This is most needed when it relates to the private (often private, foreign tax haven based entities with zero transparency or accountability), use of public assets. IEEFA works in the public interest analysis relating to the energy-fmance-climate space, and so we regularly see the impact of the fossil fuel sector in particular as one that thrives on the ability to privatise the gains for utilising one-time use public assets and in doing so, externalising the costs onto the NSW community. This process is constantly repeated. The community costs, be they in relation to air, particulate and carbon pollution, plus the use of public water, and failure to rehabilitate sites post mining, brings a lasting community cost, particularly in the area of public health costs. The cost-benefit analysis presented to the IPC is prepared by the proponent, who has an ability to present biased self-serving analysis that understates the costs and overstates the benefits. To my understanding, the revolving door of regulators, politicians, fossil fuel companies and their lobbyists is corrosive to our democracy, undermining integrity and fairness.

The Rolleston Coal Expansion Project (the Project) would expand the mining area of the existing Rolleston Coal Mine by adding a western and southern mining lease (mining lease applications MLA70415 and MLA70416 respectively). MLA70458 would also form part of the Project for the primary purpose of constructing a water irrigation dam and a creek diversion between Meteor Creek and Sandy Creek and containing the flood afflux from the Meteor Creek flood levee. The increase in mining area would see the Project increase the Rolleston Coal Mine’s production tonnage by 5 Mt ROM per annum to 19 Mt ROM per annum. The location of the Project in a regional context is given in Figure 3.1. To meet the increased tonnage profile, a Marion 8750 dragline and P&H4100 XPC electric rope shovel, with additional support equipment, would operate within MLA70415 and MLA70416.

    Meteor Downs By Charles Tyson. WK7 METEOR DOWNS By Charles Tyson. Meteor Downs is one of the “name stations”, certainly of Central Queensland, and arguably, Australia. My interest stems from being brought up on a neighbouring property which was once part of “Meteor”. But if you are wondering why you should care, may I suggest that the list of owners include Australia’s first Cattle King, James Tyson (unfortunately, no relation), Darcy Donkin, the first man in Queensland to own and fly his own aeroplane, the one-time richest man in the world, Nelson Bunker Hunt, the oldest pastoral company in Australia, A.A. Company, and one of the largest resource companies in the world, Glencore. There must be something about it to attract their interest, and as well, the story of Meteor Downs can tell the story of pastoral history in Central Queensland. After the aboriginal unchallenged occupation and the story of the European explorers, the story starts with the early precursor to the “White shoe brigade” – the so-called run-hunters, and then to the actual men who settled there, stocked the station, and attempted to make it pay. We will hear of the continuing battle of seasons, and attempts at closer settlement. It would not be Australian history I we did not include stories of bushrangers, so they also get a mention. Then we will move on to the beginnings of farming as opposed to grazing, and early efforts at irrigation. Then the story moves on to mining, and how all these facets of primary production coexist.

Regards Peter McCallum Coordinator Financial Assurance Mackay Conservation Group (MCG) is concerned that the rehabilitation of mine sites in Central Queensland, in particular the large open cut mines in the Bowen Basin is not proceeding fast enough and in some cases may never occur. In correspondence to MCG the Queensland Environment Minister recently outlined the total calculated cost of rehabilitation for all mining in Queensland to be $8.18 billion. The Qld Government holds financial assurances (FA) of $7.06 billion, the difference is due to discounting. The Queensland Government’s policy of providing up to 30 per cent discount on financial assurance will inevitably lead to a shortfall in funding for mining rehabilitation when a mining company fails and no buyer can be found for the mine site.

The assessment considers the likely nature and extent of potential impacts from the Project and identifies, where appropriate, safeguards to help mitigate, manage, or avoid adverse impacts over the life of the Project. 6.2 Scope of assessment The purpose of the assessment is to describe and characterise the existing environmental values of the land area that have the potential to be affected by the Project. Where the assessment identifies a potential adverse impact on a land based attribute due to Project activities, mitigation is applied to reduce the potential impact. The assessment has been scoped to address Section 4.2 of the Terms of Reference (ToR) for the Project. Several broad, land based topics are considered as part of this chapter.
