The Department of Public Works and Highways – Abra District Engineering Office now calls for the submission of “Expressions of Interest and accomplished Eligibility Documents for Detailed Engineering Survey of CY 2018 Regular Infrastructure Projects in the Abra District Engineering Office. “Expression of Interest and Eligibility Documents Submission Forms (EIEDSFs)” of interested consultants must be duly received by the Bids and Awards Committee (BAC) of the Procuring Entity on or before October 6, 2017, 10:00 A.M. at the Bids and Awards Committee (BAC) Office, Department of Public Works and Highways, Abra District Engineering Office, Rizal St., Zone 7, Bangued, Abra. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. The BAC shall draw up the short list of consultants from those who have submitted EIEDSFs and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act,” and its Implementing Rules and Regulations (IRR). The short list shall consist of three (3) prospective bidders who will be entitled to submit bids. The criteria and rating system to be used for shortlisting shall be in accordance with DPWH Department Order (DO) No. 07, series of 2015, summarized as follows:

Experience of the Firm …………… 35 points Qualifications of Key Personnel …. 40 points Job Capacity ……………………… 25 points

Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation (QCBE) Method. In accordance with DO 07, series of 2015, the weights of Quality (Technical Proposal) and Cost (Financial Proposal) shall be 65% and 35%, respectively. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

The contract shall be completed within 28 calendar days.

The Department of Public Works and Highways – Abra District Engineering Office reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
