Biden Secretary Alejandro Mayorkas The White House U.S. Department of Homeland Security 1600 Pennsylvania Avenue NW 3801 Nebraska Avenue NW Washington, D.C. 20500 Washington, D.C. 20016 RE: REQUEST TO DESIGNATE AND REDESIGNATE 18 COUNTRIES FOR TEMPORARY PROTECTED STATUS AND PROTECT 2.3 MILLION IMMIGRANTS Dear President Biden and Secretary Mayorkas: On behalf of the undersigned 314 state, local, and national immigrant, labor, faith, civil rights, and legal organizations, we write to request that the U.S. Department of Homeland Security (DHS), in consultation with the U.S. Department of State and U.S. Citizenship and Immigration Services (USCIS), designate or redesignate the following countries for Temporary Protected Status (TPS): the Bahamas, Cameroon, El Salvador, Guatemala, Guinea, Haiti, Honduras, Hong Kong, Lebanon, Mauritania, Nepal, Nicaragua, Sierra Leone, Somalia, South Sudan, Sudan, Venezuela, and Yemen. These countries all are currently experiencin g country cond i tions th a t satisfy one or m ore cond itions of TPS under 8 U.S.C. § 1254a. Altogether, TPS for these countries would provide employment authorization and protection from deportation for upwards of 2.3 million people. We also write to respectfully request a virtual engagement with Secretary Mayorkas to discuss the recommendations in this letter. The previous administration failed to even consider the use of initial designations and redesignations, resulting in four years’ worth of accrual of countries and peoples who are eligible for TPS. Previous administrations, including both Republican and Democratic administrations, applied the TPS criteria too narrowly; as a result, TPS has atrophied and never reached its true potential. -

Carlos and Maria, her parents, left Puerto Rico in their early 20s and met in Chicago while working at a factory. Carlos and Maria miss the island and their relatives and Puerto Rican food. Carlos often expresses concern for how his kids are not as respectful and courteous as he had been as a teen and blames the American culture for having spoiled his children. He always speaks in Spanish to them and he is often accused by the children of being old-fashioned. Maria speaks English more fluently than her husband and feels perfectly comfortable among her White friends as well as among her Latino neighbors. Josefina is fully bilingual, having learned Spanish at home and English while attending school. She is as comfortable eating rice with gandules as a hamburger at the fast food outlet. -
The Haitian Diaspora in the United States
RAD Diaspora Profile Prepared for the Rockefeller Foundation-Aspen Institute Diaspora Program (RAD) The Haitian Diaspora in the United States July 2014 Summary Approximately 915,000 Haitian immigrants and their children (the first and second genera- tions) live in the United States, and Haiti-born individuals account for 1.5 percent of the total U.S. foreign-born population. The U.S. government has gone to extraordinary lengths to block illegal immigration from Haiti, but Haitians have benefited from several special programs that have permitted entry or temporary residence, as well as the normal channel of family spon- sorship. The size of the Haiti-born population in the United States has grown rapidly in recent decades; in 1980, about 90,000 Haitian immigrants resided in the United States. The majority of the Haitian immigrant population arrived in the United States before 2000, as is true for the U.S. immigrant population overall. Haitian immigrants in the United States have a median age of 45, the third-oldest immigrant population of the 15 groups in the Rockefeller Founda- tion-Aspen Institute Diaspora Program (RAD) analysis (after the Philippines and Colombia).1 As a result of the 2010 earthquake in Haiti, the U.S. government offered Temporary Protected Status (TPS) to approximately 58,000 qualifying Haitian immigrants who could otherwise face deportation from the United States. TPS beneficiaries are given a temporary reprieve DIASPORAfrom deportation and granted work authorization until their TPS designation expires (July 22, 2014, in the case of Haiti) or is extended. The Cuban-Haitian Entrant Program provides refugee resettlement services, such as assistance obtaining employment, housing, and basic necessities, to eligible groups of Haitian immigrants. -

D. Cornell University 2015 Abstract: This dissertation explores ethnographically the impact of discourses of belonging and exclusion in a New Latino Diaspora (NLD) city located in the heart of the Shenandoah Valley, Virginia. Young NLD adults in Rocktown, Virginia, experience a form of sequestered inclusion shaped by racializing narratives based in nativist hostility as well as by implicit deficit narratives embedded in humanistic multiculturalism. Based on more than twelve months of ethnographic field work (and over six years of ordinary life in Rocktown), this dissertation explores how advocates, activists, and their allies in the social service and educational institutions in the Rocktown area have institutionalized processes of inclusion over a period of fifteen years both with and for NLD youth. These processes have been constrained by the paternalistic and reductive discourses that frame youth both as inherently needy and as a resource that benefits the receiving community. NLD youth themselves recognize their own specific needs and contributions, but resist the reductionism and racializing tendencies of these discourses. Within this context, a small group of young NLD activists formed to support and promote the DREAM Act (for Development, Relief, and Education for Alien Minors), both capitulating to and contesting dominant discourses and constructing a narrative frame for belonging on their own terms. -
