It has been working and achieving positive impacts in rural areas in and around Madurai for the past eight years. So far, it has trained above 3000 students through educational activities. Students those who have interest in science have developed as “Junior Scientists” and students those who have interest in Arts have developed as “Little Stars”. At same time various training courses were organized for teaching professionals and the public to empower them in their relevant activities. Further, VERGAL is working together with various organizations having same wave length to serve better on National and International Conferences. And Publication division of VERGAL has published around 20 Books in different disciplines. On this basis, now we are happy to publish an International Journal of multidisciplinary researches. Research should be at the core and must be instrumental in generating a major interface with the academic world. It must provide a new theoretical frame work that enable reassessment and refinement of current practices and thinking. This may result in a fundamental discovery and an extension of the knowledge acquired. Research is meant to establish or confirm facts, reaffirm the results of previous works, solve new or existing problems, support theorems; or develop new theorems. It empowers the faculty and students for an in-depth approach in research. It has the potential to enhance the consultancy capabilities of the researcher. In short, conceptually and thematically an active attempt to provide these types of common platforms on educational reformations through research has become the main objective of this Journal. Journal of Roots seek to publish research findings and articles that would promote research awareness and understanding dissemination. Call for papers The official language of the Journal is English (But the language is depended up on the particular subjects. If need to subject the article will published their own subject language). The Journal invites Empirical, Conceptual papers, case studies, PPP model, Meta analysis, and Field researches from leading academicians, Business peoples, Corporate Sectors, researcher scholars and students from academic institutions, research organizations, non – governmental organizations (NGOs), corporate sectors, civil societies, industries, and others from India and abroad. Procedure for submission of papers The papers should be research based or related, be original and comprise previously unpublished material.Papers must send an abstract of the paper not exceeding 300 words, papers should be typed in MS Word Format with font size 12 Times New Roman. The full paper must not exceed 3000 words, including tables and references. The manuscript should be organized to have Title page, Abstract, Keywords, Introduction, Material & Methods, Findings & Results, Interpretation & Discussion and Conclusion. All quoted, reproduced material should be categorically referenced. Other than this, all contents should be original – authors own words, ideas, findings and arguments. Tables and figures should appear in the document near / after where they are referenced in the text.Photographs must be sharp, and exhibit good contrast.All figures and tables must have a caption that is intelligible without reference to the text. Correct and complete referencing of quoted and reproduced material is the obligation of the author. In the text, references should be inserted in parentheses in full. Papers can be sent by e-mail and a hard copy by post. Previously, the State Planning Commission has published Human Development Report for 8 districts in the past during the period 2003-2008, which was very unique of its kind. The report provided a comprehensive view of the development status of the district in terms of Health, Education, Income, Employment etc. The report would be a useful tool for adopting appropriate development strategies and to address the gaps to bring equitable development removing the disparities. After the successful completion of the same, now the State Planning Commission has again initiated the process of preparation of Human Development Report based on the current status. The initiative of State Planning Commission is applaudable as this approach has enhanced the understanding of Human Development in a better spectrum.

    CUDDALORE DISTRICT DISASTER MANAGEMENT PLAN 2017 1 INTRODUCTION The Cuddalore District Disaster Management Plan for year 2017 is a key for managing disaster related activities and a guidance for emergency management. The information available in DDMP is valuable in terms of its use during disaster. Based on the instructions pertaining to the Sendai Framework Project for Disaster Risk Reduction and on the guidelines of National Institute of Disaster Management (NIDM) formulated by the Central Government and on analysis of history of various disasters that had occurred in this district, this plan has been designed as an action plan rather than a resource book. Utmost attention has been paid to make this Plan Book handy, precise and accurate. During the time of disaster, there may be a delay before outside help arrives. Hence, self-help and assistance from local group is essential in carrying out immediate relief operations. Also, reach to the needy targeted people depends on a prepared community which is alert and informed. Efforts have been made to collect and develop this plan to make it more applicable and effective to handle any type of disaster. Details of inventory resources are given importance in the plan so that during disaster their optimum use can be derived. The important rescue shelters, most necessary equipments, skilled manpower and critical supplies are included in the inventory resources block-wise. Role and responsibility of all departments have been included and the details of control room of various departments, ambulances, blood banks, public health centers, government and private hospitals have been included in this plan.

    CHAPTER V PERFORMANCE REVIEWS (PANCHAYAT RAJ INSTITUTIONS) This chapter presents one performance review dealing with (a) Implementation of National Rural Employment Guarantee Scheme and two mini reviews (b) Utilisation of General Fund by selected panchayat unions and (c) Assigned Revenues to Panchayat Raj Institutions. RURAL DEVELOPMENT AND PANCHAYAT RAJ DEPARTMENT 5.1 Implementation of National Rural Employment Guarantee Scheme Highlights Government of Tamil Nadu launched the National Rural Employment Guarantee Scheme in February 2006 in six districts of the State, in accordance with the National Rural Employment Guarantee Act, 2005 enacted by Government of India. The main aim of the scheme is to provide 100 days of guaranteed wage employment in every financial year to every rural household whose adult members volunteer to do unskilled manual work. A review of the implementation of the scheme in the State revealed the following. ¾ The envisaged five year perspective plan was not finalised even as of October 2007. (Paragraph 5.1.7.1) ¾ Rules for implementing the Act in the State are yet to be framed and notified by the State Government. (Paragraph 5.1.7.2) ¾ Scheme funds of Rs 100.46 crore remained unutilised as on 31 March 2007, with the District Programme Co-ordinators and the village panchayats as the expenditure under the scheme worked out only to 65 per cent of the funds available during 2005-07. (Paragraph 5.1.8.2) ¾ Even as of March 2007, 50.41 per cent of the households were registered of which only 59.07 per cent demanded works and 59.05 per cent were provided with work in all the six scheme-districts in the State.
