RE: Opposition to the relocation of the Downtown tire station to the parking lot between Bethel Street and Nuuanu Avenue.
First, I strongly support our firefighters and their stated need for a larger fire station in this area. The proposed relocation spot, however, is at odds with the present and future needs of the neighborhood. Reducing already insufficient parking with a new tire station exacerhates a longtime frustration in the downtown arts district which includes the Hawaii Theater.
Mayor Blangiardi in more than one public statement emphasized that cleaning up Chinatown and revitalizing its art and culture district is a priority. Resources are being committed to this Written effort. But galleries, cultural and historical exhibitions, and business thrive only if there is Testimony enough parking. The relocation may inadvertently damage reinvigoration plans.
While I am fortunate not to have search for parking in this area, I am painfully aware of how exhausting and challenginglv it is when friends & family visit for an event. Please do not aggravate the parking situation while both government and private sectors are now using resources and planning to bring more cultural and economic life back to this area. Honolulu cannot afford to needlessly waste assets and time after the pandemic.
Surely this Committee will find a solution that allows the neighborhood to have a new fire station for public safety while assuring that efforts taken to restore a vibrant economy within the heart of 1-lonoluluthat can flourish.

I am writing to oppose relocation of the Downtown fire station to the parking lot between Bethel Stand Nuuanu Ave.
While I support our firefighters and hear their concerns about needing a larger fire station, that need has to be balanced with the other needs of the neighborhood, specifically parking for the Arts district including parking for the Hawaii Theatre, There is already insufficient parking to serve the area. In fact if anything were to be done with the present parking lot, adding a second level should be considered. Written Testimony The sparsely used Kamali’i mini-park behind the present fire station could be used to expand it with the preservation of the beautiful facade as integral to the project. In fact adding the square footage of the present fire station, the park and the unused small triangle gives substantially more area than the Bethel parking lot.
In addition repurposing of the present firehouse would not have to be considered.

Honolulu ‘lower is a 396 unit residential apartment building located at 60 N. Bcrelania Street, between Smith and Maunakea Streets. On August 3. 2020, the Board of Directors of the Association ofApartn:eot Owners (AOAO) voted unanimously to oppose the Public Infrastructure Map Revision Aplication regarding the relocation of the Central Fire Station :o the Downtown, Chinatown area.
Relying solely on the two maps provided for review, it is difficult to delermine whether the proposed relocation site ofihe Central Fire Station is tIrecuiTent Sirith Beretania Park located along Smith Street and between Beretania and Pauahi Streets or at the site of Marks Garage and! or the open-air parking lot along Beretania Street between Nuuanu Avenue and Bethel Street. However, neither location is appropriate for the Central Fire Station.
First, relocating the Central Fire Station to either location will have a significant impact on surrounding land use, the natural environment, and will substantially change the frmnetionof an existing facility.
The Smith Beretania Park was created in 2003 after a nearly 20-year effort by the community. It provides an oasis of greenery and respite for the literally thousands of taxpayers that live in the multiple high-rise condominium and rental buildings that border it. The very essence, nature, and ftnction of Smith Beretania Park would be irreparably lost ifit were to be converted from the large open IkId space bordered by noise-reducing Monkeypod trees into the multi-level ufDanCentral Fire Station. Smith Beretania Park is the only grassy park with a basketball court and tot lot in Chinatown. Removing it would leave the densely-packed neighborhood without a park. This is also the site of the first public playground in Honolulu,established by the Free Kindergarten and Children’sAid Association in 1911.
Relocating the Central Fire Station to the surface parking lot abuttingMarks Garage and/or the garage itself would result in the elimination of desperately needed parking in the Chinatown] Downtown area. The City and County of Honolulu has been launching an organized effort to revitalize the neighborhoodand removing those parking spaces would detrimentallyharm the many small businesses that the City is trying to help flourish.
Second, noise levelswould be intolerable for the thousands of families that live in buildings that border both locations. The current location for the Central Fire Station is bordered by both commercial and residential buildings. However,both Smith Beretania park and Marks Garage are bordered primarily by high-rise residential buildings where the noise created by the Fire Station would be even more acutely felt at night.
Finally, the current building for the Central Fire Station can be expanded into the immediately adjacent concrete park, which is currently a hotspot for drug use.
Werespectfully request that the application be denied and the Central Fire Stationnot be relocated to either the Smith Beretania Park or Marks Garage andthe abutting surface parking lot.

Last month, the 1-lonoluluFire Department spoke at our meeting to present this plan and rejected any objection or contrary comment.
This arrogant attitude and the feeling of finality by the HFD for this process and any 7r’tte H ‘ concerns our neighborhood might raise is ABSOLUTELY UNACCEPTABLE in my opinion Iestimonv and must stop. Clearly, they are rushing the process through (having closed the commentary period during the height of the pandemic) and should be stopped by the Zoning Committee NOW.

The proposed reserved 1117 Nuuanu Ave parking lot does not seem that big but can possibly be built into a multi story multipurpose building to pull together various uses benefitting our Downtown & Chinatown businesses and residents.
Noise was one factor we heard from nearby condos fronting this lot but the current location is just a short block away and the noise and activity argument seems moot.
Its possible a zoning variant or waiver can be sought to utilize the current location by Written combing the current Fire Station adopted adjoining park to provide a much bigger foot print Testimony for the Central Fire Station and the 1/2 mm or so from 1117 Nuuanu Ave might not be that significant. I am strongly opposed to Resolution 21-48. I believe relocating the Central Qahu Fire Station closer to Chinatown and into a more densely populated area is totally unacceptable. lam one of many hundreds of residents who will be impacted by the current recommended site at 117 South Beretania St. This site is across the Street from my condominium.
Living on the edge of Chinatown is very challenging, given its high crime rate and the increasing numbers of chronically homeless people in the area. These realities are reflected in the sounds of police cars, EMS vehicles and fire trucks that I hear day and night. If a fire station is built across the street, my neighbors and I would be exposed to even more noise pollution.
From what I understand, the community was not notified about the above proposed relocation site until very recently. I am therefore surprised that the Honolulu Fire Department, as reflected in Resolution 21- 48, has already moved ahead with its request to revise the Public Infrastructure Map designating a site within the Downtown-Chinatown area.
Just yesterday, the HFDresponded to Councilmember Carol Fukunaga’s request for a complete list of potential relocation sites reviewed and rejected. Why were these sites rejected? Are there no other possible sites within the Central Dahu Fire Station’s service area to consider? Why limit this Resolution’s “Project” area to just the Downtown-Chinatown area?
The impact of building a fire station at the proposed traffic congested, densely populated site at 117 South Beretania Street would be huge. This is definitely not a decision that should be rushed or entered
into without considerable community input and buy in. I strongly urge the Council to defer this Resolution.

C. Elefante and members of the Zoning and Planning Committee. On March 16, 2021, the Honolulu Park Place Board of Directors voted unanimously to oppose Resolution 21-48. In Resolution 21-48 the Honolulu Fire Department (HFD)requests a revision to the public infrastructure map for the Primary Urban Center Development Plan area. This resolution as written would help pave the way for the HFDto relocate their Central Oahu Fire Station (COFS)across the street from our 40-story condominium at 1212 Nuuanu Avenue, at the corner of Nuuanu and South Beretania Street. Resolution 21-48 states that the new fire station would be located “within the Downtown-Chinatown area,” however the HPDacknowledged at the 3-4-21 meeting of the Downtown-Chinatown Neighborhood Board that they have a specific recorme:cea ste - the 3eret irNuLE1nu parKir o o SereLnia t.::-e;- Nuuanu and Bethel Streets. Given the early stage in the planning of the COFS relocation, we would certainly expect that the HFDwould still be in the process of considering various potential relocation sites within its service area, which includes Vineyard, lwilei and Lower Lilihain addition to the Downtown-Chinatown area. The HED’scurrent recommended site for the new fire station is located at the center of one of the most densely populated neighborhoods in its service area. Within steps of the proposed site are five high rise condominiums, home to thousands of people who are already burdened by the frequent sirens of fire trucks, police cars and EMSvehicles, especially at night. To make matters worse, if the station is built at this site the fire truck exits would be in very close proximity to one of the busiest Downtown intersections. For hours each day, it is not uncommon for traffic to be backed up on Beretania, Bethel and Nuuanu streets. Undoubtably, this congested area would slow fire truck movement, increasing the length of time residents are exposed to the blare of sirens. We are also concerned that the current recommended site will reduce the precious few parking areas that local merchants sorely need, Chinatown and Downtown businesses have endured tremendous setbacks in recent years, given the growing number of chronically homeless people on its streets, many of whom are mentally ill or addicted. Customer counts have dropped and many businesses have closed their doors. Losing valuable parking spaces to a Fire Station would compound this serious problem. Further, about 25% of the current proposed site falls within the Chinatown Special Design District. According to Department of Planning and Permitting guidelines, key objectives for this district include prDmOting long-term economic viability, retaining/enhancing pedestrian-oriented uses and retaining urban form and character. Building one of Oahu’s largest and busiest fire stations at Chinatown’s doorstep is surely not meeting these objectives. We strongly oppose Resolution 21-48’s language specifying “the construction of a new Central Oahu Fire Station within the Downtown-Chinatown area.” If the current COFS must be relocated, we urge the HFD to find another site within its service area to meet its needs, one that does not cause major disruption in the lives of those it serves and adversely impact the Downtown-Chinatown community.
