There is little price elasticity when it comes to parking charges. 95 05/11/2015 Darren Newman Lowestoft Vision BID Manager Full review on the car park charges proposed, believe that these charges will have a detrimental impact on Lowestoft and the ability to attract shoppers. Fully understand the challenges but believe there are alternative ways to increase revenue without increasing charges. Outlined in proposals with include, SCC to decrinalise on street parking increasing car park usage; review of car parking facilities/locations/redevelopments to be carried out by WDC; all day charging to be competitive; Lowestoft charging to be in line with other market towns; Lowestoft charges to be decreased to meet supply and demand which would lead to an increased in revenue; work in Partnership with Lowestoft Vision to provide free Sunday parking.

96 10/11/2015 Wendy Dalton Chairperson, Business Putting up parking costs in Kirkley will have a negative impact. Village needs to increase footfall to hopefully get Association some empty shops re opened and increase local investment. WDC needs to enforce on street parking which is being abused, with some people parking all day in a 1 hr space. The income from fines will far outweigh the income from increased parking charges. Five car parks in Kirkley, two of which are totally under utilised and the three along the seafront which could take a small rise, although they would like to see cheaper parking in the winter. Would suggest making Belvedere Road and Clifton Road £1 a day, long stay car parks, as they are so poorly used, leaving on street parking for those who just need to pop into the shops. People prefer to go to places where there is free parking in order to shop. Please re look at this before any increases are implemented.

Removal of 1 hour free parking at 87 09/11/2015 Signed petition Signed by 12 stores and 72 Representing small businesses in Upper Olland Street, Bungay, nearest Car Park Wharton Road access from customers Lower Olland Street. Small independent shops positioned at opposite end to the main shopping areas, already disadvantaged by geography would be further disadvantaged by scrapping the free 1 hr. Told that customers find this very convenient parking in free car park and makes them likely to visit other shops in the area. Please reconsider as the removal of this will severely impact on businesses. Urge WDC to look at other ways to fund the shortfall rather than upsetting a very fragile economy.

Town Council want to work with WDC and other partners to look at and consider all options. Please note this representation from Bungay Town council. 89 08/11/2015 Mr AW Riley 20 Mountbatten Road, Bungay, Objecting to proposed removal of one hour free parking. Appreciates that councils need to contain their budgets NR35 1PN and that current arrangements mean car parks running at a loss, however the current free parking has resulted in increased numbers visiting the town, an increase in trade and a more vibrant town centre, all of which could be lost. if this goes through and any traders close, the loss of business rates would outweigh any savings made. 3 particular concerns; Removal of free hr will adversely affect Library and discourage people form using it. Removal could result in additional congestion and risk when parents are dropping off and collecting their children from St Edmunds school. Recent move of Bungay Post office has resulted in the loss of disabled parking spaces and the nearest useable car parks will now be charging. Maybe some compromise can be found by working with the local chamber of trade and town council, maybe a limited number of free short term spaces, some sort of permit for school parents and some form of suitable free parking for the disabled.

Post office closed in 1HZ Earsham Street moved to St Mary's Street. Stated that suitable car park in Priory lane is situated behind new post office 1 hr free. From 23/10 Barclays moved it's business and its atm, customers will either go to Beccles or Harleston more likely they will stay in those towns to shop. Library is near Wharton Road Car park, people will be less likely to use this library if the car park charges and will go to other local towns.

97 18/11/2015 Peter Morrow Bungay Town Council Whilst appreciating Waveney's need to reintroduce chargin for the 1st hour, the loss of the scheme would have a mjor impact on the town, its traders and residents both financially and physically. If the 1 hour charge is introduced it is likely that parking will reduce to the pretrail levels resulting in 85,000 first hour uses will be lost annually. The proposed review after 1 year will be too late and irrelevant as irreversible damage will have been done. Looking to discuss match funding with WDC for 2016/17.

Customers frequently complain about parking charges being too expensive at present. She states that some local companies, those not paying business rates may help subsidise the parking? Also difficult for employees to find affordable parking. Footfall in town "Halesworth in Bloom" Halesworth, NR33 0EQ centre had been increasing steadily and concern is this will adversely affect numbers. Surely if businesses close, reducing business rates income, that decrease will be more costly than the revenue. 13 30/10/2015 Ian Cockburn Petersfield, Rd, Halesworth, Loss of free parking will drive away customers and businesses, "Killing off" town centre. Business rate income IP19 8PU will fall, older residents will have to drive further, decreasing their disposable income. Lack of demand will force market to close. He suggests Car Parking management and upkeep is handed back to the council. Upkeep has been a "bone of contention" since Norse has been doing it! He feels this is an ill thought out and potentially illegal step we are proposing. 14 01/11/2015 David F Cask Struggles End, Walpole, Halesworth, Strongly opposes implementation due to; failure to give sufficient notice of WDC reasons for implementation. IP19 9AP Failure to provide access to specific financial information for car parks managed by WDC. Failure to notify and consult with residents, businesses, Town and Parish councils to ascertain impact. The free hour was a "boon" to local trade, allowing people to pop into the town for quick visits to post office etc. He disputes that the council have lost £130,000.00 due to maintenance costs as he cannot recall any work being done nor any gritting in winter. He suggests that if WDC cannot run the car parks efficiently maybe Halesworth can run them as they did previously. 15 30/10/2015 Anne Fleming 27 Blyth Mews, Halesworth, IP19 Since the inception of the Free 1 Hr, there has been a remarkable effect on the town centre with many visiting 8FB from the outlying villages particularly on a Wed, Fri and Sat. Most visitors pay for a second hour, however she feels numbers will decline if the free 1 hr is scrapped. This short sighted proposal will result in a drop in business rates as shops will close. She believes the income for Halesworth Car Parks is £135,000.00 per year but she feels this is not invested in Halesworth and is used to subsidise other town's car parks, as due to the standard of upkeep in Halesworth it's apparent it is not spent there! She suggests increasing council tax to cover the costs. She feels strongly that Halesworth always gets short changed when there are cuts to be made and cites several examples. 16 27/10/2015 Mrs S Dawson 11 Blyth Mews, Halesworth, IP19 She is concerned that scrapping the free 1 hr will be a retrograde step, decreasing numbers of visitors resulting 8FB in a loss of trade, forcing the individual shops there to close. If Halesworth is turned into a ghost town this will be WDC's fault! 17 02/11/2015 F Bramble Brook Farm, , IP19 They feel that since the introduction there has been an increase in "footfall" and the scheme is popular with both 0LA shoppers and shopkeepers. To scrap it will reduce trade as people will be unwilling to pay for parking when they are just popping in to pick up specific items not found in the supermarkets. The Thoroughfare will be penalised if the 1 hr goes as the Co-op car park is free, therefore more enticing! 18 02/11/2015 Mrs A Bramble Brook Farm, Linstead parva, IP19 Protesting strongly against the removal, it gives support to the local shops and businesses, many are 0LA independent traders which adds to the towns excellent amenities. It is also a huge support to those who live in the outlying villages who rely on the car parks when visiting the banks, post office, chemist, opticians and solicitors. 19 27/10/2015 John Hewlett West Lodge, Lodge Road, Holton, Pensioners living in Holton, they regularly use the Thoroughfare in Halesworth for shopping and coffees. Many of IP19 8NE the small villages don't have public transport so they rely on the free 1 hr parking. They would definitely visit less if charges were introduced and feel others would do the same, reducing trade. They also feel that it's unfair Lowestoft have "Free" parking advertised on WDC to support businesses, when the income from the Halesworth car parks surely outweighs the expenditure spent on the upkeep! 20 29/10/2015 Dr John Jackson 7 Locks road, , Halesworth, He makes at least 5 visits a week and believes that most of the people parking there are using the local, well run, IP19 8RD popular businesses. He suggests that removing free parking will encourage people to shop elsewhere, where free parking is still available. reduced trade will, result in businesses closing, thus reducing employment in the area. Businesses already pay taxes and business rates so should not be penalised further. He suggests better enforcement of the pedestrianised Thoroughfare to increase income, which regularly suffers from cars and trucks driving or parking illegally on it. 21 28/10/2015 Elaine Nason Rose Cottage, Chatters Lane, The free 1 hr is extremely popular and actively encourages people to use "Proper" shops and not just Laxfield,IP13 8DX Supermarkets out of town. It helps to regenerate and make our small towns and High Streets more lively.

22 29/10/2015 Vic Hopkins 94 Street, Halesworth, Expressing concern that Halesworth is being disproportionally penalised and that the income on the car park is IP19 8BJ not being spent on the car parks in Halesworth, but subsidising the head office costs for WDC and the larger areas of population. Removal of this free parking will impact on the small businesses and the valuable resource of Halesworth Library. 23 29/10/2015 Ben cardwell Dunelm, Lodge Road, , Many of the Walberswick residents use Halesworth for their shopping making use of the free 1 hr facility. He IP18 6UP feels that the withdrawal will cause less to visit Halesworth and will increase Supermarket deliveries in Walberswick, as chairman of the Environment Group, this increased traffic would be most unwelcome. He believes that the government were in favour of "High Streets" and that WDC will be in effect reversing this trend.

24 31/10/2015 Mrs J Kalaher [email protected] The free 1 hr has been very successful, with increased footfall and very few empty shops. The Grandparents and Parents Play Association are close to reaching their funding target for play equipment in the town park, which is accessed through central car park. This would also increase footfall as currently people are using other better facilities. The scrapping of the charges would be detrimental to the town and St Elizabeth hospice are concerned that less visitors will decrease the number of donations they receive.

25 28/10/2015 Peter and Linda Adams 14 Church View, Holton, Halesworth, As pensioners, they regularly use the car park and would be deterred if the free parking went, they avoid paying IP19 8PB car parks where possible. Decreasing footfall in the Thoroughfare will be detrimental to the wonderful local shops. Many senior citizens would think twice about visiting if charges were made due to limited budgets.

Drives in from Walpole 5 times a week and makes use of the free 1 hr visiting many of the local independent shops, Charity shops and the Library. This is a "tax on shoppers" who choose to support local businesses rather than the BIG supermarkets, she also believes that decreased footfall will impact on the social aspect of shopping in Halesworth. 27 28/10/2015 Richard Maslen 3 Babington Drive, Halesworth, IP19 Halesworth has benefitted greatly from the free parking, visitors only popping in for a quick visit can take 8SH advantage of the additional time to visit other shops and local businesses He feels that to take this away would only be detrimental to the local economy.. 28 26/10/2015 Eileen Brindle 31 Walpole Road, Halesworth, IP18 Prior to the introduction of free parking Halesworth town centre very quiet with few visitors, now it's completely 8DL rejuvenated. If it becomes quieter again businesses and shops will be forced to close, thus lowering income from Business Rates. She is wondering how the annual review will be done? Will you just count the empty shops??!

Angel link Car park is already losing spaces to make way for the new bus hub and parking is already an issue with Co-op free car park being full on Market days at present. Both the Local traders and the rural community, who often don't have local shops, will both suffer from reduced free parking. Many residents only need to pop in for a few minutes to run an errand, therefore it will now be a less attractive option, which will only be exacerbated in the Summer when many tourists try to visit

30 28/10/2015 Richard Tomkin The Red House, Grays lane, Withdrawing free 1 Hr will be a wholly retrograde step from almost every point of view. Council already receive Wissett, IP19 0JP business rates, but to reduce trade would cause businesses to close reducing this revenue. He would either come into Halesworth less or use the Co-op car park instead. Complains about last Sunday 5 cars in the car park but a traffic warden on duty! Surely this is an "Abject waste of people's money"

31 22/10/2015 Stuart Gagg 21 Blyth Mews, Halesworth, IP19 Small traders and shop keepers already struggle to make a profit, free parking has undoubtedly been a benefit. 8FB Opinion seems to be that even with only a small charge it would significantly impact on footfall through the thoroughfare and would make customers go elsewhere. It depends on whether WDC think the unique mix of shops and small businesses is worth preserving, or would they rather the big "out of town" concerns took over instead of preserving their "Old fashioned" small, English market town. Feels WDC does not understand Halesworth and it's needs and not helped by the fact that Local councillor doesn't live there or seldom attends important local meetings. 32 28/10/2015 Mary Gagg 21 Blyth Mews, Halesworth, IP19 Introduction of the free 1 hr really helped to keep Halesworth as a thriving community, with people often staying 8FB after popping to the shops to visit cafés or restaurants. There are many local elderly residents both in the town and surrounding districts who rely on the variety of shops and services available, specifically citing the free parking as an incentive. She asks whether Waveney's short term gain is worth the loss to the thriving town centre of Halesworth? 33 28/10/2015 DRS Andrew L Payne and 12 Hill Farm Road, Halesworth, IP19 Aware that introduction of the free 1 hr really was brought in as a temporary measure to increase footfall, which Beatriz A Roel Olive 8JX was a great success. Consultation with local and outlying residents confirms emphatically that footfall will drop off in favour of free parking at the large supermarkets. Mr Payne drives the unsubsidised Halesworth Area Community Transport bus, transporting the frail and elderly and the current proposal says no PSVs or HGVs to enter The Middle Carpark (although statement since been countered by Sue Keeble) therefore causing those people to have to walk longer distances often with walking frames. Halesworth car parks contribute to WDC funds however nothing more than a token is spent on the car parks, seems apparent that they are subsidising areas such as Lowestoft. Concern is that WDC's income won't increase but the traders will lose customers. They are also citing surveys done on behalf of Waveney Business Forum and Halesworth & Blyth Valley Partnership detailing the benefits of the 1 hr Free parking, which it appears the council advisors and the elected representatives have NOT read!

34 28/10/2015 Mrs Julie McFarlane The Folly, Holton Road, Halesworth, Free parking is essential to local shops and cafes and their continued existence, prior to the free parking they IP19 8HQ were failing. The local elderly population who value their independence find the local shops more convenient and more of a social environment. If you get rid of the free parking you will be deemed, uncaring and unscrupulous. She also points out the money spent on new WDC offices and asks why Halesworth should be penalised?

35 27/10/2015 Michael Bygrave - Blacksmiths Cottage, Halesworth Objections to the proposal are; since free parking was brought in the town has become more vibrant, with more Councillor Cookley & Road, Walpole, IP19 9AZ people having coffee and lunch. Outlying villages are more likely to visit the town if parking is free. Excellent Walpole Parish Council local shops more likely to be preserved which will also assist those who do not drive or are less able. Not sure why they need to remove it when Halesworth car parks more than cover their costs with the current and the 2016 projected income. If WDC cannot run car park on current income, maybe they should offer it to Halesworth Town Council to manage?? They would rather pay increased Council Tax than to remove the parking and risk a return to "Tumbleweed blowing along the Thoroughfare"

36 28/10/2015 Alistair McFarlane The Folly, 54 Holton Road, Removal of the free 1 hr parking is both a destructive and negative move against the survival of the Halesworth, IP19 8HQ Thoroughfare, which provides an excellent service to the widespread community, especially the elderly and disabled who value the more friendly shopping arrangements. He would like to see a breakdown of car park finances to be scrutinised by the town council, he feels that the £135,000.00 loss "beggars belief", as no work of any significance has been carried out in the town! Looks like an example of "Robbing Peter to pay Paul"!

Many Halesworth, IP19 8DJ people have commented on what a delightful town Halesworth is with it's excellent array of independent everyday shops. They have seen evidence elsewhere of the demise of the independent shop and the barren high streets full of boarded up shops. Suggests adding 10p an hour to the hourly charge of the people staying longer instead of scrapping the free 1 hr 39 22/10/2015 Gerald Burns 54 London Road, Halesworth, IP19 Quotes an article from Telegraph dated 18th July 2015, by Marcus Jones MP regarding parking fines 8LS undermining High Streets. Also quotes from same article the Dept for Communities and Local government, saying "Fines should not be used to generate income". He feels "the distinction between Charges and fines is immaterial" and that the proposal would severely damage local trade and would be subject to "Judicial Review"

The existence of any car park charge is likely to cause people to shop elsewhere. He feels that businesses forced to close will reduce council income for rates, taxes and rents significantly more than the £135,000 loss. He regards the town as fragile and worries that many businesses remain on a "knife edge" Why are Halesworth residents being "Threatened" when towns like Eye have all day free parking! We have seen an increase in the numbers using Rumburgh, Halesworth, IP19 0RS the independent shops and eateries, with very few businesses going out of business, even in these difficult times. The income from Halesworth car parks is 4 times what they receive in return through Waveney Norse. According to Waveney's figures it's Lowestoft that is the problem with many underused car parks. Halesworth car parks make money whereas Lowestoft's do not! hales worth does not have the large free supermarket car parks such as Beccles and no free parking such as Southwold, Harleston and . Parking prices in Lowestoft and Woodbridge already drive shoppers to the out of town centres at the detriment of the local stores. If Lowestoft is the problem they should look at measures to improve the utilisation of those sites, rather than ruining Halesworth!

Conclusion: Valley Partnership current policy of 1 hour feee represents 3.5 times increase in 1 hour parking; if the policy is withdrawn there is no [email protected] guarantee that the the number of visits would be maintained; this would be at a detriment of the traders and no loss of potential income for WDC; Halesworth car parks contribute £81,000 pa to WDC's budget; WDC must continue it's 1 hour free policy to support the vitality and viability of the Town.

The additional income raised will give no benefit to the town and the rumoured additional £30,000 income will go straight into WDC to help with their shortfall as she is sure this will not be spent on maintenance or collection costs. She is not aware of any evidence that shows much spending on their car park maintenance in the past as they are in poor repair. She is requesting various financial figures for the last 3 years.

WDC should be congratulated on introducing the free parking which has played no small part in this rejuvenation. The Parish Council are concerned that the loss of free parking will discourage visitors/shoppers to Halesworth and footfall will drop. The withdrawal will mean residents will visit less, or shop in another town where parking is cheaper. The Council hopes that WDC will withdraw its proposal to end free parking. Changes if requested would probably be to improve signage which has proved problematic to visiting motorists. Also request that Corry car park and Dock wall car park be changed to a £3 per day charge in order to compete with other car parks. They feel this would increase revenue as currently all other parking is taken first, leaving the harbour car parks underused. This rate seems to be perfectly acceptable to those in Walberswick, which are well filled in the summer.

If car park is short stay then no residents will be able to park there if they have to leave after 8 am or get back before 6pm without having to keep getting short tickets to stop the power crazy traffic attendants that patrol the area, issuing tickets. If the car park is short stay, where are all the residents of Newgate supposed to park? Station Road=permit controlled, Tesco's and Roys=Short stay, Town centre streets = either one way or no parking . Only option is a mile away from the property, is that really acceptable?? Many residents have to use seasonal parking permits to park in the Hungate car park at present. If the scheme comes in to force I will have to park at the Blyburgate car park. Only one free car park in Beccles and that's Puddingmoor which is always full, even if not, the lighting is inadequate which leaves them feeling unsafe. Will just encourage people to park anywhere without yellow lines. Should be encouraging shoppers to Beccles with less restrictions not more. Feel that I had to express my view.
