CLIMATE CHANGE POLICY AND POLICY CHANGE IN CHINA * Jonathan B. Wiener Solving the climate change problem by limiting global greenhouse gas (GHG) emissions will necessitate action by the world’s two largest emitters, the United States and China. Neither has so far committed to quantitative emissions limits. Some argue that China cannot be engaged on the basis of its national interest in climate policy, on the ground that China’s national net benefits of limiting greenhouse gas emissions would be negative, as a result of significant GHG abate- ment costs and potential net gains to China from a warmer world. This premise has led some observers to advocate other approaches to engaging China, such as appeal to moral obligation. This Article argues that appeal to national net benefits is still the best approach to engage China. First, appealing to China’s asserted moral obligation to limit its GHG emissions may be ineffective or even counterproductive. Even if climate change is a moral issue for American leaders, framing the issue that way may not be persuasive to Chinese leaders. Second, the concern that China’s national net benefits of climate policy are negative is based on older forecasts of costs and benefits. More recent climate science, of which the Chinese leadership is aware, indicates higher damages to China from climate change and thus greater net benefits to China from climate policy. Third, the public health co-benefits of reducing other air pollutants along with GHGs may make GHG emissions limits look more attractive to China. Fourth, the distribution of climate impacts within China may be as important as the net aggregate: climate change may exacerbate political and social stresses within China, which the leadership may seek to avoid in order to maintain political stability. -

Climate change led to reduced precipitation in North and Northeast China and thus the reduced surface runoff. The public needs for energy were changed because of climate change, e.g. the shorter heating period in winter. Climate change profoundly influenced human health, pathophoresis and major projects by increasing extreme events, including frequency and magnitude, and causing more serious water shortage. Under the background of climate change, although the improved thermal resources can be helpful for extending the crop growth period, more extreme events may resulted in more instability in agricultural productivity. Not only did climate change indirectly affect the secondary and tertiary industries through the impacts on agriculture and natural resources, but also climate change mitigation measures, such as carbon tax, tariff and trading, had extensive and profound influences on the socioeconomic system. -

Contemporary Chinese Politics
Contemporary Chinese Politics Contemporary Chinese Politics considers how new and diverse sources and methods are changing the study of Chinese politics. Contributors spanning three generations in China studies place their distinct qualitative and quantitative meth- odological approaches in the framework of the discipline and point to challenges or opportunities (or both) of adapting new sources and methods to the study of contemporary China. How can we more effectively use new sources and methods of data collection? How can we better integrate the study of Chinese politics into the discipline of political science, to the betterment of both? How can we more appropriately manage the logistical and ethical problems of doing political research in the challenging Chinese environment? In addressing these questions, this comprehensive methodological survey will be of immense interest to graduate students heading into the fi eld for the fi rst time and experienced scholars looking to keep abreast of the state of the art in the study of Chinese politics. Allen Carlson is an associate professor in Cornell University’s Government Department. He is the author of Unifying China, Integrating with the World: Securing Chinese Sovereignty during the Reform Era (2005) and the coeditor (with J. J. Suh and Peter Katzenstein) of Rethinking Security in East Asia: Power, Identity and Effi ciencies (2004). His articles have appeared in the Journal of Contemporary China and Pacifi c Affairs . Mary E. Gallagher is an associate professor of political science at the University of Michigan and the director of the Center for Chinese Studies. She is also a faculty associate at the Center for Comparative Political Studies at the Institute for Social Research. -

Peng # Springer Science+Business Media, LLC 2011 Abstract Despite significant development, small and medium-sized enterprises (SMEs) in China continue to experience institution-based barriers, especially in the area of innovation. What exactly are these barriers? How do these barriers influence innovation? How about the status quo of the institutional environment for SMEs’ innovation and development? We seek to uncover these underexplored areas by developing a model characterized by a cost-risk-opportunity (CRO) innovation triangle. Wethen enrich this model by interviewing 82 top managers and owners at 41 SMEs. We identify the five key institution-based barriers to innovation in China: (1) competition fairness, (2) access to financing, (3) laws and regulations, (4) tax burden, and (5) support systems. These findings enhance the institution-based view of entrepreneurship by shedding light on how institution-based barriers affect innovation in SMEs. Keywords Small and medium-sized enterprise (SME) .
