Flood Risk Management Plan for Riga City
About plan Flood Risk Management Plan for Riga City Different territories of Riga City flood for various reasons (spring spate, intense precipitation, wind surges, malfunctioning melioration and rainwater drainage systems) or for combinations of reasons, posing a threat to residential areas, manufacturing or public buildings and other forms of infrastructure. In addition, flood may cause environment pollution from manufacturing companies and present risks to monuments of architecture and culture, and it potentially endangers specially protected nature territories and sites. The most serious flood risks that endanger Riga City are connected with wind surges in Riga Bay (as opposed to spring spate, downpours or melting snow); therefore, the most significant flood prevention measures are linked with protection against flooding caused by wind surges. Observations so far indicate that simultaneous occurrence of spring spate and wind surges is impossible, and since the risk of spring spate is lower, then, whilst primarily protecting territories from sea water surges, they will also be protected from flooding caused by spring spate. According to the climate change forecasts, the frequency and extent of flooding in future will grow, thus increasing the risk of flooding even more. To ensure sustainable development of the city it is necessary to reduce the flood risk endangering inhabitants and property by balancing environment, social and economic interests. The reduction of risk will considerably lessen the damage that flood could cause the owners and governments at all levels. The aim of flood risk management is to manage the flood risk in a way that the balance is obtained among the environmental, social and economic needs that are and will be influenced by flood risk prevention measures. -
Lithuanian Regional Fdi During the Litas Period, 1997-2013
Journal of International Business Research Volume 17, Issue 1, 2018 LITHUANIAN REGIONAL FDI DURING THE LITAS PERIOD, 1997-2013 Gregory J Brock, Georgia Southern University ABSTRACT FDI in to the ten counties of Lithuania 1997-2013 is substantial and widely dispersed. Applying a standard model of FDI impact on regional economic growth reveals dispersion of FDI as well as the amount has contributed to stronger regional growth. Results are not sensitive to the uniqueness of greater Vilnius though the county with the national capital continues to attract the most FDI and has suffered least from the demographic crisis. Greater attention to human capital development outside of greater Vilnius is recommended to continue to attract FDI to rural areas of the country with a focus on new goods exports to enhance labour productivity. JEL: F3, P2, P25 INTRODUCTION The inflow of Foreign Direct Investment (FDI) in to a small transition economy experiencing high emigration is understudied with Lithuania having the most challenging demographic crisis of any country in Europe (IMF, 2015). Once FDI arrives in a transition country it is often concentrated in a few urban areas leading to large inequalities across and within regions. Lithuania is no exception with the three counties with the three major cities having much better labour markets than other counties especially rural areas (OECD, 2018). While regional FDI is examined in the literature, how much FDI flows to urban centres versus rural areas is often ignored. Here we examine rural and urban FDI inside Lithuanian’s counties as the economy recovers from the 1998 financial crisis and through the Great Recession some 10 years later using a standard approach to FDI inflows applied to other countries but never Lithuania. -

Abstract. Today, attention is paid to urban sustainable development and a resident as of a sustainable urban economic development in the core and foundation and most problem is the migration of them. It’s important to remember that the city is the socio-economic development and improvement of local promoter based resident. Given that both in Riga and in the whole country's population is shrinking, which is based on the migration problem. Riga is the largest and one of the economically richest municipalities and the capital of country in same time, it should serve as a model as a prop adjacent municipalities. It is important to remember and to follow Riga's sustainable development strategy according 2030 guidelines, which states that every neighborhood has equal opportunities to grow, develop and live, but is not currently being met. Given that the average active economically population is 62% of the employed population and 46% of the total population, which is critical in the city and surrounding sustainable development. Therefore, within the framework of the article it will be considered as a resident of the city affects urban sustainable economic development and will highlight the city of Riga overall economic performance and each residential area separately. -
