Jennings Finance Director J. Everett Moore, Jr. County Attorney The Invocation and Pledge of Allegiance were led by Mr. Vincent. Call to Order Mr. Moore called the meeting to order. M 112 19 A Motion was made by Mr. Burton, seconded by Mr. Wilson, to amend the Amend agenda by deleting Conditional Use No. 2158 filed on behalf of Millsboro and Solar, LLC from the 1:30 p.m. Public Hearing listing, and to approve the Approve Agenda, as amended. Public Public Comments Comments Paul Reiger and Dan Kramer commented on Board of Adjustment matters. March 12, 2019 - Page 2 Public Jim Martin commented on workforce housing. Comments (continued) Ken Bock, Chief Executive Officer of CHEER, gave a presentation on CHEER’s Meals on Wheels / Nutrition Program and the Sussex Seniors Kitchen Capital Campaign, including a funding request in the amount of $400,000. Adminis- Mr. Lawson read the following information in his Administrator’s Report: trator’s Report 1. Advisory Committee on Aging & Adults with Physical Disabilities for Sussex County The Advisory Committee on Aging & Adults with Physical Disabilities for Sussex County will meet March 18th at 10:00 a.m. at the Sussex County Administrative Offices West Complex, 22215 North DuPont Boulevard, in Georgetown. Erin E. Willis, Director of Business Development, SUN Behavioral Health, Delaware, will be speaking on “Services of the Newly Opened SUN Psychiatric Hospital in Georgetown.” The Conference Planning Subcommittee will also meet at 11:30 a.m. to discuss planning for the conference scheduled for May 9th. A copy of the agenda for each meeting is attached. 2. Project Receiving Substantial Completion Per the attached Engineering Department Fact Sheet, Peninsula Lakes – Phase 7A (Construction Record) received Substantial Completion effective February 22nd. [Attachments to the Administrator’s Report are not attachments to the minutes.] First Mrs. Jennings reported that the County recognizes employees for Quarter exceptional service and that a total of thirty (30) employees received Employee recognition for the First Quarter of 2019. Mrs. Jennings announced that Recognition Teresa Ciekot, Recorder of Deeds, was selected to receive the First Quarter Awards Customer Service Award, and Gerri Gorlich of the Library Department received Honorable Mention. South Hans Medlarz, County Engineer, presented the Balancing Change Order Coastal and request to grant Substantial Completion for the South Coastal Library ReadingDRAFT Garden Alterations Project. The Change Order was for drip Library Reading irrigation added to the flower beds and planters and cleaning of existing Garden pavers (increase of $1,456.88) and included balancing of costs (decrease of Alterations $2,726.57), resulting in the credit amount of $1,269.69. Additional contract Project/ days are requested due to weather related delays and scope of work C/O revisions. M 113 19 A Motion was made by Mr. Burton, seconded by Mr. Hudson, based upon the recommendation of the Sussex County Engineering Department, that March 12, 2019 - Page 3 M 113 19 Change Order No. 3 for Contract L19-03, South Coastal Library Reading Approve Garden, be approved decreasing the contract amount by $1,269.69 for a C/O and new total of $193,518.31, and that Substantial Completion be granted, Grant effective February 12, 2019 and any held retainage be released in Substantial accordance with the contract documents.
