CONCLUSION AND IMPLICATIONS

India has tremendous potential to previous occasional papers was that they attract international students from all did not capture the reasons of low infow over the world. Sadly our universities of international students in the country have not been able to capitalise on despite an enabling policy framework this opportunity. As a result, they are for encouraging international students losing out on the advantage of not only being already in place for over three generating some revenue but also of decades. This too has been addressed making their campuses diverse and thus from this year onward. on creating a global ambience. Most importantly, our campuses are losing out Anecdotal evidences suggest that there is on the opportunity of developing global a craving amongst the global community outlook amongst their students and thus to send their students to India for higher adversely impacting on the much needed education and also for short-duration task of preparing global citizens. We are visit and exchange. The reasons could be also depriving the global community, numerous ranging from inadequate or which is so keen to know and beneft not poor physical facilities, lack of systematic only from the rich tradition and culture efforts to market our higher education of the country but also getting exposed to and also the perception that the quality India as a modern economy and society of higher education in India, though and the way it is coping with a variety of good as compared to many countries, is challenges. still not world class.

Realising that the earlier occasional Our modifed Data Capture Format papers brought out by AIU were has now included questions in these incomplete because it did not capture regards as well and hopefully from the and report data on the international next year onward, we should be able to students placed in our campuses for present some insight on the diffculties short duration visit and study India faced by our universities in attracting programme, from this year onward international students in such a large the same has been addressed and the number that is not only desirable but data reported in this occasional paper also possible. also reports numbers of international students coming to India for short This occasional paper began on the note duration programmes as well. that with the enabling policy framework in place permitting universities to admit Similarly, another defciency in the international students on supernumerary

72 basis, India should have been having do is to target to increase our share nearly 4.8 million international in the global mobility of international students. This is our potential which students to a more pragmatic 10 percent when juxtaposed to the reality of a mere of the global outfow. This would mean 30,423 international students in the putting in place the strategies, plan and country is certainly a sad commentary programme of action to host about 5 on the state of affairs. Lakh international students which could gradually be raised to 20 percent or 10 To be more realistic, since last year only lakh international students over the next about 5 million international students ten years. For these to happen, the higher were reported to be pursuing their higher educational institutions, the regulatory education out of their countries, it would bodies and the government, both at the be an impossibility for India to attract central as well as at the state level shall 4.8 Million. What we can, however, have to work in tandem.
