The Country handled the impact of the conflict efficiently, thanks to a good internal response mechanism that guaranteed the rapid restoration of basic services (water, electricity, health services, transportation) and thanks to the immediate dispatch of humanitarian aid by the international Community.

The conflict directly affected only some areas of the country and the political and religious divisions have imposed additional considerations on the distribution of aid.

The areas affected by the conflict face structural problems that aren’t necessarily linked to the conflict but which were exacerbated by it: high level of internal emigration; high level of unemployment; weakness of the public system; weak economic productivity Italy’s Contribution at Stockholm

The “Emergency Initiative for the Rehabilitation, Occupation, Services, Development (ROSS),” promoted by the Directorate General for Development Cooperation (DGCS) of the Italian Ministry of Foreign Affairs has the following objectives: • to intervene in regions affected by the conflict to contribute to the return of the people to abandoned villages • to rehabilitate villages and to improve the social, economic and environmental conditions of the population and of the territory

These objectives fall within the general aims of the Italian intervention: • promotion of peace, of solidarity, of social and civil development • environmental protection • affirmation of rights • itintercult ural ldil dialogue • strengthening the role of the Lebanese civil society in all its components. • Economic Activities Sector Rehabilitation of economic sectors in the areas most affected by the conflict through the restoration and strengthening of income generating activities in a rural and urban context with attention to the empowerment of women and to gender issues.

• Social, Educational, Healthcare Sector Rehabilitation of social services and revitalization of community network in terms of health, education and social assistance.

• Basic Services Sector Restoration of essential services for the population: water supply; sewage systems; transportation; solid waste management; local administration, etc.

The ROSS Emergency Program identified two main priority issues that must be addressed by the Program’s projects, regardless of sector of intervention.

• Shortly after the clashed between the Lebanese army and the Fatah Al- group, the ROSS Emergency Program mobilized its resources to provide immediate assistance to the families displaced including:
