An Administrative Review Board will be convened to review your case to determine ifyour continued detention is necessary. 2. The AdministrativeReview Board will conduct a comprehensivereviewofallreasonably availableandrelevantinformationregardingyour case. At the conclusionofthis review the Board will a recommendationto: ( 1) releaseyou to your homestate; (2 ) transfer you to your homestate, withconditions upon by the UnitedStates your homestate; or (3 ) continue your detentionunder United States . 3. The following primary factors favor continued : a. Commitment 1. The detajnee statedthat in the summer of2001, at the al Safa district mosquein Saudi Arabia, an individualspoke to the detaineeabouta fatwasupportingjihad inKashmir. The detainee thought he could do a good deed by helpingotherMuslimsfight the jihad. 2. The detaineetraveled from SaudiArabia to Yemen, to the UnitedArab Emirates, and thento Iran. From Iran, the detaineetraveled to Herat, Afghanistan, andthen to an Arab Guest House inKandahar, Afghanistan Thedetaineestated everyone at the guest house inKandahar hada Kalastinikovrifle 3. The detainee stated that he left his passport at an Arab guest house in Kandahar, Afghanistan and thenhe left for training. 4. The detaincestated that aftertwo weeksat the al Farouqtrainingcamp, the 11 September2001 attacksoccurred, so the leadersat al Farouqdispersedthe camp. Thedetainee statedthat hewent toKhowst, Afghanistan, wherehesleptin a tent. 5. The detaineestated that he was convincedto go to Afghanistanby a possibleal Qaida recruiterandthat hedidattendan al Qaidatrainingcamp. b. Training The detainee stated that whileat al Farouqtrainingcamp hetrained onthe Kalashnikov rifle, rocket-propelledgrenade, a handgun, and the Bika rifle. c . Connections/ Associations The detainee's name and alias, along with his possession of a Saudi Arabian passport and important papers , are listed on a document recovered from safe house raids associated with suspected al Qaida in Karachi, Pakistan . d . Intent The detainee stated that he supports the actions of bin Laden and others who carry out acts of terrorism . The detainee stated that he moderately supports the beliefs and actions of the Taliban . e. Other RelevantData 1. The detainee stated thathis homeland is a sacred land and peoplethere felt an duty to defend Palestine The detainee stated thatthis duty was bothreligious and patriotic in nature, and that his soul was inhis homeland ofPalestine. 2. The detainee stated he was raised to hate the Jewish people and because the United States openly supports Israel, they have attractedthe hatemost Muslims feel towards the Jews and Israel 3. The detaineestated that afterapproximatelythreemonthsin Khowst, Afghanistan, he was injuredin a hand grenadeaccident, takento a clinicinKhowst, and then smuggledacross the borderto a hospitalinPakistanwherea pin was placedinhisleg. The detainee statedthat he was capturedby Pakistaniauthoritiesandwas eventuallytaken intoUnitedStates custody 4. The following primary factors favor release or transfer : a. The detainee stated that heneverengagedincombatwhile in Afghanistan. b . The detainee stated that released, he go back to Palestineand live with his family. The detainee would get a job and live a normal life with his family.
