Plaintiffs and many other putative class members are appropriate for placement in community settings and are not opposed to such placements. Defen- dants, however, have not offered them any alternative to remaining institutionalized, even though the costs of providing community services to them would be far less than the costs of continuing to institutionalize them. Defendants also have not developed or implemented an integration plan with concrete timelines and benchmarks to offer and provide community alternatives to Plaintiffs and other individuals with mental retardation who are unnecessarily institutionalized in state psychiatric hospitals and are not opposed to community placement.
