HBA News An increase in National retail vacancies helped push up overall high street vacancy rate for the first time in two years, according to new statistics. New figures from the Local Data Company (LDC) reveal that 11% of all high street properties — both retail and leisure units — were empty for the three months from April to June 2017. Source: Retail Gazette July 28 2017

The vacancy rate had been in slow decline since the 11.7 per cent recorded in mid-2015, dropping to 10.9 per cent in prior quarter, from January to March. “We have become used to talking about the effects of ‘uncertainty’ on retail, as though uncertainty is not natural in business. But uncertainty really only applied to the period before the referendum, when we were simply unsure of the outcome. The question at this point is whether consumers and the businesses that service their wants and needs are approaching the future with optimism or trepidation. Confidence is key.” - LDC director Matthew Hopkinson. Overall, there are 796 business units within the HBP SPRING/SUMMER VACANCY SURVEY RESULTS scope of the bi-annual HBP Vacancy Survey. Volunteers from HBA undertake the survey, reporting closures and change of ownership (or lease). With 43 properties currently vacant, this equates to a vacancy rate of 5.4%. This is unchanged from the previous period (Winter 2016). Western Road says farewell to Portland Road has a vacancy rate of Western Newstore, Sage and 7% - 12 businesses including GJP Relish, David Rose Fruiters, Flooring, Small Talk Play Café and Hearty Appetite and Aumthong Shepherd & Sons Solicitors have Thai Restaurant. New Man at the Top hilst not part of Hove and Portslade, there’s no denying the importance to our City of British Airways Wi360, which in Summer entered its second year with a new leader at the helm. Executive Director Steve Bax joined the attraction in July 2017 from English Heritage, bringing with him a wealth of experience of both tourism and business. In his former role, he oversaw 93 properties ranging from castles and palaces to Roman villas and monuments. Heritage is as much about creating the future as celebrating the past, and having immersed himself in history for more than a decade, Steve was hugely excited about moving to British Airways i360; a ground-breaking new attraction that has won nine awards for its modern design and innovation. In his first weeks in Brighton, Steve celebrated alongside owners David Marks and Julia Barfield as British Airways i360 marked its one-year anniversary, and he is now looking forward to working with other attractions and businesses to promote the city. “As we enter our second year there are many reasons to be proud of British STEVE BAX, BRITISH AIRWAYS I360 EXECUTIVE DIRECTOR. “Save George Street”

George Street employs over 813 people, one of the largest employers in the city. Business owners and their employee’s depend on their livelihoods on a thriving retail and recreation area. Businesses in George Street face a stark choice if this is not dealt with; chain stores closing down their Hove store and independents going bankrupt, it could leave the community without a convenient local shopping area and an increase in unemployment. With high business rates, high rents, the drop in footfall adds to the existing pressure on this famous 100 year old high street. It is regular and noticeable that trade drops about 3.00pm in the afternoon in summer, as well as in the winter, but trade is reinvigorated in the winter due to being opened to the traffic at 4.00pm.

3.00pm to 6.00pm represents a period that equates to 33% of the working day’s potential earning ability, a large percentage that would be a huge help in the street’s survival. This period is known in the street as ‘The Dead Zone’. To change to a yearly earlier opening time benefits not only the businesses, but the community and the parents and children of St. Andrews.

We want to try and regenerate this street and for this to be done over a period of time. We have a five stage plan, of which this ‘Deputation’ to open the street up at 3pm all year round is Stage 1. The two seasonal time shifts are ludicrous cars to be allowed in at 3.00pm all year round, but at the same time we want and illogical, and we seem to be the only street in the county, if not the country, all the cars out of the street by 10.00am. People believe they have a pedestrian that has this in place. We also seem to have a very strict regime here in George street, but it’s an illusion. The street closes at 10.00am but cars can remain in Street compared with other streets in Brighton. the street for hours after. Our proposal will allow the cars in 3.00pm, but it will be a pure pedestrian zone for five hours. This creates a fair and balanced use of This solution will hopefully help the businesses to be able to stay open and keep the street to all users, businesses, employees, local community and of course people employed at this immediate time, and hopefully the problems addressed the general public of Hove. will all combine to make this street better and attract more people. There is no point in having a pedestrianised street if there are no pedestrians. The street In 2015 the George Street traders approached the council to change the opening goes dead at 3pm – 3.30pm. We have experienced this for years, catalogued it times to an earlier constant time all year round. The council decided to ignore and now we are letting people know this is going on. This has now generated a the petition, even though a 93% majority not only wanted it, they needed it. Of massive swell of public support to put this right. the 88 businesses at that time, 82 was For, 2 Undecided, 4 Against. Directly after the petition was declined 11 businesses left the street. High street names People seemed to think we wanted the traffic in the street all day! We want the like Greggs, Royal Bank Of Scotland, QS, New Look, Coffee Republic, Dorothy Perkins etc, etc... upped sticks and left, the other businesses were independent and they went bankrupt.

Since 2015, trading conditions have deteriorated and have hugely impacted on George Street. Tesco now require a minimum spend of £5 to allow parking for greater than 30 minutes in their car park. This change has put off people visiting George Street, and people have decided to stay away in great numbers. Some businesses have suffered by at least 10%, others by 25%, and some even higher.

St Andrew’s school is in the process of expanding pupil numbers by 50% from just over 300+ to 600 pupils. This has put additional pressure on local traffic flow and the lack of parking in the area. This presents George Street, as well as the parents, with an opportunity to solve the growing problem and benefit, if parents and carers could park in George Street, then collect their children from St. Andrew’s and then possible additional customer numbers for George Street.

PUBLIC CONSULTATION VOTE RESULTS The public consultation ran between 01/08 to 09/09 2017, and 1,293 people participated. 958, 74.1% voted ‘Yes’ - 328, 25.4%, voted ‘No’ - 7 votes not register. An overwhelming 3:1 voted by the general public for the changes proposed by the SCGS ‘Deputation’ submitted by the businesses, employees and com- munity of George Street. PAGE 12 WWW.HOVEBIZ.COM
