pac 2018 supporters.indd 1 5/7/2018 9:24:37 AM FEATURE STORY Trade Wars: It's All About Leverage

ith the U.S.-China trade war looking increasingly omi- nous, two questions are on theW minds of many: do trade deficits matter and which side has more to lose? Economists of almost all stripes agree that trade is good, that trade deficits don’t really matter, that the nation that imposes tariffs hurts itself, and that if it faces retaliation, the harm is made worse.

So why is Trump threatening steep tariffs on Chinese imports? That relates to the second question: China has much more to lose economically in an all-out trade war than the U.S. But that is not the end of the story.

Chinese exports to the U.S. totaled $500 billion in 2017, 4% of its GDP. Our exports to China were just $130 longer consider China as a safe place defense system on their territory, China billion, or 0.7% of our GDP. Now, the U.S. is not Japan or South China could conceivably sell the Korea, so things are much more U.S. Treasuries they hold, but, at a If the economic leverage is with the complicated, but the Chinese are stra- minimum, that would push up China’s U.S., the political leverage rests fully tegically ready. On the contrary, key congressional Republicans, such as Finally, if China retaliates against U.S. when China was angry at South Korea whiskey from Mitch McConnell’s home firms, global manufacturers might no for placing a U.S.-owned anti-missile 16 JUNE 2018 | Houston Builder | Greater Houston Builders Association – Building a Better Future A BUILDER’S BEST FRIEND state of Kentucky, and Harley Davidson motorcycles, since they come from Wisconsin, the home state of House Speaker Paul Ryan.

China’s strategy is to get enough constituents, farmers, and business leaders mad at enough members of Congress in general—and Republicans in particular—to pressure Trump to back down.

Domestically, there is simply no way China can be seen as folding under U.S. pressure. On the contrary, President Xi faces pressure to project China as a world power. And true to form, the Chinese are quickly seeing and raising the tariff ante. As such, China is saying they will not back down, are prepared to suffer any financial costs, and are prepared to play a long game.

For Trump to win under these condi- tions, he will have to be prepared to tolerate a great deal of political pain if his demands are not met, and convince the Chinese that his pain tolerance and endurance is greater than that of Beijing.

My bet is that the Chinese either play to Trump’s ego and give him a series of symbolic but largely hollow victories, or that China makes concessions they have offered in the past, but (importantly) offer no timetable for implementation and skirt the core U.S. complaints. That way Trump can claim he has won, but the status quo will essentially be maintained. And, in that case, the Chinese will have emerged victorious. Let the games begin. n

he first thing you notice about the three-acre Wellsprings Village community in Southwest THouston is its peacefulness, broken only by the sound of birds and bull- frogs in the nearby bayou. It's an appropriate locale for the protected family-style homes that offer safety and refuge to their residents, whose lives generally have been anything but peaceful.

Founded in 1988 to aid homeless and abused women, Wellsprings Village is a nonprofit charitable orga- nization that has assisted hundreds of women by offering a safe envi- ronment, counseling services, and career-sponsored workshops.

CHASE AWARDS MORTGAGE-FREE HOME TO FAMILY DISPLACED BY HURRICANE HARVEY

Chase, in partnership with the Houston Area Urban Community Development Corporation (HAUCDC) have donated a mortgage-free, fully renovated home to Hurricane Harvey victims, the Avant family. In addition, area-businessman and philanthropist Jim “Mattress Mack” McIngvale generously surprised the family with nearly $14,000 in furniture and accessories from Gallery Furniture to help the Avant family transition into their new home. “This was the home where we started our family, where we first brought home our baby girl, and in one night, it was all gone,” said Drew Avant. Luckily, the Avant family, Jaclyn, an elementary school teacher, Drew, who works in construction and their four-year old daughter were safe at a family member’s home near Waco during the storm. After watching the news all night, Drew Avant received a text message the next day from a friend serving in the local fire department. The text simply said, “I’m sorry, man,” and included a photo of the Avant’s Friendswood home under over four feet of water. Without flood insurance, their dream home was gone, and they would have no means to rebuild. Since the hurricane, the Avant family has lived in a series of temporary housing arrange- ments. “It has been rough on our family, very emotional. We are happy and grateful to Chase and HAUCDC for this generous donation and helping us to bring our family together in a home of our own and get back to our routine,” said Jaclyn Avant. “Alongside our partners HAUCDC, we are happy to present the Avant family with a mortgage-free home so they can continue raising their family and contributing to their community,” said Mike Weinbach, CEO of Chase Home Lending. “At Chase, we want to be there for our customers and communities during good times and bad. After the storm, we saw that housing was the greatest need with tens of thousands of Houston families in hotels and shelters. We knew we had to work quickly to help get families, like the Avants get back in their homes. Chase is part of the ‘Houston Strong’ community and we will continue to help our neighbors and customers recover from this devastating storm,” he added. “After Hurricane Harvey, it is more important than ever that we help those families who lost everything. We are proud of the partnership with Chase that made this event today a reality. We also want to thank Gallery Furniture and Jim “Mattress Mack” McIngvale for their contribution to this deserving family,” Executive Director Benny Rodriguez said. “The board of directors and staff of HAUCDC is honored to be a part of this donation of a new home.”

The evaluation process of vendors/suppliers really boils A true trade partnership has tremendous value to builders, down to two categories: price and quality of service. The helping to solidify future business and revenue for both price pillar is fairly cut and dry; one price is higher, and one is parties. If that trade partnership is not very strong, it can lower. 40 JUNE 2018 | Houston Builder | Greater Houston Builders Association – Building a Better Future In my experience, here are a few key areas critical to and to the public who will ultimately buy the home. This is creating partnerships of value: critically important to understand and appreciate.

Strong communication. I’m a big believer in good Is the jobsite clean when the work is done? Whenever communication. Half the problems in our world are you may have to deal with a homebuyer or homeowner, due somehow, someway to bad communication, or, is it professional and courteous? That homeowner or communication that could have been better. homebuyer is looking at you as a representative of your trade partner, the builder they are buying that home from. Bad communication runs rampant throughout our industry Trust me, if there is a problem with their Westin home, that specifically, both from the builders as well as the vendors first phone call isn’t going to be made to your company, and suppliers. When it comes to unpleasant news about or any other vendor or supplier, it’s getting made to the something (e.g. you can’t show up at job site on the date homebuilder. Period. Just to get that trade partner off your back, you say, primary form of communication. That is reality. It’s efficient “We’ll have it done by Friday.” and creates a document and communication trail. opefully everyone enjoyed Houston’s one week of HSpring (give or take) because Summer is here, folks! The April and May Associate Council meetings had record attendance and we truly appreciate our speakers and thank them for their time. The GHBA membership is growing and with so many new faces, we’d like to encourage all of you to get involved!

The Associate Council hosts many of the GHBA’s favorite events (Chili Cook-Off, BBQ Cook-Off, Adopt-a-Family Holiday Project, Spring Golf Tournament, and more). We invite YOU to jump in and make your mark on any one of our awesome committees. If you have questions or would like more information, please reach out to any Associate Council board member and we’ll be happy to help.

A great place to start is by attending the council’s monthly luncheons, and the June panel will be hot! We will feature sales and marketing executives to speak on the latest sales trends and what buyers are looking for in the quest for a dream home. This is a can’t-miss meeting! Hope to see you all at there on June 7.
