The water system in BVL allows for a long residence time for the water in the mains in some ar- eas. A long residence time has shown to be a significant contributing factor in producing DBPs in a water system. Another contributing factor is the presence of a level of dissolved organic matter in the water to react with chlorine to produce the levels of disinfection byproducts (DBPs). Elevated levels of DBPs in the BVL water system have not been an issue since August 2006. In the past regular flushing has controlled the DBP level in the distribution system and TWA is revisiting aggressive flushing to reduce and control the current DBP levels. TWA is also investigating additional improvements to the water system to help prevent a recurrence of this event. Toho Water Authority will be implementing regular flushing as well as the continued quarterly monitoring, and a public notice will be mailed to each customer every 90 days until the MCL violation is corrected.
