THE INTERNET AND ISI: FOUR DECADES OF INNOVATION ROD BECKSTROM President and Chief Executive Officer Internet Corporation for Assigned Names and Numbers (ICANN) 40th Anniversary of USC Information Sciences Institute 26 April 2012 As prepared for delivery It’s an honor to be here today to mark the 40th anniversary of the University of Southern California’s Information Sciences Institute. Thank you to Herb Schorr for inviting me to speak with you today and participate in the day’s events. When he steps down he will leave some very large shoes to fill. When I received Herb’s invitation, I seized upon it as an opportunity to come before you to express the sincere gratitude that my colleagues and I feel for the work and support of ISI. When I think of ICANN and its development, and all we have accomplished, I never forget that we stand upon the shoulders of giants, many of whom contributed to my remarks today. In fact, I owe a special debt of gratitude to Bob Kahn, who has been a mentor to me. I am honored that he took the time to walk through a number of details in the history I have been asked to relate. The organizers asked me to speak about the history of ISI and ICANN. They also invited me to talk a bit about the future of the Internet. In my role as President and CEO of ICANN, I have many speaking engagements that are forward looking. They are opportunities to talk about ICANN’s work and how it will usher in the next phase in the history of the global, unified Internet that many of you have helped to create. -

InterNIC I FAQs on the Domain Names, Registrars, and Registration 12/4/11 1:20 PM InterNlC Home ~Re istrsrs FAQ Whois InterNIC FAQs on the Domain Names, Registrars, and Registration The following is a list of frequently asked questions (FAQs) about the domain name registration process and the new competitive registration environment. It is expected that this list will be updated frequently, so please check back often. What is the domain name system? The Domain Name System (DNS) helps users to find their way around the Internet. Every computer on the Internet has a unique address — just like a telephone number — which is a rather complicated string of numbers. It is called its "IP address" (IP stands for "Internet Protocol" ). IP Addresses are hard to remember. The DNS makes using the Internet easier by allowing a familiar string of letters (the "domain name") to be used instead of the arcane IP address. So instead of typing 207.151.159.3, you can type www.internic.net. It is a "mnemonic" device that makes addresses easier to remember. What does it mean to "register" a domain name? When you register a domain name, you are inserting an entry into a directory of all the domain names and their corresponding computers on the Internet. How do I register a domain name? Domain names ending with .aero, .biz, .corn, .coop, .info, .museum, .name, .net, .org, or .pro can be registered through many different companies (known as "registrars") that compete with one another. This began with point-to-point communication between mainframe computers and terminals, expanded to point-to-point connections between computers and then early research into packet switching. Packet switched networks such as ARPANET, Mark I at NPL in the UK, CYCLADES, Merit Network, Tymnet, and Telenet, were developed in the late 1960s and early 1970s using a variety of protocols. The ARPANET in particular led to the development of protocols for internetworking, where multiple separate networks could be joined together into a network of networks. In 1982 the Internet Protocol Suite (TCP/IP) was standardized and the concept of a world-wide network of fully interconnected TCP/IP networks called the Internet was introduced. -

[This group provided the Network Information Center (NIC) for the Arpanet and the Defense Data Network (DDN), a project for which she was the principal investigator from 1973 until 1991. Earlier she was a member of Douglas Engelbart’s Augmentation Research Center (ARC) at SRI [which [housed] the second computer on the Arpanet. It was on this computer that the NIC resided initially.] Jake is also a volunteer here at the museum. Impact of the WDPRS on Improved Whois Data Accuracy................................. 11 Executive Summary This Report summarizes ICANN's experience with the operation of the Whois Data Problem Report System (WDPRS) during a 12-month reporting period that ended 28 February 2006. ICANN developed this system to receive and track complaints about inaccurate or incomplete Whois data entries. Individuals who encounter such entries may notify ICANN by completing an online form, which is then forwarded to the registrar of record for appropriate action. The WDPRS is one of the tools that ICANN uses to improve the accuracy of Whois data. Through the WDPRS, ICANN is able to track how many reports are filed and confirmed by the reporter so they may be sent to the registrar of record. After forty-five days, ICANN asks the person filing the report to complete the process by performing a follow- up review, which involves checking the Whois data again and indicating whether (i) the data was fixed; (ii) the domain name was deleted; (iii) the data was unchanged; or (iv) there is some other disposition. On average, there were 4,305 reports completed each month during the reporting period, totaling 51,664 total reports for which ICANN received follow-up responses. Of these, 25,219 represented unique domain names. Thus, 26,445 duplicate reports were submitted. -

Post1 As I was preparing this essay and organizing my thoughts about Lawrence Lessig's Code and Other Laws of Cyberspace,2 I was asked to speak at a panel discussion about the problem of unwanted and unsolicited e-mail ("spam") at Prof. Lessig's home institution, Harvard Law School's Berkman Center for Internet and Society.3 The discussion focussed on one particular anti-spam institution, the "Mail Abuse Prevention System" (MAPS); Paul Vixie, the developer and leader of MAPS, was also a participant at this event. MAPS attacks the problem of spam by coordinating a kind of group boycott by Internet service providers (ISPs). It operates, roughly, as follows.4 The managers of MAPS create a list -- the "Realtime Blackhole List" (RBL) -- of ISPs who are, in their view, fostering the distribution of spam. MAPS has its own definition of "fostering the distribution of spam"; it means, for example, providing "spam support services" (e.g., hosting web pages that are listed as destination addresses in bulk emails, providing e-mail forwarders or auto-responders that can be used by bulk emailers), or allowing "open- 1Associate Professor of Law, Temple University Beasley School of Law; [email protected].
