Mike Mckee, Executive Director, Seven County Infrastructure Coalition, and Mark Hemphill, Senior Vice President, Rio Grande Pacific Corporation, presented on the Uinta Basin Railway project and addressed questions and comments from the committee and the public. Committee discussion followed.

Raphael Cordray, public commenter, expressed concern regarding the Seven County Infrastructure Coalition and the Uintah Basin Railway Project. Committee discussion continued.

Rep. Stephen G. Handy provided context for the issue, explained the draft legislation, and responded to questions from the committee and committee discussion continued.

Josh Craft, Utah Clean Energy, expressed concern regarding some of the language of the bill and committee discussion continued.

MOTION: Rep. Stratton moved to favorably recommend the bill and committee discussion to the legislation and the motion continued. The motion passed with a vote of 12 - 4 - 0.

Wayne Niederhauser, Executive Committee Member, -Utah Committee for the Games, spoke to the three pillars of the International Olympic Committee, including the environmental pillar's requirements, which Utah will have to meet in order to qualify as a host location for the future Olympic Games, and responded to committee questions and committee discussion continued.

Dan Eldridge, General Manager, Intermountain Power Agency (IPA), presented an overview of IPA's projects and coal procurement practices and answered committee questions and committee discussion followed.

6B - IHS Markit IPA Study, Intermountain Power Agency

Andrew Blumenfield, Head of Market Analytics, North American Coal Service, IHS Markit, discussed IPA's coal mines and coal supply and addressed committee questions.

Brian Somers, President, Utah Mining Association, expressed concerns in responding to IPA's presentation and report.

George Chapman, public commenter, spoke to the issue and committee discussion followed.

7 . Other Items/Adjourn

Chair Albrecht thanked committee staff and retiring committee members Sen. Ralph Okerlund, Rep. Patrice Arent, and Rep. Marie Poulson and turned time over to the retiring members for final comments.

MOTION: Rep. Chew moved to adjourn. The motion passed with a vote of 15 - 0 - 1.
