3 North Buckhead

This booklet has been prepared for new residents of North Buckhead. So what is North Buckhead?

North Buckhead is one of the largest neighborhoods in the City of Atlanta and is located entirely within Fulton County. It is urbanized in the south, including many upscale business high-rises and luxurious condominium towers as well as premier retail shopping areas. To the north, North Buckhead is made up of single family homes and low-rise condominiums. The area is generally heavily wooded, with many creeks and rolling hills. Altogether, North Buckhead includes about 3500 homes, with roughly equal numbers of detached single-family homes and condominiums.

North Buckhead includes , the GA-400 tollgates, over 100 street intersections, Tower Place, the Buckhead Marta Station, Piedmont Center, more than 40 restaurants, the Blue Heron Nature Preserve (almost 20 acres), four churches, the tallest building in Buckhead (Park Avenue), Nancy Creek, many beautiful homes and condominiums and much more.

4 North Buckhead Civic Association (NBCA)

The North Buckhead Civic Association, or NBCA, was established in 1972. It is a voluntary, non- profit neighborhood organization. The boundaries of North Buckhead (listed above) are recognized by the Department of Planning of the City of Atlanta.

According to its bylaws, the North Buckhead Civic Association is a Georgia corporation:

“…operated to promote the common good and general welfare of the residents of the North Buckhead area, for the mutual enjoyment and benefit of its residents, preservation of quality of life, and fostering its spirit of community and to provide a forum for the full and free discussion of all matters of interest to the residents of North Buckhead.”

While anyone can join NBCA, full membership with rights to vote in elections and hold office is available only to households within North Buckhead’s boundaries. NBCA’s complete Bylaws are on-line at www.nbca.org/bylaws.htm.

NBCA Services to North Buckhead Residents

The main services NBCA provides to the neighborhood are:

Beautification Committee

North Buckhead has one small park, North Buckhead Park, at the intersection of Phipps and Wieuca Road. The park has a stone monument and is the gateway to single-family residential North Buckhead.

We are proud of our park. The main task of our Beautification Committee is keeping our park spectacularly beautiful. NBCA employs a yard service to maintain the park, but it depends on neighborhood volunteers to do plantings and make improvements. Park “work days” occur in the spring and fall and are announced by e-mail and in our newsletters. Rita is Chair of the Beautification Committee. Every year NBCA holds its annual Christmas Tree Sale. High quality trees and wreaths are imported from North Carolina to be sold on the first weekend of December at the Sarah Smith Elementary School. Environmental Committee

The Environmental Committee is responsible for coordinating responses and policies related to environmental issues, ranging including care and feeding (or lack thereof) of wildlife, control, water pollution, creek water quality, and fish kills in our creeks. Membership Committee

This committee is responsible for coordinating the association’s membership drive and keeping membership records. The activities of this committee are important, since membership dues represent about half of the association’s revenues. New Neighbor Committee

This committee is responsible for making contact with new residents of North Buckhead. The committee’s responsibilities include preparation of this booklet, providing new neighbors with a greeting bag, and contacting new neighbors. Rita is Chair of the New Neighbor Committee. NBCA’s Sidewalk Committee was organized in June 2007 because Zeb Bradford, Mandy LeCompte and other parents thought it would be great if North Buckhead had at least one public playground. Playgroups - Please contact Staci Wasserman at [email protected] if you are interested in spearheading a new playgroup for your area of the neighborhood or just joining a playgroup.

Social Committee

NBCA’s Social Committee is responsible for coordinating social events. Two or three social events are held each year. They include the Annual Meeting, typically in ; the Fall Fling, a block party typically held in October; and sometimes the Spring Fling, a block party typically in May. Sidewalks Committee

The Sidewalk Committee works with the City and with private developers to influence the location of new sidewalks with in the neighborhood. Robert Cook is Chair of the Sidewalks Committee. He may be reached at (404) 822-7978 or [email protected].

Traffic Committee

The Traffic Committee is responsible for coordinating efforts to improve traffic conditions in North Buckhead. Robert Sarkissian is Chair of the Traffic Committee. Volunteer Coordinator

NBCA’s Volunteer Coordinator is Fe Nievera. The Volunteer Coordinator contacts members who have indicated an interest in serving on one of NBCA’s committees or starting a new committee and works to match the volunteer’s capabilities and availability to neighborhood needs. Zoning and Land Use Review

NBCA’s Zoning and Land Use Committee does perhaps NBCA’s greatest service to North Buckhead residents – helping to protect their investment in their homes. The committee meets monthly to hear all applications for changes in zoning as well as applications for subdivision, zoning variances, and special use permits. NBCA’s Zoning and Land Use Committee meets at the Wieuca Road Baptist Church on the 3rd Monday of each month at 7 PM in room S-103 in the “church offices” area. While the North Buckhead Civic Association (NBCA) is a private non-profit corporation and not part of the government, NBCA is a member of Atlanta’s “grass roots” representative system called the Neighborhood Planning Unit system which is chartered by City of Atlanta ordinances. There are 24 NPUs in the city.

The NPU units are charged with making the public aware of important proposed legislation. They also provide recommendations to the City based on citizen input on a variety of topics including land use (including changes to the Comprehensive Development Plan as well as re-zoning, subdivisions, variances and special use permits), liquor licenses, transportation planning and other issues of public concern.

Our NPU is NPU-B, which is made up of 12 Buckhead neighborhoods shown in the map below. North Buckhead is by far the largest neighborhood in NPU-B, comprising about 25% of its land area. 11 Neighborhood History and Land Use Trends

Parts of the neighborhood were no doubt settled long ago. Buckhead’s first church, Sardis Methodist Church (located on Powers Ferry Road, across Roswell Road from North Buckhead) was established in 1812 (according to a plaque in front of the church). Before the settlers built the church, the area was Indian Territory, the province of the Creeks (Muscogee) Indians. There were several settlements in the area along Nancy Creek. The oldest buildings remaining today date from about 1900 – an original log cabin remained in use on Arden Way until the middle of 2006. It was reportedly the hunting lodge of one of Georgia’s governors back when North Buckhead was wild country.

The first subdivision development in North Buckhead apparently occurred in the 1920s. (See map, below.) Most of the land area in North Buckhead was built out in successive waves of subdivision development, though there are a few large (10-20 acre) parcels left. The recent trend has been redevelopment, by which existing homes are being replaced by larger, more expensive homes.

There was an intense battle against the GA-400 highway (which now bisects the neighborhood from north to south) in the 1980s. The North Buckhead Civic Association fought against the road, but, in the end, the road was built. At the same time as GA-400 was constructed, the “Buckhead Loop”, now known as Lenox Road, was extended through the neighborhood and the

residential land south of North Buckhead map from 1942 the Loop became mixed- annotated (color) by NBCA use, though it is still officially North Buckhead and home to many NBCA members.

A few areas in the neighborhood have been preserved as greenspace through the efforts of the City, residents and the North Buckhead Civic Association. These include the City-owned 25-acre “Blue Heron Nature Preserve”, which is managed by the Blue Heron Nature Preserve, Inc. The preserve’s holdings include property between Roswell Road and Rickenbacker Road and the wetlands at the cul-de-sac on Emma Lane. A community garden is located at the “Tunnel Shaft Site”, left. Cost: $20 cash or check and Ad Valorem Tax (property tax based on value of vehicle). Specialty tags cost more.
