Although the study, which is based on surveys from 2004 and 2014, shows that most people throughout the Americas do not support vigilantism, the findings highlight challenges in U.S. security assistance to many countries in Latin American and the Caribbean. Citizen selfdefense or vigilante groups have sprung up throughout Latin America and the Caribbean, taking arms to fight organized crime where many believe governments and institutions have failed. The results have typically bred more instability. A recent InSight Crime article indicates Latin America’s history boasts ample examples of how vigilantism often leads to more violence, from Colombia’s paramilitary groups, to Venezuela’s urban militias, to Mexico’s ‘autodefensa’ phenomena, to police militias in Brazil and police death squads in El Salvador and Honduras. In turbulent states like Michoacán, Mexico, organized citizen defense groups (“autodefensas”) rose up in 2013, frustrated with the government’s ineptitude at reining in violence and cartel influence. -

OFS REPORT TO CONGRESS FRONT MATTER OPERATION FREEDOM’S SENTINEL LEAD INSPECTOR GENERAL REPORT TO THE UNITED STATES CONGRESS APRIL 1, 2021–JUNE 30, 2021 FRONT MATTER ABOUT THIS REPORT A 2013 amendment to the Inspector General Act established the Lead Inspector General (Lead IG) framework for oversight of overseas contingency operations and requires that the Lead IG submit quarterly reports to Congress on each active operation. The Chair of the Council of Inspectors General for Integrity and Efficiency designated the DoD Inspector General (IG) as the Lead IG for Operation Freedom’s Sentinel (OFS). The DoS IG is the Associate IG for the operation. The USAID IG participates in oversight of the operation. The Offices of Inspector General (OIG) of the DoD, the DoS, and USAID are referred to in this report as the Lead IG agencies. Other partner agencies also contribute to oversight of OFS. The Lead IG agencies collectively carry out the Lead IG statutory responsibilities to: • Develop a joint strategic plan to conduct comprehensive oversight of the operation. • Ensure independent and effective oversight of programs and operations of the U.S. Government in support of the operation through either joint or individual audits, inspections, investigations, and evaluations. • Report quarterly to Congress and the public on the operation and activities of the Lead IG agencies. METHODOLOGY To produce this quarterly report, the Lead IG agencies submit requests for information to the DoD, the DoS, USAID, and other Federal agencies about OFS and related programs. The Lead IG agencies also gather data and information from other sources, including official documents, congressional testimony, policy research organizations, press conferences, think tanks, and media reports. -

Vigilantism 2 POLICE LEGITIMACY AND SUPPORT FOR VIGILANTE VIOLENCE IN PAKISTAN Abstract Bottoms and Tankebe (2012) recently analyzed the multidimensional nature of police legitimacy and made an argument for its relevance to social order. A few studies have tested the predictive value of their model in explaining everyday legal compliance and support for the police. Using survey data from three communities of varying socio-economic conditions in Pakistan, this paper examines the links between the multiple dimensions of police legitimacy and support for vigilante violence. The findings show overall high levels of support for vigilantism. Regression analysis shows that experiences of police illegality consistently predict support for vigilantism across the three communities. Aspects of procedural justice – specifically, perceived quality of police decisionmaking – predict support for vigilantism in some conditions but not others. Contrary to expectations, quality of interpersonal treatment by police and police effectiveness do not explain support for vigilantism. We also found no evidence to show that feelings of obligation to obey the police mediates the influence of police legitimacy on vigilante support. The implications of these findings are discussed. Resources remained insufficient to fight current and future conflicts, with much of the Army’s equipment “either broken or lacking”, he warned. Sir Graeme’s attack, in a speech to senior officers, is disclosed as Gordon Brown faces questions at the Chilcot Inquiry into the Iraq war. The inquiry has been told that the Armed Forces were forced to cope without a wide range of equipment because of a lack of funds from the Treasury when Mr Brown was chancellor. General Lord Gurthrie of Craigiebank, who was chief of the defence staff from 1997 to 2001, also said soldiers died in Afghanistan because Gordon Brown starved the Army of funding when he was Chancellor. “Not fully funding the Army in the way they had asked ... undoubtedly cost the lives of soldiers. He should be asked why he was so unsympathetic towards defence and so sympathetic to other departments,” he told The Times. -

The Role of the Air Force in the Conduct of the Coup d’Etat Honors Thesis 2018 Graeme Cranston-Cuebas Advisor: Prof. Dennis Smith Committee: Amy Oakes and Hiroshi Kitamura 1 Abstract The literature on civil-military relations universally asserts that air forces play little to no role in the prevention or conduct of the coup d’etat. This thesis contests this claim. Air forces have an extensive history of involvement in planned and attempted coup d’etats. In addition, air forces throughout the developing world are heavily coup-proofed at extreme cost in both military effectiveness and financial resources. The second section of this work establishes a theoretical framework that suggests a plausible explanation for this oversight in the theoretical literature.
