CARSON CITY CONSOLIDATED MUNICIPALITY NOTICE OF A MEETING OF THE CULTURAL COMMISSION NOTICE TO PUBLIC: The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the Governor’s Declaration of Emergency Directive 006, which has suspend the provisions of NRS 241.020 requiring the designation of a physical location for meetings of public bodies where members of the public are permitted to attend and participate, public meetings of Carson City will NOT have a physical location open to the public until such time this Directive is removed. Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Carson City Cultural Commission meeting at www.carson.org/granicus and by clicking on “In Progress” next to the meeting date, or by tuning in to cable channel 191. Members of the public who wish to participate during a public meeting may do so by providing public comment during the two designated public comment periods, indicated on the agenda, via videoconference or telephonic appearance. Call to Order, Roll Call, and Determination of Quorum 2. Public Comment: The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of the Carson City Cultural Commission. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. 3. For Possible Action: Adoption of Agenda as presented. 4. For Possible Action: Approval of Minutes (January 27, 2020). 5. For Possible Action: Discussion and possible action to make recommendations to the Redevelopment Authority regarding applications requesting FY20/21 Redevelopment Arts & Culture Special Event funding. Staff Summary: The Cultural Commission will evaluate, prioritize and make recommendations to the Redevelopment Authority regarding the budgeted expenditure of $25,000 for Arts & Culture Special Event funding from the Redevelopment Revolving Fund for FY20/21. Cultural Commission recommendations will be presented at the Redevelopment Authority June 4 meeting (tentative). (Mark Salinas, [email protected]) 6. For Discussion Only: Presentation and discussion of the Department of Arts + Culture and the Carson City Cultural Commission FY19/20 Annual Report and FY20/21 Work Plan. Staff Summary: As per CCMC 2.41.060, “The commission shall submit an annual report and work-plan to the board of supervisors no later than May 1 of each year.” An abbreviated FY 20/21 Report and Work Plan submitted by the Cultural Commission Chair, Vice Chair, and Department of Arts + Culture was included on the Board of Supervisors Agenda May 7, 2020 as a Consent Agenda Item. For Possible Action: Discussion and possible action regarding the adoption of Department of Arts & Culture’s Project Calendar and Budget for Public Art Programming for FY20/21. Staff Summary: The Cultural Commission will evaluate and prioritize projects presented by the Department of Arts & Culture that are in fulfillment of the Arts & Culture Master Plan. Carson City Public Art Programming for FY 20/21 is funded by the projected $39,828 revenue from the 1% Transient Occupancy Tax. The Commission will allocate these funds, as appropriate, for recommended projects in FY 20/21. 8. For Discussion Only: Department Report. 9. Commissioner Reports and/or Comments. 10. Capital City Arts Initiative (CCAI) Executive Director Sharon Rosse introduced herself and announced that the exhibit titled Saludos Amigos at the CCAI Courthouse Gallery would be coming down Thursday morning, January 29, 2020. She stated that the exhibit titled Impact by Paula Chung would be the next exhibition at the CCAI Courthouse Gallery and would be opening on February 7, 2020. She mentioned that the reception for th exhibit titled Faces and Places was scheduled for February 28, 2020 from 5:30 p.m. to 6:30 p.m., and attendees could meet the artists at this time. She also announced that the Carson High School Advanced Photography program student exhibit titled Photo Finished 2020 would be shown at the Community Development Building, the Brick. 3.
