CITY PLANNING COMMISSION June 14, 2000/Calendar No. 13 C 000295 PPX IN THE MATTER OF an application submitted by the Department of Citywide Administrative Services, pursuant to Section 197-c of the New York City Charter, for the disposition of two (2) city-owned properties, pursuant to zoning Block Lot Address or Location 2691 104 1049 Hall Place 2717 63 1013 Fox Street Borough of The Bronx, Community District 2. The application for the disposition of city-owned property was filed by the Department of Citywide Administrative Services (DCAS), Division of Real Estate Services (DRES) on December 29, 1999. On May 24, 2000 DCAS/DRES revised the application by withdrawing one (1) property, 1049 Hall Place (Block 2691, Lot 104). BACKGROUND DCAS proposes the disposition of two (2) city-owned properties pursuant to zoning. The properties to be disposed of are located in the Longwood section of Community District 2. The aforementioned parcels are located within the South Bronx Neighborhood Development Plan Project Area; however, they are not designated development sites. Most of the neighborhood is zoned R6, R7-1 and R7-2 with C 1 and C2 commercial overlays along the major streets and avenues. The central business district along Southern Boulevard, is zoned C4-4. The Longwood neighborhood is primarily residential in character with community facilities such as St. Athanasius Church and Primary School, the Longwood Public Library; and the new 41' Police Precinct Station House located at Bruckner Boulevard and Longwood Avenue. Bill Rainey Memorial Park is located at Intervale Avenue and Beck Street. A central commercial strip transverses the area along Southern Boulevard. The elevated Bruckner Expressway divides the Longwood and Hunt's Point neighborhoods. Longwood has good vehicular accessibility and mass transit services. The Bruckner Expressway services the district by providing access to Westchester County and New England. The #2 and #5 elevated subway lines run along Westchester Avenue with three stops: Prospect Avenue, Intervale Avenue and Simpson Street. The #6 subway line runs along Southern Boulevard with three stations: East 149' Street, Longwood and Hunts Point avenues. 1049 Hall Place (Block 2691 Lot 104) is a vacant and fenced lot measuring 25 feet by 106 feet (2,650 square feet) and located in an R7-1 zoning district. DCAS/DRES proposes that this lot would be assembled together with lots 97, 98, 100 and 101, which were already ULURP approved for disposition. The assemblage contains an area of approximately 24,800 square feet. The lots are zoned R7-1 and are adjacent to small privately-owned vacant lots and two-story row houses on both sides. The remainder of the block contains additional two- and three-story row houses including recently constructed N.Y.C. Housing Partnership Homes, a house of worship, scattered privately- owned vacant lots and four five-story walk-ups. There are no other city-owned vacant lots on the block. 2 C 000295 PPX 1013 Fox Street (Block 2717, Lot 63) is an irregularly shaped vacant and fenced corner lot measuring 50 feet by 111 feet (7,000 square feet) located in an R7/C1-4 zoning district. Adjacent to the lot are two privately-owned vacant lots to the east and Public School No. 150 and playground to the north. Three-story row houses with ground floor commercial uses, five-story multiple dwelling and recently constructed N.Y.C. Housing Partnership Homes, characterize the remainder of the block. There are no other city-owned vacant lots on the block. ENVIRONMENTAL REVIEW This application (C 000295 PPX ) was reviewed pursuant to the New York State Environmental Quality Review Act (SEQRA), and the SEQRA regulations set forth in Volume 6 of the New York Code of Rules and Regulations, Section 617.00 et seq. and the City Environmental Quality Review (CEQR) Rules of Procedure of 1991 and Executive Order No. 91 of 1977. The lead agency is the Department of City wide Administrative Services. This application was determined to be a Type IT action which requires no further environmental review. UNIFORM LAND USE REVIEW This application (C 000295 PPX) was certified as complete by the Department of City Planning on January 31, 2000, and was duly referred to Community Board 2 and the Borough President, in accordance with Article 3 of the Uniform Land Use Review Procedure (ULURP) rules. 3 C 000295 PPX Community Board Public Hearing Community Board 2 held a public hearing on this application on March 29, 2000, and on that date, by a vote of 22 to 0 with 1 abstention, adopted a resolution recommending approval of the application stating that "1049 Hall Place was approved with the understanding that it already was under the jurisdiction of HPD and is part of the Boston Road South Partnership Site" Borough President Recommendation This application was considered by the Borough President, who issued a recommendation approving the application on May 9, 2000. City Planning Commission Public Hearing On May 3, 2000 (Calendar No. 1), the City Planning Commission scheduled May 17, 2000, for a public hearing on this application (C 000295 PPX). The hearing was duly held on May 17, 2000 (Calendar No. 9). There were no speakers and the hearing was closed. CONSIDERATION The Commission believes that the disposition of Block 2717, Lot 63 is appropriate. The Commission notes that on May 24, 2000 DCAS/DRES amended the application and withdrew one (1) property: 1049 Hall Place (Block 2691, Lot 104) for HPD's Partnership Housing Program. 4 C 000295 PPX The Commission believes that 1013 Fox Street (Block 2717, Lot 63) should be returned to private ownership as part of an effort to increase the City's tax rolls while reducing management and oversight burdens. Disposition would make possible the return of this property to productive use and the elimination of its blighting influence on the neighborhood. RESOLUTION RESOLVED, by the City Planning Commission pursuant to Section 197-c of the New York City Charter, that the disposition of one (1) city-owned property, (Block 2717, Lot 63, pursuant to zoning, Borough of The Bronx, Community District 2, proposed in an application by the Department of Citywide Administrative Services, dated December 29, 2000 and amended on May 24, 2000, is approved. The above resolution (C 000295 PPX), duly adopted by the City Planning Commission on June 14, 2000 (Calendar No. 13), is filed with the Office of the Speaker, City Council, and the Borough President in accordance with the requirements of Section 197-d of the New York City Charter.
