And a goodly proportion of those who have come once to taste those pleasures have returned year after year not only to "waste time," in the words of Celia, but to renew strength and vigor of body and soul by breathing the pure air, tramping over the hills, resting in the cool woods, and bathing in the shining lakes. Neither history nor tradition tell of the beginning of Jaffrey as a pleasure resort, but more than one hundred years ago the town found it necessary to license places of refreshment for mountain visitors (see The Grand Monadnock), as appears from John Fife's advertise­ ment in the New Hampshire Sentinel of August 6, 1824: The subscriber will be ready to wait on who shall visit Monadnock this season after Tuesday next at the brook about one-half hour's walk southeast of the pin­ nacle where he is erecting a sufficient building as shelter from the sun, rain or the chills of night. Tea and coffee, with suitable meats and drinks will be provided. Horses may be left at his house on the turnpike.

O’Donovan, Division Director OFFICIAL LIST OF PUBLIC WATERS Published Pursuant to RSA 271:20 II (effective June 26, 1990) IMPORTANT NOTE: Do not use this list for determining water bodies that are subject to the Comprehensive Shoreland Protection Act (CSPA). The CSPA list is available on the NHDES website. Public waters in New Hampshire are prescribed by common law as great ponds (natural waterbodies of 10 acres or more in size), public rivers and streams, and tidal waters. These common law public waters are held by the State in trust for the people of New Hampshire. The State holds the land underlying great ponds and tidal waters (including tidal rivers) in trust for the people of New Hampshire. Generally, but with some exceptions, private property owners hold title to the land underlying freshwater rivers and streams, and the State has an easement over this land for public purposes. Several New Hampshire statutes further define public waters as including artificial impoundments 10 acres or more in size, solely for the purpose of applying specific statutes. Most artificial impoundments were created by the construction of a dam, but some were created by actions such as dredging or as a result of urbanization (usually due to the effect of road crossings obstructing flow and increased runoff from the surrounding area).

Polluted runoff water from the landscape is washing into our lakes, causing toxic algal blooms that make swimming in lakes unsafe. Failing septic systems and animal waste washed off the land are contributing bacteria to our lakes that can make people and pets who swim in the water sick. Toxic products used in the home, on lawns, and on roadways and driveways are also reaching our lakes, poisoning the water in some areas to the point where fish and other aquatic life cannot survive. NH LAKES has found that most property owners don’t know how their actions affect the health of lakes. What is LakeSmart? The LakeSmart program is an education, evaluation, and recognition program that inspires property owners to live in a lake- friendly way, keeping our lakes clean and healthy. The role of the Commission is to (a) Develop approaches for achieving cooperation among communities, private property owners, environmental nonprofit groups, and state and federal agencies in solving the problem of inadequate septic systems. (b) Determine the most effective method for identifying potential non-state approved septic systems located within 75 feet of surface waters. (c) Determine what approach or approaches that respect private property rights can be taken to effect remediation of septic systems on private property, including regulatory, educational, and financial incentives. (d) Consider the ramifications of climate resilience, such as future groundwater and sea level rise, on the design and location of septic systems.     RECREATIONAL RESOURCES INTRODUCTION Recreational and community resources are important to the life and vitality of any community. In Jaffrey, the two are linked more often than not. Jaffrey is the town that is host to Southwestern New Hampshire’s name and symbol: Monadnock. Jaffrey has a direct interest and future stake in the recreational opportunities that Mount Monadnock and its environs have to offer. The Town’s devotion to recreational opportunities can be summarized through the mission statement adopted by Jaffrey’s Recreation Department, “To create and sponsor recreational opportunities for all community members, which enhance the quality of life and provide a positive and safe environment for body, mind and spirit.” Jaffrey’s 2005 Community Survey contains responses and valuable information indicative of trends on how people in Jaffrey spend their recreational time. When asked, “In what ways do you enjoy Jaffrey’s recreational opportunities?” citizen responses were as follows: Figure 11 7. In what ways do you enjoy Jaffrey's recreational opportunities? When compiled, the responses reveal that Mount Monadnock, the Jaffrey Public Library, Thorndike and Gilmore Ponds, and Lake Contoocook comprise the overall majority of “enjoyed recreational facilities”.
