The Executive Board consists of the President and the Vice-Presidents, the Treasurer and other Members elected by the Congress, on the basis of two persons of each member party, respecting the principle of gender balance. COUNCIL OF CHAIRPERSONS The Council of Chairpersons meets at least once a year. The members are the Presidents of all the member par- ties, the President of the EL and the Vice-Presidents. The Council of Chairpersons has, with regard to the Execu- tive Board, rights of initiative and objection on important political issues. The Council of Chairpersons adopts res- olutions and recommendations which are transmitted to the Executive Board, and it also decides on applications for EL membership. Expresamos nuestra plena solidaridad con el pueblo de Palestina y llamamos a los trabajadores en todo el mundo a movilizarse para que se fortalezca la ola de condena contra Israel y a expresar de forma práctica la solidaridad con el pueblo de Palestina. Los EE.UU. tienen grandes responsabilidades para estos desarrollos sangrientos ya que apoyan de todo modo a Israel en la continuación de la opresión y la masacre del pueblo palestino. Además, la UE tiene responsabilidades porque mantiene una postura de “distancia igual” entre el agresor y la víctima y al mismo tiempo desarrolla la cooperación con Israel a nivel militar, económico y político. Los partidos comunistas y obreros que firman este comunicado exigen: La condena del crimen contra el pueblo palestino El cese inmediato de los asaltos aéreos continuos contra el pueblo de Palestina y la prevención de las operaciones terrestres. La retirada del ejército israelí de ocupación. La liberación de todos los presos políticos de las cárceles israelíes. El derribo del muro inaceptable de división y el levantamiento de toda forma de bloqueo de los palestinos, en la Ribera Occidental y en la Franja de Gaza. El cese de los asentamientos y la retirada de todos los colonos que se han asentado más allá de las fronteras de 1967. El derecho de retorno de todos los refugiados palestinos a sus hogares, en base a las decisiones pertinentes de la ONU. -

Appendix List of Challenger Parties Operationalization of Challenger Parties A party is considered a challenger party if in any given year it has not been a member of a central government after 1930. A party is considered a dominant party if in any given year it has been part of a central government after 1930. Only parties with ministers in cabinet are considered to be members of a central government. A party ceases to be a challenger party once it enters central government (in the election immediately preceding entry into office, it is classified as a challenger party). Participation in a national war/crisis cabinets and national unity governments (e.g., Communists in France’s provisional government) does not in itself qualify a party as a dominant party. A dominant party will continue to be considered a dominant party after merging with a challenger party, but a party will be considered a challenger party if it splits from a dominant party. Using this definition, the following parties were challenger parties in Western Europe in the period under investigation (1950–2017). The parties that became dominant parties during the period are indicated with an asterisk. Such a collision can lead to a clash of legitimacies between an established constitutional form and the constituent power represented by the democratic will of a people in a well-defined territory. Moreover, modern constitutions often aim not only to establish a form of governmental authority, but also to “reconstitute the people in a particular way. The notion of a constitutional identity of a people, and particularly its relation to the constituent power possessed by the people, is perplexing” (Walker and Loughlin 2007: 1). There is the suggestion, in the first place, that to the degree that there are “natural” units of “peoples,” constitutional texts can reshape and mold these “natural” boundaries between “peoples.” Political identities can thus be “constitutionalized,” given that there is some space for malleability and fluidity, but, conversely, constitutional form itself is not unchallengeable (Walker and Loughlin 2007: 2). Therefore, “if the influence of constitutional form lies in its ability to refine the meaning and import of collective political identity, its authority must nevertheless in some measure depend upon its continuing capacity faithfully to reflect that collective political identity. -

Class cleavage roots and left electoral mobilization in Western Europe ONLINE APPENDIX Parties in the Class bloc For the classification of political parties in the class bloc, we have included “those parties which are the historical product of the structuring of the working-class movement” (Bartolini and Mair 1990 [2007], 46). Moreover, as the class cleavage is not only a historical product but a dynamic concept, we have also carefully assessed the potential inclusion of all those parties that are: 1) direct successors of traditional working-class parties or 2) new parties emphasizing traditional left issues. As regards direct successors of traditional working-class parties, issues related to party continuity and change across time arise. Class bloc parties changing name or symbol, merging or forming joint lists with other class bloc parties are obviously included in the Class Bloc. Conversely, in the case of splits or in the case of mergers between a class bloc party and a non-class bloc party, choices become less straightforward. Generally speaking, we looked at the splinter party and included it in the Class bloc whenever it still maintained a clear communist, socialist, or social democratic programmatic profile (e.g., the case of Communist Refoundation Party in Italy in 1992). Conversely, “right-wing” splits from Social democratic parties (e.g., the Centre Democrats from the Social Democratic Party in Denmark in 1973) that have explicitly abandoned their former ideological references to social democracy, shifting their programmatic focus away from economic left issues and embracing liberal, radical, green, or “new politics” ideological profiles, have been generally excluded from the Class Bloc. -

I gave them all your information and suggestions. ..." (Document found at the Peruvian Embassy in Madrid where there was a spying organisation.) “The Witness: All the espionage material discovered by the other group, which is made up of the secret agents of the P.O.U.M., was transmitted to Perpignan by me...." “The Witness: The outrage against Prieto and the heads of the Modesto and Walter divisions had been prepared by the group of secret agents of the P.O.U.M. which is directed by General Franco's espionage centre at Perpignan...." (The above is an extract from the cross-examination of Joaquin Roca Amich.) This pamphlet pleads its own case. It is written after spending a year and three months in Republican Spain. It is based on first-hand observation and on the study and analysis of official documents and papers. Experience of the political situation in Republican Spain throughout the war, and the daily study of the problems which arise, have convinced me that the P.O.U.M. is one of the most important instruments which the Spanish rebels use in their struggle against the legitimate Spanish Government.
