongst the 138 items stated in last year’s relevant paper (i.e. Paper No. CB(4)108/16-17(03)), it was recently confirmed that four items are unnecessary or infeasible due to various reasons, including that barrier-free access facilities would be provided in a nearby development project (Footbridge KF54); space available on site was inadequate for the construction of the concerned facilities (Elevated Walkway H107 and Subway KS25); and no vehicular access can be provided for carrying out the construction works due to site constraints (Footbridge NF71). The HyD has reported these situations to the respective DCs. On the other hand, when the Tate’s Cairn Tunnel’s franchise expires in the second half of 2018, a footbridge spanning across the toll plaza will become a public walkway maintained by the HyD (Footbridge ST04). We need to include this footbridge in the Original Programme as it has not yet been provided with barrier-free access facilities. 4 Each DC selected three public walkways (locations) for priority implementation, viz. a total of 54 public walkways (locations). Among them, some public walkways (locations) involve more than one structure number (item), resulting in a total of 57 priority items. 5 One of the two items is Footbridge HF85, of which one exit is located within an adjoining private property. At the latest request of the DC and the nearby shop owners, the retrofitting works of this item should not commence until the barrier-free access facilities could be provided at the concerned exit within the private property. As such, its implementation programme is yet to be formulated. The other item (Footbridge KF115) is a replacement item selected by the Sham Shui Po DC in June 2017, for which we are currently undertaking technical feasibility study. - 4 - local consultation to be settled, and thus their design schemes and implementation programmes are to be formulated in due course.

8. Overall speaking, the 57 priority items under the Expanded Programme (the relevant information is listed at Annex II) are in general being implemented smoothly with about 96% of the items either completed or in the construction stage. As regards the remaining two priority items, the HyD will commence the retrofitting works for these items as soon as possible upon resolving the relevant matters properly.

The Next Phase

9. Pursuant to paragraph 3, the HyD have, starting from December 2016, invited the 18 DCs each to further nominate not more than three existing walkways in their districts for implementation in the next phase of the UA Programme (referred to as the “Next Phase”). The DC consultation exercise has been largely completed in September 2017. In general, the DCs are highly supportive of the Next Phase and have selected a total of 45 walkways 6 for implementation of the lift retrofitting works in the Next Phase. The details are enclosed at Annex III.

10. In September 2017, the HyD has engaged consultants to carry out the investigation for these newly selected lift retrofitting items. Upon completion of the investigation, the DCs will be briefed on the findings and the preliminary schemes of the items. The detailed design work for those schemes confirmed to be technically feasible and supported by the respective DCs will commence afterwards. The construction works of the Next Phase are anticipated to commence progressively starting from the financial year (FY) 2019-20.

FUNDING APPLICATION

11. We estimate that in 2018-19, the above-mentioned works require a budget of $730 million to fund the relevant costs in the said financial year. Subject to obtaining the necessary funding allocation, the costs will be charged to the block allocation Subhead 6101TX – “Universal Accessibility Programme” under CWRF Head 706 – “Highways”.
