MONTI SAYS, KEEP ON TRUCKIN´ If you think globally, watch what you do locally. that was the message from Brussels last week as European Commission competition czar Mario Monti disallowed the takeover by Swedish truckmaker Volvo of its national competitor Scania. He banned the deal, not out of any concern that the resulting firm would dominate the European Union's total truck market, but because he believes it would stifle competition in Scandinavia. That argument seemed to fly in the face of the Commission's promotion of the E.U. as an integrated market-and its insistence that European firms have to adjust to a global marketplace. "We've always been told that there's a single market, but this ruling says it's national markets that matter," says Thierry Proteau, spokesman for the European Automobile Manufacturers' Association. "It's a disturbing paradox." In reaching the controversial but widely expected decision, Monti argued that the customer rather than the producer has to define the relevant market. A merged Volvo-Scania would have controlled some 90% of the Swedish market for heavy trucks and roughly the same proportion of the city bus market in Finland and Ireland. The fact that it would hold only some 31% of the European market as a whole offers scant solace to Swedish truck buy- ers, suggested Monti. They tend to look no further than their local dealerships-overwhelmingly Scania and Volvo-when they buy, the Commission's investigation found. Leif Johansson, Volvo's CEO, said that by judging the deal on those narrow local standards, the Commission's ruling "seem[s] to go against the basic concept of the common market." The decision leaves Volvo back where it was in January 1999 when it sold its passenger car division to Ford for $5.8 billion: cash-rich and keen to buy rather than be boughtunless, of course, the price is right. -

What’s got everyone so excited by this is that Albert Einstein predicted the existence of gravitational waves when he described how space and time were related and could be bent by huge forces of gravity. What the scientists at the South Pole think they saw was not gravitational waves – they would be invisible – but the effect of the waves on the light left over from the Big Bang. -

CHRIS DORAN imaginethatwe have all had occasion to look up into the sky on a clear night, gaze at the countless stars, and think about how small we are in comparison to the enormity of the universe. For everyone except Ithe most strident atheist (although I suspect that even s/he has at one point considered the same feeling), staring into space can be a stark reminder that the universe is much grander than we could ever imagine, which may cause us to contemplate who or what might have put this universe together. For believers, looking up at tJotestars often puts us into the same spirit of worship that must have filled the psalmist when he wrote, "The heavens declare the glory of God; the skies proclaim the work of his hands" (Psalms 19.1). -

It is intended, in the terms of the Committee’s request, to “put what have been abstract measures of strategic power into more comprehensible terms. ” The study examines the full range of effects that nuclear war would have on civilians: direct effects from blast and radiation; and indirect effects from economic, social, and politicai disruption. Particular attention is devoted to the ways in which the impact of a nuclear war would extend over time. Two of the study’s principal findings are that conditions would con- tinue to get worse for some time after a nuclear war ended, and that the ef- fects of nuclear war that cannot be calculated in advance are at least as im- portant as those which analysts attempt to quantify. This report provides essential background for a range of issues relating to strategic weapons and foreign policy. It translates what is generally known about the effects of nuclear weapons into the best available estimates about the impact on society if such weapons were used. It calls attention to the very wide range of impacts that nuclear weapons would have on a complex industrial society, and to the extent of uncertainty regarding these impacts. -

The research covers the most significant political scandals from the “Propaganda Due” to the most famous “Tangentopoli”. The findings revealed that political scandal is a turning point in the modern democracy, which reveals the main system problems and gives a chance to the government to estimate the political risks and take an action to prevent the following worsening of the situation. Also the results of the research present an attempt to systemize on the base of the most recent data published in academic sources and classify and leading media political scandals according their actors, reasons and consequences as well as coverage in the media. Introduction Nowadays, in modern societies the interest in politics is fairly high, thus Media covers both public and private lives of politicians to satisfy this interest. The hot topic of modern mass media has become diverse political scandals occurring in different parts of the world.
