This area is 3.00 Ha. hence it come under jurisdiction of State Government, State Expert appraisal Committee . The Granite mining projects with mining lease < 25 ha will be categorized as 'B2'. So this is Category “B2” under office Memorandum of MOEF vide No. J-13012/12/2013-IA-1I (I) dated 24 December 2013. Lessee applies for environment clearance under aforesaid Office Memorandum dated 24 December, 2013.

The mining area is of 3.00 Ha. located near Villages - Hukumpura, Bamlas in Tehsil – Udaipurwati, District – Jhunjhunu, Rajasthan. Total land of mining lease comes under Gair Mumkin Magri (Government land). No forest land is involved in this area. Topographically, the area is low reliefed mound. Khasra of revenue Village - Bamlas in Tehsil – Udaipurwati, District – Jhunjhunu which is Gair Mumkin Magri, List of relevant Khasra is given in table 1.1 below and forms the part of toposheet,45M/9.

2.0 Introduction of the project/background Information (i) Identification of Project Proponent. In case of mining project, a copy of mining lease /letter of intent should be given. Project Proponent- Smt. Gopali Devi Meena is an individual, it is an ownership project.

(ii) Brief Description of Nature of Project: Mining lease is granted in khasra no. 910 in revenue village namely Bamlas of Tehsil Udaipurwati, District Jhunjhunu, Rajasthan, lease area 3.00 Ha.(Enclosed copy of Lease Agreement as annexure no.1). Details of Khasra wise area proposed to be granted for mining lease is enclosed as annexure no.2). This mining Lease is situated in Hukumpura - Bamlas of Tehsil Udaipurwati, District Jhunjhunu, Rajasthan over an area of 3.00Ha. It is proposed for mining of mineral viz. Granite. Mining of Granite would be carried out by open cast benching method. The bench height will be kept up to 6 meters the width of the bench will be kept about 11 meters. The mining will start

from top towards bottom. Mining will be mechanized.

(iii) Need for the project and its importance to the country and region With the growing use of Granite as decorative stone the mining of Granite has received boom in last few years. There is good market for Granite in and abroad also. In overseas market Granite is also exported in the form of blocks which are used as pillars in large buildings beside decorative slaps.

The increasing mining of mineral Granite has uplifted the economy of Granite producing localities which has resulted into upliftment of life standard of the people in the adjoining area. Beside contributing to the exchequer of the State and Central Government.

(iv) Demand and Supply Gap As mentioned above, the use of Granite as decorative stone is growing constantly. Hence, despite of constantly increasing production of Granite the whole production is consumed in the market and at present supply of Granite is sufficient to fulfill the market demands.

(v) Imports v/s Indigenous Production District has a number of Granite mines in the state of Rajasthan. There is abundance of Granite in the area; it had become a major source of economy in the area/region.

(vi) Export possibility A sizeable quantity of Granite produced in the State of Rajasthan and in other parts of the country is exported to Middle East and European Country.

(vii) Domestic/Exports Markets There is vast domestic and export market for raw and polished Granite.

(viii) Employment generation (Direct & Indirect) due to the project By this mining project of Granite in the area, peoples will get employment. The project directly generates the employment for the local people and indirectly for the others. Also the marketing of the product generates the employment for peoples. By this project, approximately 66 persons will get direct i.e 13 skilled, 13 Semi skilled & 40 Unskilled persons, in addition to above large number of persons will get indirect employment from the Granite mining project.

The area has been marked on Toposheet No. 45M/9 including the mining lease location. This comprises the mining location of near village Hukumpura – Bamlas falling in Tehsil – Udaipurwati, District – Jhunjhunun of Rajasthan state.

(iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted. No other site has been considered for the proposed project. The land has been allocated by government for the mining only. Site is adequate granite mining.

(iv) Size and Magnitude of Operation The proposed capacity of the project is as: The total amount of Granite is 6,11,720 Tons under probable category reserves & 2,34,000 under possible category reserves . Total area of mining lease is 3.00 Ha. Proposed maximum annual targeted production of Granite from the mine will be 28080 TPA.

(vi) Raw material required along with estimated quantity, likely source, marketing area of final products/s, Mode of transport of raw Material and Finished Product. About 10 KLD water will be required for Granite mining which will be arranged from nearby wells on payment basis. About 500 lts. diesel will be required dally for JCB & compressor which will be arrange from nearby petrol pumps. Granite blocks mine out will be transported through trucks & trolley.

(vii) Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. Water use for cutting out granite blocks will be allowed to decent & will be re-circulated for again cutting out granite blocks by wire – saw.

(viii) Availability of water its source, Energy/power requirement and source should be given. Total water requirement in the mine will be about 10 KLD for drinking & domestic use, granite block cutting dust suppression and plantation. Drinking water will be brought by water tanker from nearby villages. Electric power will be used as motive source of primary energy for mine machinery. Diesel will be used in compressor, JCB and dumpers and tractors. About 500 liter per day is assumed to be consumed. Diesel will be outsourced from nearby diesel pumps. Nearby villages is well electrified.

(ix) Quantity of wastes to be generated (liquid and solid) and scheme for their management/disposal Waste at mine site will be generated from 43680 TPA to 65520 TPA with increase in production which will be staked separately & dump will be provided with retention wall & drain channel along periphery of dump

(x) Schematic representations of the feasibility drawing which give information of EIA purpose Proposed project is of B2 category mining project in the light of MOEF office memorandum no. J-13012/12/13-IA-II(1) dated 24th December, 2013. B2 category mining projects are required to obtain EC from SEAC (State level expert appraisal committee) before commencement of the project in leu of MOEF, however half yearly monitoring of Air, Water & Noise environment would be periodically carried out and monitoring report would be submitted to MOEF & State Pollution Control Board

4.0 Site Analysis (i) Connectivity Lease area from Jaipur can be approach by traveling 120 Km. on NH 11 (Jaipur Sikar Road) then traveling along SH 37 B (Sikar Udaipurwati) for 30 Km distance, then 18 Km traveling on Udaipurwati Gudha Gorji District Road. Gudha Gorji to Bamlas is 7 Km, connected with Tar Road

lease area is on the western site of Bamlas village & on Eastern side of Hukampura village.

(ii) Land Form, Land use and Land ownership The area of lease is 3.00 Ha. Land is Govt. land (Gair mumkin Magri). The lease area forms part of G.T. Sheet No. 45M/9. No forest land is involved in leased area. Details are given in table below:

(iii) Topography (Along with map) The Lease area comprises a mound trending roughly NE-SW The highest contour is of 450 mRL and lowest contour is of 410 mRL. Drainage in the lease area is almost easterly and westerly along slope of the mound. No nallah is observed in the applied lease 3 area. General drainage outside the area is almost southeasterly by non perennial seasonal river. The drainage within 5 kms periphery is illustrated on plate-2. Small nallah observed but the nallah dies out in sand dunes.

No habitation is in Gair Mumkin Pahar. The forestland not falls in the area. The forestland is illustrated on plate 2. No PWD road passes through the area.

(iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the Bajri), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given. The lease area comes under Gair Mumkin Magri, (Govt. Land).

There is no eco-sensitive areas such as National Park, Wildlife Sanctuaries etc. present in study area.

(v) Existing Infrastructure Presently no infrastructure in lease area accept approach road covering 0.05 Ha area.

(vi) Soil Classification Fine sand fraction constitutes 76 to 84 %, the rest 10-18 % is made up of medium sand. The accumulative interdune soils have appreciably more of clay, silt and free lime. In the western parts, the dune soils are pale brown, and weakly calcarious in Nagaur, Jhunjhunu and Sikar districts. These soils are mostly non-calcarious and yellowish brown. The associated soils in the western part are also sandy, though these have a little more of silt and clay.

(vii) Climatic data from secondary sources The mean annual rainfall of the district based on 36 years data (1971- 2006), works out to be 485.6mm. However normal annual rainfall (1901-71) of the district is 459.5mm. It can be inferred that the rainfall in the district has significantly increased in the recent years. The coefficient of variation is on higher side at 36.6% indicating that the rainfall is slightly unreliable. A perusal of the figure reveals that the district experienced very poor rainfall between the period 1979 to 1991 with the exception of few years in between. Thereafter, the district was fortunate to have very good spell of rainfall continuously for a period of 7 years from 1992 to 1998. The year 1996 was the best with annual rainfall exceeding mean annual rainfall by 85.4%. The

district again experienced drought conditions from 1999 to 2002. The year 2002 was the worst with rainfall being 62.3% less than mean annual rainfall.

The climate of the district can be classified as semi-arid. It is characterized by very hot summers and very cold winters with poor rainfall during South-west monsoon period. In May and June, the maximum temperature may sometimes goes up to 48oC. The potential evaporation rates are quite high, especially during May and June. The total annual potential evaporation is 1502.6mm.

(viii) Social Infrastructure Available ‹ In District Jhunjhunu, There are six sub-division, , , Jhunjhunu, Nawalgarh, Udaipurwati, Buhanu. Eight tehsils - Khetri, Chirawa, (Sub), Jhunjhunu, (Sub), Nawalgarh, Udaipurwati, Buhana, There are eight panchayat samities, 13 towns and 1,063 villages in the district. It promotes good industrial growth via provides better infrastructure facilities.

‹ Electricity There is no source of electricity generation in the district. In the , There are 12 Towns and 865 Villages electrified. Electricity facilities are available at Tehsil Headquarter Nawalagrh, Udaipurwati and Gudha Gourji.

‹ Water In the Jhunjhunu District, Total 865 villages are connected with water supply. Water facilities are available at Tehsil Headquarter Nawalagrh, Udaipurwati and Gudha Gourji.

‹ Road Transport Jhunjhunu is well connected by roads with Delhi, Jaipur, Jodhpur, Bikaner and other important tourist centers in the Shekhawati.

‹ Rail Transport Jhunjhunu is connected by regular express trains with Delhi and Jaipur and other important tourist centers of the Shekhawati region.

(iv) Assessment of Infrastructure Demand (Physical & Social) Physical Infrastructure The road facility is already available which shall be used and properly maintained. Preference will be given to local labor from nearby villages. Other requisite infrastructure as transport of mine labours is available by way of jeep; two-wheelers. Medical facility is available for first aid at project site. Govt. dispensary is available nearest to ML area in nearby villages.

Social Infrastructure As per proposed mining total Skilled labours –13, Semi Skilled Labours – 13 & unskilled Labours – 40 will be employed for different tasks during the course of mining Operations. Total persons per day will work around 66 persons will work per day. The labour will be employed from

Communication facilities such as post office, telecommunication available at Tehsil Gudha Gourji,. Nearby villages are well electrified. Medical facilities such as PHC available in near villages. Hospital and Dispensary facilities available in near town of Gudha Gourji.

6.0 PROPOSED INFRASTRUCTURE (i) Industrial Area (Processing Area) No processing of Granite blocks is required at mine site.

(ii) Residential Area (Non Processing Area) No residential area is proposed.

(iii) Green Belt To improve the environment of the area it is proposed to plant of 0.15 Ha.

(iv) Social Infrastructure In social infrastructure, house is made of pucca and kaccha both of type. Tar road is available in near villages. Due to scanty and uneven distribution of rainfall in the district, people are less dependent on agriculture. People of the area moves towards other place for search employment. By this proposed project of granite mining in the area,

(v) Connectivity (Traffic and transportation Road/Rail/Metro/Water ways etc.) Jhunjhunu is connected by regular express trains with Delhi and Jaipur and other important tourist centers of the Shekhawati region. Lease area from Jaipur can be approach by traveling 120 Km. on NH 11 (Jaipur Sikar Road) then traveling along SH 37 B (Sikar Udaipurwati) for 30 Km distance, then 18 Km traveling on Udaipurwati Gudha Gorji District Road. Gudha Gorji to Bamlas is 7 Km, connected with Tar Road lease area is on the western site of Bamlas village & on Eastern side of Hukampura village. Nearest Railway Station is Jhunjhunu about 26.8 Km towards NW from the mine site. The station is located on Sikar-Jhunjhunu section of western Railway.

(vi) Drinking Water Management (Source & supply of water) Water facilities are available at Tehsil Headquarter, Udaipurwati and Gudha gaurji.

(vii) Sewerage System No sewerage shall be generated from the project area.

(viii) Industrial Waste Management Cutting waste dump and slurry disposed 1.4 tons. Slurry waste i.e. negligible quantity and will be spread on waste dump and thereafter will be planted.

(ix) Solid waste Management No waste generated during life of mine

(x) Power Requirement & Supply/Source Nearby village’s area are well electrified

7.0 REHABILITATION AND RESETTLEMENT(R&R PLAN) (i) (Policy to adopted (Central State) in respect of the project affected person including home oustees, land oustee and landless labour (A brief outline to be given).

Mining will be carried out in lease area only so no need of rehabilitation and resettlement plan so far.

8.0 PROJECT SCHEDULE AND COST ESTIMATES (i) (Likely date of start of construction and likely date of completion (time schedule for the project to be given) Project will commence within 30 days after getting the environmental clearance. 9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION) CONCLUSION The project of Granite mining of Smt. Gopali Devi Meena W/o. Shri Kailash Chand Meena at near villages Hukumpura & Bamlas , Tehsil – Udaipurwati,, District – Jhunjhunu, Rajasthan is of utmost importance to the area/region for interest of mineral development and improves the socio-economic conditions of the local habitants. The operation of the proposed project of Granite mining will pass on various social and economic benefits to the local communities of the area in addition to the existing benefits by providing better employment opportunities and improvement in social infrastructure of the area, apart from increased financial benefits accruing to state and central agencies by ways of taxes, royalty, cesses etc.
