THE CITY OF SAN BERNARDINO

San Bernardino is located in the heart of Southern , nestled at the base of local mountain resorts and at the crossroads of the I-215 and I-10 Freeways. Visitors will find that San Bernardino is a historic city with exciting year-round events, cultural activities and entertainment. San Bernardino is the county seat of San Bernardino County and has an estimated population of 205,010.

San Bernardino is home to year-round sports such as the Class “A” affiliate of the Dodgers, 66ers, and the Western Region Little League Tournament. The historic California Theater in features Broadway plays, musicals and performances of the San Bernardino Symphony Orchestra. The City’s signature event, the Stater Bros. Route 66 Rendezvous, is held annually on the third weekend in September. Visitors and residents interested in outdoor recreation such as skiing, fishing, hiking and biking will enjoy the scenic 20-40 minute drive to mountain resorts like Lake Arrowhead and Big Bear. The city is also home to California State University, San Bernardino, a comprehensive four-year public university.

The City of San Bernardino is divided into several districts. Many of the traditional businesses of historic downtown have migrated to the Hospitality Lane District. Downtown is its own district with shopping and government buildings. In the foothills of the lies the University District, supporting California State University with shopping, dining, and high density residential space. The San Bernardino International Gateway encompasses the San Bernardino International Airport (SBD) and the Alliance California Logistics campus. Nearby is the Burlington Northern Santa Fe rail hub. The combination of these assets makes the City important in the movement of goods and people between and the rest of the United States.

THE DEPARTMENT

The mission of the San Bernardino Public Library is to provide free access to the world of ideas, information and creative experience for all residents of San Bernardino. The Library is a cultural center where the people of San Bernardino come together to learn and participate in public discourse. It aids the community in the creation of an informed and educated citizenry as well as providing opportunities for free lifelong learning, economic improvement, and introduction to the latest in online technologies.

The San Bernardino Public Library is governed by an autonomous administrative Library Board of Trustees. Library services are provided at four sites: Norman F. Feldheym Central Library, Villasenor Library, Inghram Library and Rowe Library.

THE POSITION

The Library Director is appointed directly by and works at the pleasure of the Library Board of Trustees. The incumbent is responsible for the Library's administrative operations, programs, community outreach activities and for administration of library policies, rules and regulations established by the Library Board. Assignments are broad in scope and allow for a high degree of administrative discretion in their execution. The position allows for a high degree of flexibility in Board assigned duties.

The incumbent in the position will have:

 Knowledge of federal, state and local laws, regulations and court decisions applicable to the administration of a public library system.

 Knowledge of principles and practices of public administration, including budgeting, purchasing, contract administration, strategic planning, maintenance of public records and customer satisfaction.

 Knowledge of methods, practices and techniques of advanced library administration, organization and library science techniques.

 Ability to represent the Library effectively in negotiations and other dealings on a variety of difficult, complex, sensitive and confidential issues.

 Ability to establish and maintain effective working relationships with the Library Board of Trustees, Library Foundation, Friends of the Library, other support groups, City Manager, Mayor and Common Council members and others encountered in the course of work.

Education and Experience : Requires a Master’s degree in Library Science from a college accredited by American Library Association (ALA) and at least seven years of progressively responsible public library experience, at least two of which were in a management capacity; or an equivalent combination of training and experience. Possession of a valid Class “C” California Driver’s License is required. Out of State applicants must possess a valid Class “C” California Driver’s License within six months of hire.

The ideal candidate will be a confident, credible and energetic leader who is willing to be involved at all levels. The successful candidate will be open to peer and staff input and should be creative, value-driven, entrepreneurial and able to implement “Best Practices” whenever possible. This person will also be respectful of the City’s citizens, staff, and traditions.

The selected candidate will be able to make difficult decisions, have good follow through, and see the big picture. He/She will be diplomatic, professional, collegial, collaborative, trust-worthy, dedicated, proactive, and team oriented. He/She should be a seasoned manager with a proven record of success. This person should have strong communication, interpersonal and presentation skills.

COMPENSATION

The salary range for this position is $111,624 - $135,684*. Actual salary placement will be commensurate with experience and education. The City’s excellent management benefit package includes:

*Due to the City’s budget deficit, City Hall is closed every Friday through June 30, 2010. As a result, employees work a 36-hour work week, which is equal to a 10% pay reduction. The selected candidate would be included in this work schedule and pay reduction.
